On registration on the e-procurement market place they will be provided with a user ID and password by the system using which they can submit their bids on line. c) While registering on the e-procurement market place, bidders need to scan and upload the required documents as per the tender requirements on to their profile. d) Such uploaded documents need to be attached to the tender while submitting the bids The e-procurement market place provides an online self-service registration facility to such of the contractors who are already registered with respective participating departments for supply of specified goods and services. As an incentive for early registration, basic registration by suppliers, that allows them to participate in the e-procurement process, shall be enabled on the e-procurement market place with out levy of any registration or subscription fee up to 31st March 2003 or such later date as may be decided by the steering committee. However the e-procurement market place may levy charges for such value added services as may be decided by the steering on the e- procurement as laid down in the G.O.Ms.No.2, Information Technology and Communication department dated 15-01-03. 2. Submission of Original Hard Copies of the uploaded scan copies of DD/BG towards EMD by participating bidders to the tender inviting authority before opening of th price bid be dispensed forthwith. 3. All the bidders shall invariably upload the scanned copies of DD/BG in e-procurement system and this will be the primary requirement to consider the bid as responsive. 4. The Department shall carry out the technical bid evaluation solely based on the uploaded certificates/ documents, DD/BG towards EMD in the e-procurement system and open the price bids of the responsive bidders. 5. The Department will notify the successful bidder for submission of original hard copies of all uploaded documents, DD/BG towards EMD prior to entering into agreement. 6. The successful bidder shall invariably furnish the original DD/BG towards EMD, Certificates/ documents of the uploaded scanned copies to the Tender inviting Authority before entering into agreement either personally or through courier or post and the receipt of the same with in the stipulated date shall be the responsibility of the successful bidder. The department will not take any responsibility for any delay in receipt / non-receipt of original DD/BG towards EMD, certificates/ documents , from the successful bidder before the stipulated time. On receipt of document, the department shall ensure the genuinity of the DD/BG towards EMD and all other certificates/ documents uploaded by the bidder in the e-Procurement system in support of the qualification criteria before concluding the agreement. 7. If any successful bidder fails to submit the original Hard copies of uploaded certificates/ Documents , DD/BG towards EMD with in the stipulated time or if any variation is noticed between the uploaded documents and the hard copies submitted by the bidder, the successful bidder will be suspended from participating in the tenders on e-Procurement platform for a period of 3 years. The e-Procurement system would deactivate the user ID of such defaulting successful bidder based on the trigger / recommendation by the Tender Inviting Authority in the system. Besides this, the Department shall invoke all Processes of law including criminal prosecution of such defaulting bidder as an act of extreme deterrence to avoid delays in the tender process for execution of the development schemes taken up by the Government. The information to this extent may be displayed in the e-procurement platform website. CONTRACTOR EXECUTIVE OFFICER 8. Eligibility criteria for opening the Bid: (a) Civil contractors as per rules (b) To furnish copy of PAN card (c) Copy of latest income tax returns for the assessment year 2012-13 submitted along with proof of receipt. (d) The bidder should produce the copy of Value Added Tax (VAT) registration with commercial tax department (e) Latest VAT Clearance Certificate for the year 2011-12 OR Latest Monthly Return for VAT (f) Availability of key personnel in statement VI. (g) Information regarding any litigation, with Government during the last five years, in which the Tenderer is involved in (Statement - VII) (h) The tenderers shall be required to furnish Checklist and declaration in online stating that the soft copies uploaded by them are genuine. Any incorrectness / deviations noticed will be viewed seriously and apart from cancelling the work duly forfeiting the EMD, Criminal action will be initiated including suspension of business . The tenders will be opened by Executive Officer Re construction of Sri Ammavari Temple and Renovation of Mantapam (i) , or his nominee at his office in the presence of tenderers / or their authorised representatives, on the date mentioned above. To pay EMD in the shape of Demand Draft only for Rs.46000/-/- issued by any Nationalized Bank in favour of Executive Officer Authority, Renovation of Sri Jambhu Keswara Swamy temple Rayadurgam town and Anantapur District , to be valid for 6 months from the date of NIT along with bid and the balance EMD @ 1.5% (i.e. @ 2.5% of T C V/E C V whichever is higher minus EMD furnished with tender) at the time of concluding the agreement by the successful Tenderer. The tenderer shall invariably furnish original DD towards EMD to the tender inviting authority at the time of concluding agreement either personally or through courier or by post and the receipt of the same within the stipulated time shall be the responsibility of the bidder. Department will not take any responsibility for any delay or non receipt. The participating bidders shall electronically pay the transaction fee of Rs.1550/- (i.e., 0.03% of E.C.V plus 12.36% service tax) in favour of M/s C1 India Pvt. Ltd. through payment gateway of ICICI Bank, HDFC bank and UTI bank for providing online payment service through e-procurement. The payment of transaction fee by the participating Bidders through the electronic payment Gateway to the service provider is made mandatory as per GO Ms No 13 information technology & communication department, e-procurement dated 05-07-2006 & GO Ms No 11 IT & C department dated 5-5-2007. If any Successful bidder fails to submit the original DD towards EMD within the stipulated time, the tenderer will be suspended/disqualified from participating in the tenders on “e- CONTRACTOR EXECUTIVE OFFICER procurement platform for a period of 3 Years from the date of bid submission. The suspension of tenderer shall be automatically enforced by the e-procurement system.” as per the GO Ms No 174 I&CAD (PW. Reforms) Department dated 1.9.2008 9. The price-bids of such renderers, who are determined to have complied with the eligibility criteria, will only be opened. 10. If the office happens to be closed on the dates specified above, the respective activity will be performed at the designated time on the next working day without any notification.
