Yet, a lot has happened in the last several months. First, Breeder's need to be aware that they must register their mares with the OHHA by December 31st of this year if they wish to participate in the newly established Ohio Breeder's Awards Pro- gram. We are thrilled that after several years of hard work, our efforts have paid off for Ohio breeder's. You can access the necessary forms from the OHHA website, however, if you have any questions, please call the OHHA office and a representative will be happy to assist you. The last quarterly Board of Directors meeting was October 25th. This was an extremely important meeting in that, among other topics, allocations for next year's programs were discussed, the possibility of a second tier sires stakes program and our long term marketing plan. As new programs are adopted and implemented, I encourage each member if you have any questions or concerns please contact the OHHA office and your voice will be heard as we go forward. We are here to serve our members so your input is very important. Finally, our efforts to protect what we have in the legislature is a never ending battle. We need each and every one of our members to support this effort by donating whatever you can afford to give to our PACER initiative. Please send your person- al check to the OHHA made payable to PACER. By doing so, you have decided to be an important part of our efforts to protect our wonderful sport here in Ohio. Regularly scheduled Racing Commission Meeting September OSRC Meeting Recap recap from Thursday September 29, 2016 at the Columbus Riffe Center In normal business the Executive Director’s Approval Items were discussed and ratified. No documents were provided or disclosed to the public. There was no comment on items provided to the Commissioners contained in the Executive Director’s Report. The Racing Commission unanimously ratified the Executive Director’s Report items. In new business the 2017 Race Dates were discussed. The Racing Commission set forth that they were a carbon copy of last year’s dates with the exception of one day. On the thoroughbred side Mahoning Valley will race 100 days including one quarter horse program. Belterra Park will race 93 days with a schedule identical to 2016. ThistleDowns applied for 100 days, identical to 2016. Hard Rock Rocksino Northfield Park raced 221 days in 2016 and was approved to race 221 days in 2017. Hollywood Gaming at Dayton Raceway was approved for 75 days, which is the minimum they are required to race under the law. Scioto Downs is required to race a minimum of 125 live days under the law, they requested 90 days, which was the same schedule raced in 2016. Miami Valley Gaming and Racing raced 88 days in 2016, asked for 87 days in 2017, and are required by statute to race a minimum of 125 days. Both Miami Valley Gaming and Scioto Downs are required by law to receive approval from the OHHA to race fewer live days than the law mandates, approval occurs via a two-party agreement, which is put into place to compensate for the abbreviated schedule. Both Miami Valley and Scioto Downs’ Two-Party Agreements were finalized and filed prior to the meeting providing approval for the abbreviated schedules. The Racing Commission considered each race date application separately and approved all Live Race dates for 2017 unanimously. Hollywood Gaming at Dayton Raceway appeared pursuant to O.A.C. 3769-3-02(A) and 3769-13-02(A) to request approval for two new exotic wagers to be offered at Hollywood Gaming’s racetracks at Dayton and Mahoning Valley. The wagers are Pick-Six multi-race pick wagers also known as, “Rainbow Pick-Six” in other racetrack locations. The multi-race wager is a .20 minimum to place a bet and the only time a winner is declared is if there is a single winning ticket. If there is a single winning ticket that ticket will take the entire carryover pool balance on that date. From a single winning ticket multiple winners will split the consolation pool. During discussion ThistleDowns represented that they had offered the same Pick-six wager for the previous two months. The Racing Commission unanimously ratified the Hollywood Gaming’s request. In the Monthly Racing Commission financial report, through the end of Fiscal Year 2016 showed a net loss of $40,000, which was on target with the projected revenue prediction. The revenue decrease was primarily due to the timing of various different expenses for normal operations and travel, and included over $7,000 for IT hardware upgrades and Cloud Based database service costs. Revenue was down 3% due to a decrease in overall live and in-the-building simulcasting handle statewide. There was no monthly status update on the Permit Holder and Horsemen’s Agreement Negotiations between Belterra Park and the Ohio Horsemen’s Benevolent and Protective Association (OHBPA). 4 The Buckeye Harness Horseman | November 2016 A recap on the horse racing fatalities was provided for 2016. It was noted OHHA Board of that the numbers reported are for training and racing related catastrophic Directors breakdowns. In August and September there were no Standardbred fatalities, which maintained a year-to-date total of five Standardbred fatalities. Last (Board and Term Expiring Dates) month the reported Thoroughbred total for August had five thoroughbred President Vice President fatalities, and that was amended to include a sixth fatality at Belterra Park. Kevin Greenfield Steve Bateson September saw six thoroughbred fatalities with three at Belterra Park and three at ThistleDowns. Year-to date there have been twenty-five thoroughbred 2016 2018 fatalities statewide. Dr. Robertson commented that starting with January’s Breeders Breeders report that there will be more details provided on the fatalities and data Randy Haines Dr. Randall Hutchison compiled on any other deaths whether training and racing related or not. Joe McLead John Poppe The Chairman’s Comments included a comment on the live racing date Ayers Ratliff Scott Hagemeyer approvals for 2017. The Chairman noted that this was the earliest that the dates for all racetracks in the entire state were approved as early as the September Owners By District Owners By District hearing date. He expressed hope that moving forward the dates approval (1) Sue Stockwell (3) Mary Jo Bross process can be done as expeditiously in future years. The Chairman also (4) Suanne Kochilla (6) Randy Leopard commented on the upcoming Ohio Fairs Championship on October 8th and Aged (7) Steve Bateson (9) Steve Sexton Ohio Sires Stakes races coming up at Hollywood Gaming at Dayton on October 15th, in addition to Hollywood Gaming playing host to the Thoroughbred’s Best Trainer / Driver Trainer / Driver th of Ohio day of Championship races at Mahoning Valley on October 29 , noting Dan Ater Jim Arledge Jr. that all the stakes racing action is with Hollywood Gaming for the remainder of the year.
