CV Mihai-Florin BULGARIU Professional Experience Mr. Bulgariu is a high rank police officer (colonel) with more than 25 years of professional experience. He is thoroughly specialized in conducting border operations on both the operational and strategic levels. Mr. Bulgariu is currently the Head of Operations - Integrated Border Management Expert, in EUBAM Rafah (since 2017). Previously, he held for the total duration of twelve years different management positions within the Romanian Border Police, inter alia, six years as head of two regional border police units at the EU external border (Romanian-Serbian) where he mainly dealt with migratory flows of Balkan Route and fought with notable results against the transnational crime organizations. In the same time, Mr. Bulgariu held the position of Romanian Border Empowered in relation with Serbian authorities, and was thus responsible for finding common grounds and settling the sensitive border incidents that occurred between the two countries. All his international assignments amounting up to more than eight years are exclusively under the EU umbrella. Mr. Bulgariu worked in long-term deployments (EUBAM Rafah 2005-2007, EUMM Georgia 2008-2010, EUBAM Libya 2014 and again EUBAM Rafah 2017-2020) as well as short-term ones with Frontex Agency (Slovenia, Croatia, Poland, Greece, Lithuania, Latvia, Spain). Mr. Bulgariu is acquainted in detail with all the EU mechanisms related to border operations including Schengen aquis and asylum granting procedures. Mr. Bulgariu speaks Romanian (mother tongue), English (proficient), Russian and Arabic (basic). Family Mr. Bulgariu was born in Negresti, Romania, in 1971. He is married and is father of two young adults, both students. .
