Introduction The meeting of the Project Approval Board for considering the Annual Work Plan and Budget (AWP&B) 2019-20 for SAMAGRA SHIKSHA for the State of Uttarakhand was held on 8th May 2019. The list of participants who attended the meeting is attached at Annexure-I. 2. Initiatives of the State Ms. Rina Ray, Secretary (SE&L) invited Uttarakhand to give a presentation on School Education in the State. Dr. R. Meenakshi Sundaram, Secretary, School Education (Uttarakhand), gave a presentation which included the following major points: a) VidyalayaRupantaran: It is aimed at beautifying school buildings and premises, bridging infrastructural gap, developing conducive environment for learning, motivating community to take ownership of schools, having smart classes to make learning joyful and effective, to motivate and equip teachers with the latest technology and skills, support students by fulfilling their basic needs like note books, sweaters, bags and shoes of students. b) Smart Class Maths and English kit were provided to schools for joyful learning. 2467 schools have been provided advanced Maths kit. 2467 schools have been provided English kit. Overall 9783 teachers from 9783 primary schools have been oriented to use Maths and English kit. c) Achievement level tracking - Monthly Tests: Question papers based on competencies developed by SCERT is provided to all schools. For objective assessment, evaluation of these tests is done by the teachers of neighbouring schools. d) Book Donation Campaign: To strengthen library in Government schools books are being collected through public involvement. More than 1 lakh books have been collected. Books have been provided to 23 schools for library (nearly 500 each). Distribution of books is made after grading them according to subject and content. Page | 1 e) Super 100 Program: It is aimed at orienting rural girl students of class 12th for NEET and JEE (mains) exams. Residential Coaching (Crash course) was provided for 81 girls in four subjects- Physics, Chemistry, Mathematics & Biology. Pre test and post was also test conducted. f) Praveshotsava: A programme by Academic Research and Training (ART) directorate to mobilize new admissions and welcome children in government schools through community awareness. 1,21,121 admissions were mobilized and 1,18,0000 community members participated. g) Pratibha Divas/Bag free day is being organized in schools on last Saturday of every month. Joyful activities such as quiz, painting, games, crafts, learning by doing cultural programmes are organized. A soft copy of the State’s presentation is available at ‘samagra.mhrd.gov.in’. 3. Review of Commitments and Expected Outcomes & Action Taken during 2018-19 The progress made in implementing the commitments and expected outcomes given by the State in 2018-19 was reviewed and the status in respect of pending items is as under: Page | 2 Sl. A delay in transfer of land also leads to cost escalation. The designated work agency i.e the Irrigation department has stated its inability to complete the work at the approved cost. The matter was put up before the State Executive committee. The committee directed the agency to start the work and submit a revised estimate on the basis of current Schedule of Rates (SOR). The work agency has submitted a revised estimate of Rs. 1198.93 lakh for all 5 KGBVs whereas the GOI approval is Rs. 947.54 lakh. Thus, the State Government is obliged to incur an additional cost of Rs. 251.39 lakh. In view of it, the State Government has released Rs. 30.71 lakh for the completion of KGBV Chinyalisaur and for rest KGBVs estimates are being scrutinized at the State government level. Page | 4 4. Review of Performance during 2018-19 State has secured a score of 704 in Performance Grading Index (PGI) and was placed in Grade III (actually Category VI as no States are in the levels of 850 & above which form the first three levels). The Domain-wise Gaps are shown below: Category 1 Category 2 Total Domain 1 Domain 2 Domain 3 Domain 4 Domain 1 All Domains (180) (80) (150) (230) (360) (1000) 32 8 48 36 172 296 State was requested to examine its score in each domain and take measures to improve its overall PGI. a) Learning Outcomes & Quality (C-1, D-1): As per National Achievement Survey (NAS) score, there is need to lay more focus on Learning Outcomes of classes 3, 5and 8. State was requested to analyse NAS results and provide interventions to improve learning outcomes of the students. b) Access Outcomes (C-1, D-2): The State has achieved maximum grade in transition but 100% transition has not been achieved. State was requested to take steps to ensure 100% transition rate. c) Infrastructure & Facilities (C-1, D-3): State need to focus on provision of Computer Aided Learning (CAL) facilities in Upper Primary Schools, lab facilities in Secondary Schools and providing free text books to students within a month of the start of the academic session.
