TABLES Local Government Enhancement Sector Project-NWP Executive Summary This Project details indicates that the works involved in this sub project construction of panel room at Maho, Renovation of flocculate and clarifier, construction of steel bridge of length 4 m from Chemical Building to Aerator and construction of pipe yard of floor area 54 m2 at Nikaweratiya Treatment Plant, Renovation of Ambanpola water tower, Provision of 1,750 service connections with meter, pipes and fittings, Installation of two sets of bore hole type submersible pumps of capacity 40 m3 per hr. at 75 m head with accessories for pumping direct to distribution pipe line at Bogollagama and supply of two sets of pumps as standby, Installation of two Gas Chlorinators with the capacity of 1000 g / hr. with accessories at Bogollagama, Installation of two Gas Chlorinators of capacity 1000 g / hr. with accessories at Ambanpola, and Laying 85.8 Km of PVC pipes. However, Initial screening of resettlement and indigenous people, show that the subproject is categorized as „C” in both aspects and there will be no involvement of resettlement or any impact on indigenous people. Data available in Social and Environment Feasibility Report and field visits and discussions with relevant government officials, revealed that no construction activity would take place on private land and the works do not involve displacement of livelihood of any citizen in the subproject area. The requirement of safe water, on an urgent basis, was ascertained by the records of CKD and other diseases the people were suffering from due to use of untreated water. Proposed sub project details indicate that the works under the subproject involve laying of distribution pipes within the shoulders of the public roads The public consultations revealed that the subproject would have positive social and health and economic benefits to the citizens without affecting their land or livelihoods and there were no indigenous people present in the subproject area. It can be concluded that the sub-project would result in providing safe drinking water to the citizens of the subproject area without affecting their land and livelihoods. 2 DDR for Nikaweratiya, Ambanpola and Maho W S Scheme 1. Background A. Introduction Nikaweratiya, Ambanpola &Maho Water Supply Scheme Is one of the Sub-Projects under Additional Financing Program of the Local Government Enhancement Sector Project. It is expected, through this program, to reduce the incidence of CKD by providing treated water to the community, and Improve the effectiveness of the delivery of local infrastructure and services of Local Authorities in less developed areas of North Western Province. This particular Sub Project covers twenty Grama Niladary Divisions [GND], and 1,750 families within these GNDs will be benefited by this water supply scheme, There are quite a number of CKD patient who receive treatment and Public Welfare Donations from the Government, in the selected project area. Sub Project focuses mainly on the prevention of CKD and reduction of CKD patients. Most people, living within the areas of Maho, Ambanpola and Nikaweratiya Divisional Secretariat, use ground water for drinking purpose. Ground Water In this area has been found to contain calcium and fluoride in excess quantities. Provincial Council has established few RO plants in this area, to produce drinking water, as some kind of a remedy for CKD problem, but mostly, only those living close to those are benefitted due to difficulty for others to travel long distances to reach those A water supply scheme is already in operation in some areas of Nikaweratiya and Maho, using Magalla irrigation tank as the source. As a solution for the said social issue, National Water Supply and Drainage Board (NWS&DB), has identified the possibility of extending the existing scheme to more areas of Nikaweratiya, Ambanpola and Maho, affected with CKD. NWS&DB agreed to design the new extension and operate and maintain, once constructed, which can be considered as a valuable input for the success of this Sub Project. 3 II. Sub Project Description (Provide this information in a table as in the sample DDR given) A. Details of the Project Area The Sub Project area is located about 150 Km North of Colombo and 50 km North of Kurunegala in Kurunegala District. There is no prominent town within sub project area but Nikaweratiya, Maho and Ambanpola are the towns close to it. Elevation of the sub project area is approximately 90 meters above Mean Sea Level Sub project area is located within twenty (20) GN divisions in Nikaweratiya, Maho and Ambanpola Divisional Secretary Divisions in Kurunegala District. It is situated between Nikaweratiya and Ambanpola on the West of Padeniya – Anuradhapura road(Annexure1), and spreads over 20 GN Divisions, namely Hulogedara and Pinnapolegama in Nikaweratiya DS division, 6 GN Divisions, namely Koonwewa, Ipalogama, Thammitagama, Maningamuwa, Hitokadawala and Kumbulegama in Maho DS division and 12 DS Divisions, namely Waduressa, Nekathikumbukwewa, Kettapahuwa, Palapathwala, Waragammana, Ambakolawewa South, Ambakolawewa North, Serugoda, Mediyawa, Borawewa, Ambanpola South and Kirimetiyawa in Ambanpola DS division. Legal and Policy Framework: The legal and policy framework through which resettlement impacts are mitigated under the project and particularly for the subprojects will follow the laws / regulations of Sri Lanka and Asian Development Bank‟s (ADB‟s) Safeguards Policy Statement, 2009 (SPS). The details of the legal and policy provisions both in the national laws and ADB‟s SPS statements are discussed in Annexure 2. IV. Methodology: The methodology applied in preparation of Due Diligence Report for this subproject is enumerated as follows: (i) The safeguard specialist studied the scope of the subproject including the technical 11 DDR for Nikaweratiya, Ambanpola and Maho WS Scheme details of the project by reviewing the Detailed Design Report (DPR) prepared for the subproject by his team and had discussions with the Team Leader, SPCU officers and the relevant members of his team on the scope of work of the subproject. The resettlement framework and that of the indigenous people, developed for the project, was also studied.
