Attachment 1: Summary Table of DNRP’s Proposals for 2019 Parks Levy Funding Reviewers, please note: Projects are ordered by WRIA, listed alphabetically within each WRIA in the order listed below. Most projects seek both Parks Levy & CFT funds. If applicant has submitted a CFT application, please refer that application for project evaluation. Four projects seek only Parks Levy funds (no CFT funds): Emerald Necklace Trail Corridor; Cemetery Pond Open Space Additions, Urban Green Space Acquisition – West Hill, North Highline, Federal Way; and Black Diamond Open Space Additions. For each of these projects, you have a copy of the proposal & associated maps filed geographically in your binder. Submitted 3/7/2018 Attachment 2: DNRP’s Proposals for 2019 Parks Levy Funding WRIA 7: Emerald Necklace Trail Corridor (Connie Blumen, Parks) PL Request $50,000 CFT Request $0 (CFT match status) (N/A) Subtotal: CFT + PL Request $50,000 Total Project Cost TBD Funding Already Secured None for this portion of the trail corridor Additional Funding Sought None for this phase Will current funding request No, only feasibility funding being requested complete priority acquisitions? Project Description: Specific geographic location (e.g., RM 14 of Tolt River; 1 mile south of Black Diamond): Approximately ½ mile east/northeast of the City of Sammamish, in the Evans and Patterson Creek Basins (rural King County) Project summary (e.g. goals and significance of project; cost-effectiveness; partnerships): The funding will support initial feasibility and appraisals of some key parcels (for acquisitions in partial fee or easement). This project is comprised of multiple “missing link” parcels located in the proposed Emerald Necklace Corridor, a planned passive use trail that circumnavigates the City of Sammamish and is already 80% completed through existing public lands. This project is supported by the City of Sammamish and several key stakeholder groups (Sammamish Friends Sammamish Walks, Issaquah Alps Trail Club, Mountains to Sound Greenway and Trust for Public Lands). Habitat benefit: Further protection of Patterson Creek Basin, which is regionally significant because it is relatively undeveloped and supports high quality wildlife and fish (Coho and Chinook) habitat. Recreation benefit/Intended future public use: Passive recreation (hiking and biking and in some areas where feasible, equestrian) of the proposed new sections of an existing trail corridor that is currently about 29 miles in length. Also facilitates access to a number of small and large public open space sites, totaling over 2000 acres. Is the project included in an existing plan? (E.g. WRIA plans; Flood Plan): KC Parks Open Space Plan, KC Land Conservation Initiative. Parcels are within a TDR “sending site” area that could allow development credits to be transferred to the City of Sammamish via a King County- Sammamish Interlocal TDR Agreement. Additional Information: Acquisition type (fee/easement/development rights): Feasibility funds for acquisition “due diligence” work to help determine acquisition priorities (fee and/or trail easements acquisitions) Inventory into which acquisition will be placed: Parks Total acreage of proposed project: TBD, multiple parcel trail corridor Parcel information (add additional rows if needed for multiple parcels): Submitted 3/7/2018 2 Attachment 2: DNRP’s Proposals for 2019 Parks Levy Funding Initial assessment indicates that the following would be priorities (NOTE: We would most likely only be acquiring a corridor of trail easements on these parcels at this time): Acquire in Est. Vacant parcels are threatened by development that could make these crucial trail connections impossible to achieve. Not aware that any of the project parcels are on the market at this time. Since this request for initial feasibility funds, we have not yet reached out to landowners regarding their interest in selling. Scalability (e.g., Are there opportunities to phase the project over multiple years? What are the consequences of receiving partial funding?): Since this request is for feasibility funds only, it is already being scaled. The Emerald Necklace project already had some portions acquired in prior phases and could continue to be achieved over a several year process. What is your 50% match for the CFT grant?: N/A If there are structures on the property, what are your plans for them? How would you fund demolition? No lands with structures would be acquired in fee; acquisitions would either be via easements or would be partial acquisitions (BLAs). Is the site listed on the Candidate Conservation Viewer (http://dnrp- apps/CandidateConservation/)?: Yes Submitted 3/7/2018 3 Attachment 2: DNRP’s Proposals for 2019 Parks Levy Funding WRIA 7: Mitchell Hill Forest Additions (David Kimmett, Parks) PL Request $950,000 CFT Request $950,000 (CFT match status) (match is requested PL funds) Subtotal: CFT + PL Request $1,900,000 Total Project Cost $1,900,000 for identified targets Funding Already Secured None Additional Funding Sought None Will current funding request No, this project is being phased over multiple years complete priority acquisitions? Project Description: Fee simple acquisition of forested parcels connecting Mitchell Hill Forest with adjacent WADNR lands. Targeting 6 parcels, containing approximately 66 acres. Located two miles NE of Issaquah and 3.5 miles NW of Preston. This request is part of ongoing work acquiring lands at Mitchell Hill Forest to preserve continuous forest, remove potential for inholder homes built on vacant forested lots, and to link public lands and eventually create a loop trail system as suggested on vicinity map. Also included in the broader scope is Cleveland Memorial Forest, owned by Seattle Public Schools containing forests and Canyon Creek. We are evaluating information from the larger community about whether there is a need to work with SPS on further conservation of the parcel. Habitat Benefit: Provides additional conservation of forest land and connectivity between thousands of acres of public park and forest land, allowing for protection of terrestrial and aquatic habitat. Recreation Benefit: Increased backcountry trail connectivity between King County Parks (Duthie Hill - Grand Ridge Parks and Mitchell Hill -Preston Ridge Forests) and Washington State Department of Natural Resources’ (WADNR’s) ownership.
