Schools Division Superintendents Division Journalism Coordinators 1. Pursuant to the thrusts and objectives of RA 7079 otherwise known as Campus Journalism Act, the Department of Education - SOCCSKSARGEN shall conduct the 2019 Regional Schools Press Conference (RSPC) on December 8-10, 2019 in General Santos City to be hosted by the General Santos City Division. 2. The conference, with the theme “Empowering communities through Campus Journalism” aims to: a. demonstrate understanding of the importance of journalism by expressing it through different journalistic endeavors and approaches; b. sustain advocacy on social consciousness; c. provide a venue for an enriching learning experience for students interested in Journalism as a career or those who intend to use skill sets learned through campus journalism to give them a better edge in their chosen careers; d. promote responsible journalism experiences and fair and ethical use of social media; e. enhance journalistic competencies and implementation of the Special Program in Journalism through healthy and friendly competition while building self-confidence in learning responsible Journalism; f. Select qualifiers who shall represent the region to the NSPC 2020; and g. Raise the region’s performance in the NSPC while providing reflective learning experiences to both campus journalists and school paper advisers. 3. Participants to the 2019 RSPC are the following: a. Top five (5) division winners of the different individual writing contests such as News Writing, Editorial Writing, Feature Writing, Sports Writing, Copy Reading and Headline Writing, Editorial Cartooning, Photojournalism and Science & Technology Writing in English and Filipino of both elementary /gom Kasali lahat. Kasama lahat. Para sa lahat Page 1 of 21 and secondary levels (Junior and Senior High Schools) and column writing (exhibition contest only; hence participant may come from any events) b. the first place division winners in Radio Script Writing and Broadcasting contest, and Collaborative Desktop Publishing (for elementary and secondary), Online Publishing Contest, TV Script Writing and Broadcasting Contest (for secondary only) c. SPJ school (Independent Entries) for TV Script Writing and Broadcasting (secondary) and Radiobroadcasting (elementary) in division offering the program; d. School Paper Advisers e. Outstanding School Paper Advisers and Campus Journalists f. Division journalism coordinators and judges 4. Aside from the individual writing contests for the campus journalists, other events to be contested during the RSPC are the Search for Outstanding School Paper Advisers and Campus Journalists, group contest, school paper contest. 5. A registration fee of Six Hundred pesos (PhP 650.00) shall be charged each participant (campus journalist, school paper adviser, and coordinator) to defray expenses on certificates, medals, trophies and honoraria while the food of the delegates, (managed by the division) transportation and other related expenses of the participants are chargeable against local/school/campus journalism and other available funds subject to the usual accounting and auditing rules and regulations. Deadline of Registration (submission of names of RSPC qualifiers and payment at the Cashier’s Office, DepEd SOCCSKSARGEN Regional Office, Carpenter Hill, City of Koronadal) shall be November 29, 2019. 6. All delegations are expected to be at the venue on day 0 (December 7) for billeting purposes. 7. Para sa lahat Page 2 of 21 Incl.: As stated Reference: NSPC Memorandum; RA 7079 To be indicated in the Perpetual Index under the following subjects: CAMPUS JOURNALISM CURRICULAR ACTIVITIES Enclosure No. 1 to Region Memo CLMD No. 124, s. 2019 GENERAL GUIDELINES FOR THE CONDUCT OF 2019 REGIONAL SCHOOLS PRESS CONFERENCE (RSPC) The 2019 Regional Schools Press Conference (RSPC) shall be conducted on December 8-10, 2019 in General Santos City, the host Division with the theme, “Empowering Communities through Campus Journalism”. 1. The 2019 RSPC shall include the following contests in English and Filipino: a. Individual Events – News Writing, Editorial Writing, Feature Writing, Sports Writing, Editorial Cartooning, Photojournalism, Copy Reading & Headline Writing, Science and Technology Writing, and Column Writing (Exhibition Event). b. Group Contest – Radio Scriptwriting and Broadcasting, Collaborative Desktop Publishing, Online Publishing (Secondary only), TV Script Writing and Broadcasting (Secondary only) c. School Paper Contest d. Search for Outstanding Campus Journalist and School Paper Adviser 2. The SDS/ASDS or the Division Journalism Coordinators shall head the division delegation to the RSPC and shall be responsible for their participants in the whole duration of the conference. 3. All Division Journalism Coordinators shall be facilitators in the conduct of the individual writing contests and shall attend series of meetings and conferences prior to the actual conduct of RSPC. 4. Each delegation must wear its delegation uniform, bring its delegation banner, and prepare for a 2-minute “cheers and yells” for the parade and opening program on December 8, 2019 (Day 1). 5. Only the top five (5) winners in the individual event during the Division Schools Press Conference (DSPC) shall be qualified for the RSPC. Submission of School Papers (winners in the DSPC) for judging at the Regional Office, certified list of winners (hard and soft copies) signed by the SDS indicating the name of their school, the school publication (English or Filipino) and the name of their school /gom Kasali lahat. Recognizing and respecting Intellectual Property Rights, the Department adheres to the rule concerning plagiarism. DepEd reiterates its stand to disqualify school papers found to have copied and published texts, graphics and other materials without duly acknowledging their sources. The disqualification covers all sections of the school paper whether they are published in print or electronic copy. The Division Supervisors in-charge of campus journalism shall be responsible in this aspect. School Paper should be a quality product of teamwork in the organization, in-depth editing, reproduction, and publication to ensure quality school paper entries in the NSPC. 7. The Divisions shall strictly follow the “No School Paper, NoStudent Contestant” policy. No contestant shall be allowed to compete in the RSPC unless he/she can present his/her school’s I.D. together with the RSPC Official I.D. The proctor/s shall be responsible in checking this prior to the actual contest. Only then shall the contestant/s be allowed to join in the contest. 8. During the contest, advisers are NOT allowed to stay near the contest rooms (except for the members of the RTWG). A waiting/holding area within the vicinity of the contest area shall be provided for the advisers and non-contestants. Likewise, advisers are reminded NOT to stay with their contestants during the sports coverage or the actual photo shooting. Markers/labels shall be posted in the contest areas. Concerned participants shall be aware of this to maintain orderly conduct of the events. 9. CONTEST RULES FOR INDIVIDUAL EVENTS: Generally, each writing event shall be conducted for one hour except for Photojournalism and Sports Writing. 9.A. Sports Writing: 9.A.1. The TWG shall orient and give final instructions to the contestants before the contest proper. 9.A.2. A pre-game conference shall be conducted for the introduction of the players, coaches, and tournament officials. Consequently, a post conference shall be held for further interview and data gathering. 9.A.3. Contestants shall be made to watch an actual game where they shall gather appropriate data and/or conduct interview with officials and athletes before and after the game. 9.A.4. The actual sports writing contest shall be done right after the coverage of the game. 9.A.5. Judges are required to watch the actual game. 9.A.6. Possible Sports Event to be covered shall be announced on Day 0 (November 21) of the RSPC during the solidarity meeting of coordinators and coaches. /gom Kasali lahat. Kasama lahat. The contestants shall use the standard copy reading symbols (AP Stylebook) and follow directions given in the contest piece. 9.B.2.
