Since its inception, the Council has been endeavouring incessantly in accomplishing its mandate with profound sagacity of commitment for a spirit of coordination and consensus among various stakeholders in the field of higher education. Working in tandem with the State government for an inclusive and qualitative growth in higher education, the Council has been performing as catalyst to extend all possible support in addressing three overarching challenges: excellence, equity and expansion. The activities performed in the areas of planning and coordination, academic and advisory functions are listed in this report. The Council is also instrumental in the formation of new academic institutions, expanding and upgrading the existing ones, recommending institutions that are self-reliant in terms of quality education, professionally managed, and characterized by greater inclination towards research and provide students with edification that is relevant to them as well the nation as a whole. In an increasingly globalized society, the needs and expectations of society have been changing very fast with rising demand for quality education and greater sustainability at the desired level. Where quality of higher education rests on the quality of all its facets, be it faculty, staff, students, or infrastructure, the sustainability challenges to rethink the missions and reorganize courses, research programs, and knowledge base. The Council regardless of making untiring efforts in the proliferation of higher education in the State, there is still a long way to go. There seems to be more activities by the Council with the implementation of Rashtriya Uchchatar Shiksha Abhiyan (RUSA), a centrally sponsored mission mode scheme spread over XIIth and XIIIth plan period. The Council is primed to accept challenges with unrelenting support from the Government, the regulatory authorities, higher education institutions, academia and others for enabling it to discharge its responsibilities in the interest of promoting higher education with more vigour in the State of West Bengal. I would like to convey my sincere gratitude to the State Government, the Higher Education Department and my predecessors and esteemed colleagues in the Council for their generous support and cooperation in the preparation of the report. Dr. Prabir Kumar Das Member Secretary, WBSCHE 11 Annual Report 2013-14 12 Annual Report 2013-14 Introduction The West Bengal State Council of Higher Education (WBSCHE) was established on July 29, 1994 under the West Bengal Act of 1994 and started functioning since April, 1995 in order to maintain the quality of teaching, examination and research in Universities and affiliated colleges in West Bengal in line with the objectives determined by the University Grants Commission, monitor the performance of the affiliated colleges in this respect, and strengthen the planning and co-ordination of education programmes in higher education. The statutory mandate of the Council is to (a) oversee the academic standard of the state-aided and administrated institutions of higher education, (b) fulfill the needs of the future developments, (c)control unplanned expansion, (d) channelize higher education in desirable direction on the basis of socio-economic need and (d) act as a link as far as possible between the Universities and the colleges on the one hand and the State government on the other and work closely with the other regulatory authorities of the country. 13 Annual Report 2013-14 14 Annual Report 2013-14 Contents Roles and Responsibilities of W.B. The Council aspires to participate in the following activities: A. Planning and Co-ordination 1. To prepare consolidated programmes in the higher education of the State, keeping in view the guidelines issued by the University Grants Commission (UGC) from time to time, and to assist in their implementation. 2. To co-operate with the UGC in respect of determination and maintenance of standards of higher education and suggest remedies wherever necessary. 3. To evolve perspective plans for development of higher education in the State. 4. To forward the developmental initiatives designed by the Higher Education Institutions (HEIs) of the State to the UGC and to initiate continuous monitoring on the progress of such developmental programmes. 5. To promote co-operation and co-ordination of the HEIs among themselves and explore the scope for interaction with industry and other related establishments. 6. To formulate principles as per the guidelines of the Government and the UGC for starting new HEIs and the norms to comply with. Keeping in mind the need, demand and suitability for establishing a new college in a specific location and based on the necessary instructions from the Govt., the Council is to conduct proper scrutiny and field inspection for the proposed college. After such inspection, the Council would send the report to the Higher Education
