ADJOURNMENT Page 2 of 63 The Town of Mansfield is seeking proposals to provide technical review of an Inland Wetlands License Application submitted by Haven Campus Communities for the construction of a mixed-use development consisting of seven new buildings with a five-story parking deck, paved parking areas, and associated site amenities. The parcels are located at 1753, 1733, and 1717 Storrs Road (Assessor’s Parcel IDs 8.15.8, 8.15.9, and 8.15.10). The estimated project schedule is detailed below. All proposals must be emailed to [email protected] no later than noon on Thursday, July 30, 2020. Includes review of wetlands delineation, wetlands reports, site plans, drainage report and other application materials. Application materials can be downloaded at this link. Conduct site visit to observe upland and wetland/watercourse conditions. Prepare comment letter based on application review and site visit. Comments shall address the potential of significant impact to the wetlands and adjacent vernal pool from the proposed regulated activities as defined by the Mansfield Inland Wetland and Watercourses Regulations. A complete review of this project will include reviewing the on-site stormwater management system as it relates to wetland impact. Coordinate with applicant and staff as needed during plan review phase. This coordination may include telephone calls, emails/other digital communication, and in-person or virtual meetings. Attend meeting(s) with staff and applicant to review comments and answer questions. If needed, prepare a comment letter to the Agency with findings and recommendations based on the applicant’s revised plans and response to plan review comments. Attend Inland Wetlands Agency Public Hearing(s). Attendance will include presentation of findings and recommendations and providing additional technical assistance to the Agency in its evaluation of the applicant’s presentation. The primary staff liaison for the project will be Jennifer Kaufman, AICP, Senior Planner/Inland Wetlands Agent. Consultant representative to present findings/recommendations and answer questions from the Agency The following criteria will be used to evaluate responses to the RFP: The background, education, qualifications and relevant experience of the team assigned to this contract, especially those of the day-to-day project manager, licensed engineers, soil scientists, and wetland ecologists. Key staff must have and maintain all applicable Connecticut licenses, including but not limited to: Professional Engineer, Registered Soil Scientist, Certified Professional Wetland Scientist, and Landscape Architect.
