Agenda Item 11: Chapter W-0 - “General Provisions” 2 CCR 406-0 and those related provisions of Chapter W-3 (“Furbearers and Small Game, except Migratory Birds” 2 CCR 406-3), Chapter W-5 (“Small Game – Migratory Birds” 2 CCR 406-5) and Chapter W-2 (“Big Game” 2 CCR 406-2) necessary to accommodate changes to, or ensure consistency with, Chapter W-0 (Step 2 of 2) Creation of a senior combination fishing and small game hunting license Previously, residents younger than age 65 could purchase a small game and fishing combination license at a discounted price, but after age 65 they had to purchase two separate licenses. In response to a citizen petition, a senior (age 65 and older) small game and fishing combination license has been created. The Commission has the statutory authority to offer discounted combination licenses (C.R.S. 33-4-102 (1.6)(a)(I)). Modifying the definition of license to include electronic licenses The Parks and Wildlife Commission has instructed staff to examine utilizing electronic licenses (e- licenses) through an app or other mechanism. To allow for this, the definition of “license” has been updated to include electronic licenses. This change sets the stage for further regulatory changes, as new electronic license types are developed. Adding the letter “X” to the list of hunt code manners of take to denote season choice licenses Previously, CPW listed Season Choice licenses, which allow hunters to hunt any or all of the major archery, muzzleloader and regular rifle seasons until the license is filled, using hunt codes ending with the letter “R” for the manner of take, but this has been confusing for some hunters. To better differentiate these Season Choice licenses from regular rifle hunts, the letter “X” has been added to the list of manners of take in regulation #001(A)(5) and the corresponding hunt codes have been updated. Allowing the use of a TAN (Temporary Authorization Number) as valid documentation of Colorado Waterfowl and Federal Duck Stamp purchase for up to 14 days from the date of purchase In 2008, the Commission approved using an electronic stamp and a unique code as proof of purchase of the Federal Duck Stamp for up to 45 days before receiving the physical copy in the mail. In 2017, the Commission approved allowing a TAN be issued for all telephone or internet sales, except for state or federal waterfowl stamps or licenses that require a carcass tag, which allows the license holder to use the license prior to receiving it in the mail. These two regulations were confusing and inconvenient for waterfowl hunters, who previously either had to purchase the Waterfowl stamp early and wait for a physical copy to be delivered or went to a CPW license agent to buy it. Updating the counties listed for the boundary description of GMUs 20 and 521 Regulations in W-0 024.B list which counties are associated with each GMU. A recent review revealed the need to add Weld County to Unit 20 and the need to delete Saguache County and add Delta County to Unit 521. Modifying the GMU boundaries for S-11, S-13, S-17 and S-26 to follow roads and trails instead of river drainages Previously GMU boundaries in this area differed slightly between bighorn sheep (rivers/streams) and mountain goats (trails/roads). To make the boundaries consistent, the bighorn sheep boundaries in S- 11, S-13, S-17 and S-26 have been modified to follow the mountain goat boundaries (trails/roads). Combining mountain goat units G-3 and G-13 into a single GMU that matches the current boundary for sheep unit S-11 and updating the related hunt codes Over the last 10 years, the number of goats in G-3 has been declining and the number of goats in G-13 has been stable or increasing.
