16-069 DEPARTMENT of PUBLIC SAFETY DIVISION of FIRE COLUMBUS, OHIO September 30, 2016 SUBJECT: Fire Prevention TITLE: School Fire Drills PURPOSE: Implementation ORIGINATING BUREAU: Fire Prevention Bureau EFFECTIVE DATE: October 03, 2016 DISCARD DATE: December 31, 2016 The fire drill is an opportunity for all occupants to practice a brisk, quiet and orderly evacuation from the building. The Division of Fire on-site observations are critical in ensuring that in an emergency, occupants leave the building in the shortest time possible without confusion. All companies will begin conducting school fire drills on October 3, 2016. Companies should continue until a fire drill has been conducted at each assigned school. Please check ahead of time to make sure that the school is not testing. The 2016 school fire drill assignment list and a list of schools are attached. Please do not schedule fire drills during state testing dates. Testing dates are as follows: Columbus City Columbus Catholic South-Western City Terra Nova Nov. 14-18 Nov. 14-18 Nov. 14-18 OAT (3rd grade) Oct. 11-12 Oct. 11-17 OGT (High School) Oct. 24–31 Oct. 17–21 Oct. 24-31 **Please make a note on the fire drill form and a FP-350 if the school you are attempting to conduct the drill on is closed (We need to be notified of any closures.) Refer to the Systems Manual, Section 518.00 before conducting fire drills. Obtain Form FP-342e from the Division Internet. As a consideration to the students: Avoid scheduling around lunch periods. Avoid schedule around proficiency and standardized testing. Verify lunch periods and testing schedules with the school before activating the alarm. In addition to the procedures outlined in the Systems Manual, Section 518.00, company officers shall: 1. Use 49 CFD Event1 and MDC to mark out of service and notify the FAO of the school name and address. 2. Receive a head count from the principal and compare that to the attendance records. 3. By radio, 49 CFD Event 1, verify the time that the FAO was notified of the fire alarm. 4. After the alarm has sounded between two and three minutes, have school personnel reset the alarm and allow occupants to return to the building. The fire alarm must be sounded, no substitutes such as whistles or horns may be used. 5. Please add the school phone number 6. Find out if the alarm is monitored or local 7. FAO should advise if called by the monitoring company. 8. Obtain crew member observations before reviewing the fire drill with the school staff members. Before leaving the premises, review and update all the school fire drill records and fill out the FP-342. 9. Mark back in service on 49 CFD Event 1, and then return to 10 Fire (also mark AOR using the MDC). 10. Forward the FP-342 to the Fire Prevention Bureau (Prevention 6). If the alarm system is not working properly, the company officer shall: Immediately notify the FAO and ES-2 and remain on the premises until a Fire Watch is in place and operating properly. A Fire Watch must meet the following requirements: A fire watch “faculty member” must be in each hallway serving any classroom or area occupied by students; i.e.; four hallways require four faculty members. Each faculty member must be able to send or receive communications; i.e., intercom or portable radio. Each faculty member has the following responsibilities: 1. Detect a fire in their vicinity, ensure the evacuation of their area and initiate the general “alarm” by intercom or radio. 2. Receive an “alarm” by intercom or radio, from others, and initiate the evacuation of their area. If the school lacks the resources to establish a Fire Watch, the building shall be evacuated. Request Prevention 18, through the FAO to assist in the evacuation and documentation. Additionally, upon finding a fire alarm system that does not operate, the company officer shall: 1. Advise the Principal that the alarm system needs to be repaired as soon as is possible. 2. Advise the Principal that the Fire Watch must be provided at any time and in any areas that the building is occupied: during games and other extra- curricular activities. 3. Complete a FP-350, including the following fields: street number, street name, type, date, time, activity code “6” (company special inspection), and inspecting officer. Use code “901.6” and description “All fire protective signaling systems shall be maintained, periodically inspected and tested.” The action code is “03” (order for correction). Use the next calendar day as the re-inspection date (FPB inspectors will perform the re- inspection). Record the business name and phone number. 4. Forward the FP-350 to the Fire Prevention Bureau, to the attention of the Annual Inspections Section Supervisor (Prevention 6). Upon return to quarters, inform the Annual Inspections Supervisor of the school name and address, by phone at extension 7-5606. 5.
