LADB Article Id: 063042 ISSN: 1060-4189 Brazil: Presidential Decree Suspends Retirement Benefit Increase by Barbara Khol Category/Department: General Published: Thursday, January 23, 1992 On Jan. 20, President Fernando Collor de Mello issued an executive decree suspending until 1993 a 147% increase in retirement benefits. Justice Minister Jarbas Passarinho said the increase would be implemented after money is appropriated by the Congress for the same in the 1993 budget. (See Chronicle 01/14/92 for coverage of court ruling on pensions.) On Jan. 21, Chamber of Deputies members of the majority Brazilian Democratic Movement Party (PMDB) introduced a bill to override the decree. Collor de Mello convened a special session of Congress to discuss new revenue bills aimed at covering the benefit hike. All parties represented in the Congress, including the president's National Reconstruction Party (PRN), rejected a proposed increase in employee social security contributions. In the state of Sao Paulo, pension checks released Jan. 21 contained the increase. Retirees in Rio de Janeiro state received the benefit hike earlier in the month. In the state of Santa Catarina, retirees occupied the National Social Security Institute (INSS) office in Florianopolis (capital), and picketed bank branch offices in Cricuima.
