IntroIntroductionduction Section 35(1)(a) of the Local Government: Municipal Systems Act 32 of 2000 describes the integrated development plan as a principal planning instrument that guides and informs all planning and development, and all decision making with regard to planning, management and development in a municipality. The integrated development plan binds the municipality in the exercise of its executive authority. The municipality is also required in terms of legislation to be review, on an annual basis, its adopted integrated development plan to respond to the changing needs of the communities and prevailing circumstances. For this purpose, section 34 of the Municipal Systems Act states: “A municipal council must review its integrated development plan annually in accordance with an assessment of its performance measurements and to the extent that changing circumstances so demand.” This draft document is a culmination of the review process, which focused on the performance of the municipality during the current financial year (2019/2020) and an analysis of the socio-economic conditions prevailing at community level. 1.1. The Purpose of the IDP document The purpose of this integrated development plan document can be summarised as follows: • To improve the quality of people’s lives through the formulation of integrated and sustainable projects and programmes. • To build a sense of community ownership and involvement in municipal development and processes through a deliberate participation process; • To facilitates improved municipal governance and municipal institutional transformation. • Integrated development planning is a conduit/channel for attracting investment. It will create a climate of investment confidence by elaborating clear and agreed upon medium term financial and capital investment plans. • To ensure more effective and efficient resource allocation and utilization. DITSOBOTLA DRAFT IDP 2020/2021 _ MAY 202 0 2 • To serve as a barometer for political accountability and a yardstick for municipal performance. 1.21.21.2.1.2 . Summary of the Process FolFollowed:lowed: • Approval of the IDP/MTREF Budget/PMS Process Plan – The municipality adopted the Process Plan guiding the review process on the 30 August 2019 (attached as Annexure A). • 4 March 2020 – A joint consultative meeting between Ditsobotla Local Municipality and Ngaka Modiri Molema District Municipality (district municipality) was held to align municipal programmes in compliance with items 2(5) and (6) of the Municipal Planning and Performance Regulations, 2001 which requires that both the district municipality and local municipalities within its areas must consult each other on proposed amendments to their respective integrated development plans and take into consideration all comments submitted one to another before taking a final decision on the proposed amendments. Flowing from this consultative meeting a list of currently running and planned projects initiated by the district municipality are included in the Ditsobotla Local Municipality’s IDP. • 4 March 2020 – A councillors workshop was held to assess the extent to which the 2019/2020 priorities, particularly service delivery infrastructure projects, were achieved. It is also dealt with the financial situation of the municipality. • 18 March 2020 – Intergovernmental alignment - Meeting with sector departments and councillors: in compliance with Municipal Planning and Performance Regulations, 2001 which requires the identification of among others any investment initiatives in the municipality; and known projects, plans and programmes to be implemented within the municipality by any organ of state. • 20 - 25 March 2020 – Due to the Covid-19 pandemic restrictions (regulations) the municipality consulted (ward) communities in the review of the integrated development plan through ward committees. These structured participatory meetings were crucial in complying with the provisions of section 16 (a)(i) of the Municipal Systems Act which requires the municipality to allow communities to participate in the preparation, implementation and review of its integrated development plan. These participation was also crucial in providing an assessment of the existing levels of development in the various wards as informed by the changing circumstances (variables). DITSOBOTLA DRAFT IDP 2020/2021 _ MAY 202 0 3 • Mid-year performance reviews and adjustments – The mid-year performance and budget reports 2019/2020 were also used as a baseline for the review of the integrated development plan. • It is anticipated, that the final revised 2020 IDP, Medium Term Revenue and Expenditure Framework Budget and Service Delivery and Budget Implementation Plan will be tabled before council by the 30 May 2020. 1.3.
