JOURNAL OF THE SENATE, At a General Court of the Commonwealth of Massachu- setts, begun and holden at Boston on the first Wednesday, being the sixth day of January, in the year one thousand eight hundred and sixty-nine, and the ninety-third of the independence of the United States of America, the follow- ing members elect of the Senate, having been duly sum- moned by the Executive, appeared, to wit: Messrs. King, Island And were called to order at 11 o'clock, A. M., by the Hon. Gershom B. Weston, senior member elect. Quorum. Whereupon, Messrs. Griswold, Howe and Tweed were appointed a committee to wait upon the Governor and Coun- cil, and inform them that a quorum of the Senate is assem- bled and ready to be qualified. Subsequently, Mr. Griswold, from the above-named com- mittee, reported that they had attended to the duty assigned them, and that the Governor and Council would forthwith bo in readiness to administer the oaths of office to the mem- bers elect of the Senate. Soon after, the Governor and Council came in, and the Senators elect severally took and subscribed the oaths required by the constitution of the Commonwealth and a law of the United States, to qualify them to discharge then- duties as Senators for the current political year. The Governor and Council then withdrew. President. On motion, Messrs. Needham, Coolidgc and Pollard were appointed a committee to receive, assort and count the votes for President of the Senate. And the votes having been collected, assorted and counted, it appeared that the Hon. Robert C. Pitman, of the Second Bristol District, was elected. And Mr. Pitman, having been conducted to the chair by Messrs. Brastow and Giles, signified his acceptance of the office, and entered upon the discharge of its duties. On motion of Mr. Tweed,— Ordered, That a committee be appointed to receive, c;"k- assort and count the votes for Clerk of the Senate. And Messrs. Tweed, Lockey and Monroe were appointed said committee. And the votes having been collccted, assorted and counted, it appeared that Stephen N. Gifford, of Duxbury, was elected; and he, being present, was qualified by taking the following oath: " You, Stephen N. Giiford, Clerk of the Senate, do sol- emnly swear that you will faithfully and impartially enter all the votes and proceedings of the Senate, and that in all things relating to your office yoti will act faithfully and impartially, according to your best skill and judgment. So help you God. " And you further swear to support the constitution of the United States. So help you God." On motion, Messrs. Todd, Giles and Hobart were appointed a committee to inform the Governor and Council of the organization of the Senate. On motion, Messrs. Morton, Ladd and Marsh were ap- pointed a committee to inform the House of Representatives of the organization of the Senate. On motion of Mr. Ilolden,— Ordered, That the Senate proceed forthwith to the elec- sergeant-at- • Anns. tion of Sergeant-at-Arms. And Messrs. Ilolden, Crane and Weston were appointed a committee to receive, assort and count the votes therefor. And the votes being collected, assorted and counted, it appeared that the Hon. John Morissey, of Plymouth, was elected. And Mr. Needliam was charged with a message to the House of Representatives informing that branch of the elec- tion of Mr. Morissey. On motion of Mr. Weston,— Ordered, That the rules and orders of the Senate of last Ku^and year be observed until otherwise ordered. A message was received from the House announcing the House of organization of that branch by the choice of Hon. Harv Cy tives. Jewell, of Boston, as Speaker, and William S. Robinson, Esq., of Maiden, as Clerk. On motion of Mr. White,— Joint rules, Ordered, That the joint rules and orders. of the two &c' branches be observed until otherwise ordered. Sent down for concurrence. Came up concurred. On motion of Mr. Dowse,— Chaplain. Ordered, That Friday, January 8, at 11.} o'clock, A. M., be assigned for the choice of Chaplain of the Senate. anJ7°e0ut Secretary of the Commonwealth came in and laid Governor,' upon the table the returns of votes for Governor, Lieutenant- Governor, Secretary of the Commonwealth, Treasurer and Receiver-General, Auditor and Attorney-General, and said returns were referred to a joint special committee consisting of Messrs. Kittredge, Smith, Pollard, King and Hathaway of the Senate, with such as the House may join. Sent down for concurrence. Came up concurred. And Messrs. Plunkett of Pittsfield, Ames of Canton. Haynes of Springfield, Stone of Dedham, Mclntire of Cam- bridge, Rand of Charlestown, Lane of Lowell, Friend of Gloucester, Leonard of Southbridge, and Rogers of Orleans are joined. councillors. The Secretary also laid upon the table the returns of votes for Councillors in the several Councillor Districts of the Commonwealth, and the same were referred to a joint special committee, to consist of Messrs. Marshall, Buttrick and Thomas of the Senate, with such as the House may join. Sent down for concurrence. Came up concurred. And Messrs. Nash of Boston, Russell of Lawrence, Stark- weather of ' Northampton, Marsh of Hingham, Gould oi Brewster, and Sargent of Lowell are joined. Senators. The Secretary also laid upon the table the returns of votes for Senators in the several Senatorial Districts of the Com- monwealth, and the same were referred to a special com- mittee, consisting of Messrs. Knowles, Atwood, Kingman, Plumcr and Ray. On motion of Mr. Brastow,— iiuies and Ordered, That a special committee be appointed to pre- pare rules and orders for the government of the Senate. And Messrs. Brastow, Griswold, White, Dean and Mar- shall were appointed said committee. On motion of Mr. Needham,— r u e s Ordered, That a joint special committee be appointed, to ^r d e'r s prepare joint rules and orders for tlie government of tlie two branches. And Messrs. Needham, Coolidge and Hobart were ap- pointed the committee on the part of the Senate. Sent down for concurrence. Came up concurred. And Messrs. Baker of Beverly, Kimball of Boston, Plun- kett of Pittsfield, Bird of Walpole, Francis of Lowell, Wil- liams of Worcester, and Hurd of Framingliam are joined. On motion of Mr. Palmer,— Ordered, That when the Senate adjourns, it be to meet Adjoum- to-morrow at 12 o'clock, M., and that thereafter the hour of meI1,' daily meeting shall be 11 o'clock, A. On motion of Mr. Hobart,— Ordered, That Thursday, January 7, at 12-|- o'clock, P. M., ^ant'at" be specially assigned for the election of Sergeant-at-Arms, on the part of the Senate. On motion of Mr. Crane,— Ordered, That a special committee be appointed, to Seats- arrange the seats of members of the Senate. And Messrs. Crane, Dewey and Taylor were appointed said committee.
