Main objective of this RAP is to mitigate the negative impacts due to this Sub-Project. This RAP covers project information and its impacts, R&R Policy frame work, Stakeholder’s meeting details, R&R entitlements, implementation arrangements, budget, Grievance Redressal Mechanism and synchronization of R&R and civil works. Comprehensive Water Supply Service Improvements to Guntur Municipal Corporation is formulated with River Krishna as source with intake arrangements at Undavalli. The sub- project is aimed at augmenting the water supply by construction of Water Treatment Plants and strengthening the distribution by construction of ELSRs and remodeling of distribution system. This sub-project is taken up in 3 packages. An ARAP has already been prepared for Package-II.. Hence, scope of this RAP is limited to Packages-I&III. The components of this sub-project have been so finalized that negative impacts are avoided as far as possible. The negative impacts are limited to displacement of 30 residential squatters on GMC land at Nulakpet and temporary displacement/ disturbance to 3 vendors on RoW during laying of pipelines. Following are the key provisions of the R&R policy frame work applied for this sub-project. All displaced residential squatters (30) will be allotted a house in the resettlement zone at Tadepalli along with subsistence allowance and shifting allowance. Owners of the affected houses (21) will be paid compensation for lost structure. Vulnerable families will be given annuity policy / fixed deposit to yield monthly income of Rs.500. Shifting allowance of Rs.2200 and transitional allowance of Rs.3300 will be provided for affected roadside vendors on RoW. Implementation of RAP will be done by the Commissioner, GMC. The RAP along with the budget for the same will be approved by GMC. The R&R implementation schedule has been synchronized with construction schedule. It will be ensured that compensation for the residential squatters and roadside vendors on RoW is paid before the commencement of respective civil works. The concurrent monitoring will be done by a third party monitoring agency. The tentative budget for this RAP works out to Rs.2.50 crores. The budget provides for resettlement of residential squatters and compensation to roadside vendors on RoW. 3 INTRODUCTION 1.1 Andhra Pradesh Municipal Development Project (APMDP) is a US$ 350 MILLION project being implemented by Government of Andhra Pradesh (GoAP) with support from World Bank. The Project is aimed at improving urban services in select ULBs mainly in water supply and sewerage sectors. The project will also support improvements in the financial, technical, and management capacities of all ULBs of Andhra Pradesh through technical assistance to sustain the infrastructures being created. 1.2 This sub-project for Guntur Municipal Corporation is one of the Comprehensive water supply service improvements taken up under Andhra Pradesh municipal Development Project (APMDP). This Sub-project is divided in to the following 3 Packages. Package I: Source Augmentation. Salient components of this Package are: 1. Intake well cum pump house in River Krishna at Undavalli 2. MS Raw water Gravity pipeline from MBR to Water treatment plant at Takkellapadu Premises. 3. Rapid gravity Water Treatment Plant of capacity 42 MLD at Takkellapadu in existing WTP Premises. 4. Rapid gravity Water Treatment Plant of capacity 25.20 MLD at Sangam Jagarlamudi in existing WTP premises. 5. Clear Water Rising mains (from 200mm dia to 900 mm dia with DI K-9 & DI K-7 pipes) for a length of 30.67km within Guntur Municipal Area. 6. 18 Elevated Level Service Reservoirs (capacity varying from 500 KL to 2300 KL). Package II: Remodeling of Distribution System in the Town. This package comprises remodeling of Distribution System in the ULB which mainly involves laying of DI And HDPE pipe lines. 4 Package III: Water Meters. This Package comprises of Supply, Delivery, Fixing and Maintenance of Bulk and Domestic Water Meters. SCOPE OF THIS RAP: An ARAP has already been prepared for Package-II. Hence, scope of this RAP is limited to Package-I and Package-III. 1.3 OBJECTIVES OF THE RAP: The assessed adverse social impacts due to this Sub- Project involve displacement of residential squatters on GMC land at Nulakpet and temporary impact on some road side vendors on RoW along the alignment of some of the proposed pipe lines. Mitigation of these adverse social impacts needs assessment of the impacts, estimation of the compensation, preparation of methodology and schedule for payment of compensation and establishment of institutional mechanism for implementation of RAP and grievance redressal. This RAP is prepared to propose and implement these mitigation measures. The objectives of this RAP are summarised as follows: Assessment of impacts of the sub -project Identification of PAPs by type and extent of loss. Establish baseline data of the PAPs. Propose compensation as per the policy frame work. Estimation of compensation and R & R assistance for the PAPs. Outline Institutional Mechanism for implementation and Grievance Redressal. 1.4 STAKE HOLDERS’ CONSULTATION: In order to ensure participation of citizens in project preparation, to improve public awareness of development objectives of the projects and to promote project acceptability and transparency, Stakeholders meeting was conducted on 13-06-2011 where details of the project were explained and suggestions of participants were sought for wider acceptability of the proposal.
