Dawson who served the Town of Milton for twelve years as State Rep- resentative from District 1. MINUTES OF MILTON TOWN MEETING SECOND SESSION - MARCH 12, 1985 The Annual Town Meeting (Articles of Business in the warrant) of the legal voters of the Town of Milton was held at the Nute High School Gymnasium on the above-mentioned date. Donavon C. Current, Mod- erator, called the meeting to order, followed by repeating the Lord's Prayer and the Pledge of Allegiance to the flag. Article 2. John Nolan, Selectman, made the motion, seconded by David Mc Vicar, that the article be adopted as read. Motion carried. Article 3. Charles Logan, Selectman, made the motion, sec- onded by John Nolan, that the article be adopted as read. John Nolan made an amendment to the motion, seconded by David McVicar, to add that the Selectmen be authorized to sell unused Town-owned lands to the highest bidder, either by sealed bids or at public auction as pre- scribed by New Hampshire State Laws and also in accordance with Article 22 of the March 3, 1976 Milton Town Meeting. Amendment passed. The article that the Town vote to authorize the Selectmen to transfer tax liens and to convey property acquired by Tax Collector's Deed, at public auction or advertised sealed bids or as justice may re- quire (Required annually RSA 80:42), and that the Selectmen be author- ized to sell unused Town-owned lands to the highest bidder either by sealed bid or at public auction as prescribed by New Hampshire State Laws and also in accordance with Article 22 of the March 3, 1976, Milton Town Meeting passed. Article 4. John Nolan, Selectman, made the motion, seconded by Simonne McCallister, that the article be temporarily postponed until after Article 26. Motion carried. Article 5. William Canney, Chief of Police, made the motion, seconded by Roland Appleton, that the article be adopted as read. Mo- tion was not passed. Article 6. John L. Gil man, Chief Engineer of the Fire Depart- ment, made the motion, seconded by Hervey Tanner, that the Town raise and appropriate the sum of $25, 000. 00 for the purchase of a new ambulance. Motion carried. Article 7. John Nolan, Selectman, made the motion, seconded by John L. Gilman, that the Town establish the position of a full-time engineer to become effective January 1, 1986, with a salary of $18,000. annually. Motion did not pass. Article 8. William Canney made the motion, seconded by John L. Gilman, that the Town raise and appropriate the sum of two thou- sand, seven hundred fifty dollars ($2,750.00) as Milton's share of costs to rebuild the Strafford County Dispatch Center. (New Equip- ment only. ) Motion carried. Article 9. Charles Logan, Selectman, made the motion, sec- onded by Glenn Stewart, that the article be adopted as read. Nathaniel Edmands made an amendment, seconded by Gary Bell mare, that the budget figure be increased by $1,438.15 to allow for a $2,000.00 in- crease in the Chief of Police's salary. Amendment was not passed. The article to raise and appropriate the sum of one hundred eight thou- sand, five hundred fifty dollars ($108, 550. 00) for the protection of per- sons and property as follows: a. Police Department $ 43,500.00 b. Fire Department 23,500.00 c. Insurance 32,000.00 d. Ambulance 3,500.00 e. Planning & Zoning 750.00 f. Board of Adjustment 100. 00 g. Reappraisal of Property 3, 000. 00 h. Damages and Legal Expenses 2,000.00 i. Civil Defense 200.00 $108,550.00 was passed. Article 10. John L. Gilman made the motion, seconded by Ronald Perry, that the article be adopted as read. Paul Gauthier made an amendment, seconded by Nancy VanDoorn, to require legal location and issues be clarified before the money is spent. Amendment carried. Scott Berry made a motion, seconded by Victor Joos, that the article be postponed indefinitely until a study can be done. Motion was denied. The article to raise and appropriate the sum of five thousand dollars ($5,000.00) to construct a radio repeater station on Teneriffe Moun- tain requiring legal location and issues be clarified before the money is spent was passed. Article 11. John Nolan, Selectman, made the motion, seconded by Kenneth W. Hall, Jr. , that the article be adopted as read. David Buchanan made the motion, seconded by Kenneth W. Hall, Jr. , that we vote immediately. Vote carried. Voice vote was challenged. By count of orange voting cards the result was "for" 101 votes, "against" 78 votes. Motion carried. Article 12. John Nolan, Selectman, made the motion, seconded by Roger VanDoorn, that the article be adopted as read. George White made an amendment, seconded by William Martin, to require in the future that a written estimate for repairs for all Town equipment be made. George White made an amendment, seconded by Warren Swope, to add a minimum of a $500. 00 requirement to the amendment. Amend- ment carried. To amend the main motion to raise and appropriate the sum of $7,349.00 for payment to R.C. Hazelton Co. for engine and hydraulic repairs to the landfill Hough loader and to require in the fu- ture that a written estimate for repairs of $500. 00 or more for all Town equipment be made failed. The motion to raise and appropriate the sum of $7, 349. 00 for payment to R. C. Hazelton Co. for engine and hydraulic repairs to the landfill Hough loader was passed. Article 13. Milford Galarneau made the motion, seconded by Rena Fortier, that the article be adopted as read. William Martin made an amendment, seconded by John G. Gilman, to make it a one- way street. Isabelle Eldridge made a motion, seconded by Stella Veno, to postpone the article indefinitely. Scott Berry made the motion, sec- onded by Hervey Tanner, that we vote immediately. Motion was car- ried. The motion that the Town vote to close the northern end of North Main Street where it joins Route 16 was indefinitely postponed. Article 14. Theodore Tasker, Selectman, made the motion, sec- onded by Joseph Agri, that the article be adopted as read. Motion car- ried. Article 15. John Nolan, Selectman, made the motion, seconded by Raymond Russo, that the article be adopted as read. Warren Swope made the motion, seconded by David Buchanan, that we vote immedi- ately. Motion carried. The main motion carried. Article 16. Charles Logan, Selectman, made the motion, sec- onded by John L. Gilman, that the article be adopted as read. Motion carried. Article 17. Charles Logan, Selectman, made the motion, sec- onded by Glenn Stewart, that the article be adopted as read. Motion carried. Article 18.
