Venues All venues, with the exception of women ice hockey round robin arena (Pervomaisky), were outstanding, most of them brand new and equipped on highest standard not only on field of play but also in the buildings that hosted athletes, officials, technicians and press. Test Events The concept for being ready at day 1 was very clear: Testing staff and venues in order to discover all the weaknesses that could influence in a negative way the good running and performances of athletes during WU. The holding of well-prepared test events and careful evaluation was one of the keys to the successful delivery of the games. Coordination of Sport with other FAs Some issues at the beginning of the games in transport but fast acting of OC made the problems disappear in time. Sports Programme The final competition programme in snow sports was 100% delivered, meanwhile some adaptations in ice sports had to be done, due to the late retirement of the CHN team of men in Bandy and participation numbers in FSK. Critical issues like preparing on time the Crystal Ice Arena for FSK after the Opening Ceremony or the transformation of Arena Sever from STK to IHO were handled in a perfect way and always under control! Level of Staff The staff on the sport venues was well trained at all levels and the competition and venue managers showed great leadership but also ability in teamwork with FISU TCCs, ISF TDs and ITOs. I believe that it was a positive experience for all technical staff being involved on each sport venue. Participation of Athletes As usually the range of level of participating athletes was wide, depending also from qualification criteria of participating countries. Some formats suffered from very low participation numbers. Formats and Regulations FISU CTI will have to propose for the 30st WU some adaptations in FRS, SBD, FSK, by cancellations or regulations upgrades. The Sports Management Committee (CGS) will propose those changes to the FISU EC for approval in the July meeting in Napoli. 9 KRASNOYARSK 2019 FISU CTI-UH FINAL REPORT W 1.2 CONCLUSION AND RECOMMENDATIONS Recommendations for future WU organisers For holding successful games (from sports point of view), Lucerne 2021 and Lake Placid 2023 should establish as soon as possible, after having analysed carefully their (lack of) technical knowhow and ability of venue preparation, which components of the concerned sports shall be tested in order to discover weaknesses and critical issues. Collaborating already in an early stage with experts of ISFs guarantees to fulfil the requested standards of ISFs but also the minimum requirements fixed by FISU. Recommendations to FISU For FISU the 29th WU was without any doubt “the best ever”. FISU has to be aware that also with any doubt future organisers will probably not be able to equal or top globally the performance of Krasnoyarsk! Krasnoyarsk was exceptional and has to be seen as such! It would be a huge error to set the 29th WU as “the new standard” of WU. The values of University sports must be our guidelines and not the challenge of approaching “Olympic” dimensions and pretentions… Thanks My thanks goes first to our FISU TC Chairs! Their professional attitude and working through all the preparation phase and during WU deserve highest recognition and respect. During preparation always reachable and responding fast, during WU almost the first ones on the venue and in the evening often the last ones to quit the field of play! Huge thanks to all the ISF TDs who were hard working to make their event being conform to ISF rules but also making FISU events being respected as high quality event by the athletes but also by the ISFs themselves. Thanks to the ISFs who express their support and recognition of our WU. Roger ROTH (SUI) FISU Winter Universiade International Technical Committee Chair 11 REPORT OF THE FISU TECHNICAL 2 COMMITTEE CHAIRS KRASNOYARSK 2019 FISU CTI-UH FINAL REPORT W 2.1 ALPINE SKIING FISU TCC: Matjaz KRANJC (SLO) FIS TD Men: Viktor GICHEV (BUL) FIS TD Women: Hiroshi SAWANO (JPN) Sport Manager: Mark PNEV (RUS) Venue Manager: Elena GAVRILOVA (RUS) 2.1.1 GENERAL OVERVIEW Excellent WU for Alpine Skiing. All competitions (SG, AC, GS, PNTE, SL) were carried out at very high level. Sport spirit of the Winter Universiade and the highest level of events was present since the arrival of the teams till final ceremony. Record number of participating nations till now: 37 countries in Giant Slalom M. Through the whole period of WU, the venue Funpark Bobrovy Log, where Alpine Skiing events were held, gave great hospitality the teams. The competition management ensured that all races were carried out in accordance with the FIS and FISU regulations, following the strategy and programme prepared and presented in the ALP Technical Handbook. The initial difficulties faced regarding the team’s transportation to the venue and some minor fillings will be quickly forgotten and there will be remarkable memories for everyone presented. 2.1.2 MANAGEMENT / WORKFORCE / VOLUNTEERS The whole competition management cooperated excellently already before that WU had started and made an extremely good job during the WU. Starting with Mrs Elena GAVRILOVA and Mark PNEV and their team: Chief of Races Sergey PETROV and Alexy ORLOV, race secretary, start referee finish referee; then both very experienced FIS Technical Delegates, FISU staff responsible for Alpine Skiing and FISU WU Dept., equipment controller, timing team; coaches, trainers and of course athletes and volunteers.
