All Grants Awarded Through Fiscal Year 2020 INTRODUCTION AND KEY This report is a list of all grants awarded by the Colorado Historical Society’s State Historical Fund (SHF) since its inception in 1992 (state Fiscal Year 1993) through the end of Fiscal Year 2020. The amounts listed are the original award amounts. If for some reason the entire grant amount was not used (i.e. a project was terminated or was completed under budget) the full amount awarded will appear. In other instances grant awards were increased either to enable project completion or to cover the costs of easements. In these instances, the additional award amount is shown in a separate entry as an increase. In those cases where no work was accomplished and the funds were either declined by the grant recipient or were required to be returned to the SHF through rescissions, no entry will appear. For this reason, projects listed in one version of this report may not appear in later versions, and the financial information shown in this report may not be comparable to other revenue reports issued by the SHF. Grants listed in this report are identified by project ID number. The first two characters in the project ID number represent the fiscal year from which the grant was scheduled to be paid. The state is on a July 1 – June 30 fiscal year. So, for example, all grants made between July 1, 2006 and June 30, 2007 will be coded “07”. The next two characters identify the type of grant. In the case of grants that are awarded based on specific application due dates, the grant round in which the project was funded will be paired with either a letter or number. For example, the current grant calendar includes two competitive grant rounds. Grant applications are due April 1 and October 1 each year. Grants awarded from both grant rounds are disbursed from a single fiscal year’s revenues. Grants awarded from the April round will be coded with a “1” (e.g. M1, 01, C1), and grants awarded from the October round will be coded with a “2” (e.g. M2, 02, C2). In the first years of the program, as many as four grant rounds were held during a single fiscal year. There was only one grant round in FY97 and FY01. Only the mini grant round was held in FY20 due to less funding as the result of COVID-19. Grant categories without specific due dates, such as Emergency or Historic Structure Assessment grants, use a two-letter code because they are not associated with any particular grant round. The letter coding system follows: 0 – The number “0” identifies all general, competitive grants awarded since the inception of the program. The majority of all SHF grants are identified in this manner. M – “Mini Grants” awarded through the competitive process. The maximum request amount for these grants has changed over time, beginning at $5,000 in FY93, increasing to $10,000 in FY99, and reaching the present maximum request amount of $25,000 in FY03. AS – Noncompetitive Archaeological Assessment grants, first awarded in FY03. BG – Byways grants, awarded to the Department of Transportation as match to federal transportation funds and sub granted by CDOT to local byways projects in FY95 and FY96. C – Internal, noncompetitive, nonemergency grants to the Colorado Historical Society first awarded during FY98. Prior to that year, grants to CHS were awarded through the competitive process. Emergency grants to CHS will appear in the OE code group with all other emergency grant projects. DL – Grants awarded to local governments for public projects in partnership with the Department of Local Affairs, first awarded in FY00. G – Grants that dealt with specific initiatives identified by the CHS Board of Directors. These grants were awarded in FY00 and FY01 only. HA – Noncompetitive Historic Structure Assessment grants, first awarded in FY00. 0E – Noncompetitive Emergency grants. P – Phased, competitive grants, provided multi-year support for larger projects. These grants were awarded between FY97 and FY01 only. SP – Noncompetitive Survey Planning grants, first awarded in FY20. T – Noncompetitive targeted grants intended to accomplish statewide goals, first awarded in FY97. The last three-digit number in the ID number represents the grant award number. This number is assigned shortly after the grant applications are received in the SHF office. Since not all grant applications are funded, the numbers that appear in this report will not be sequential. By way of example, grant ID number 08-01-017 is a General grant, awarded during the first grant round of Fiscal Year 2008, with an internal processing number of 017. Grant ID number 08-T1-001 is a noncompetitive grant awarded to accomplish statewide goals during the first grant round of Fiscal Year 2008, with an internal processing number of 001. This report is sorted by County/Location (typically City); followed by Applicant’s Name, ID number, and Property. The County/Location designations are based on the location of the project itself, not where the grant recipient is located. If a project is known to be located outside of the corporate limits of a city, its location is designated “Rural”. If a project affects the entire county, its county and location are designated “Countywide”. If a project affects more than one county, but is smaller than the entire state, its county and location are designated “Regional”. And, finally, if a project affects the entire state (i.e. large-scale education projects), its county and location are designated “Statewide”. The name used in the Property column is the property’s historic name. If a project is known to involve multiple properties (i.e. a survey project), the entry is “Various”. Finally, this report is current as of the date of its preparation. Several grant types are accepted and processed throughout the year, while other grant awards may be declined or rescinded at any time. Funded projects may be completed under budget, and the remaining funds returned to be awarded to other projects. The information in this report is therefore intended as informational only, providing examples of appropriate projects and basic location information. For example, Broomfield County is Colorado’s newest county (2001). The total dollar listed above for Broomfield County does not include grants made prior to 2001 to portions of Adams, Boulder, Jefferson, and Weld counties, which now constitute Broomfield County. Additionally, the costs for easements and covenants prior to FY2004 are not included in these calculations, and amounts may change if grant awards are declined or rescinded in the future.
