This equality scheme sets out how Ards and North Down Policing and Community Safety Partnership proposes to fulfil the Section 75 statutory duties. The Partnership will commit the necessary available resources in terms of people, time and money to make sure that the Section 75 statutory duties are complied with and that the equality scheme is implemented effectively, and on time. The Partnership commits to having effective internal arrangements in place for ensuring its effective compliance with the Section 75 statutory duties and for monitoring and reviewing its progress. The Partnership will develop and deliver a programme of communication and training with the aim of ensuring that all its employees and members are made fully aware of its equality scheme and understand the commitments and obligations within it. The Partnership will raise awareness with its consultees on the Section 75 statutory duties and how the Partnership plans to fulfil these duties through its equality scheme. Ards and North Down PCSP, the Chairman of Ards and North Down PCSP and Chief Executive of Ards and North Down Borough Council are fully committed to the Partnership’s fulfilment of the Section 75 statutory duties across all of the Partnership’s functions (including service provision, employment and procurement) through the effective implementation of its equality scheme. 1 See section 1.1 of our Equality Scheme. 2 Ards and North Down PCSP realises the important role that the community and voluntary sector have to play in order to ensure our Section 75 statutory duties are effectively implemented. Our equality scheme demonstrates how determined we are to ensure there are opportunities for people affected by our work to positively influence how the PCSP carries out its functions in line with its Section 75 statutory duties. It also offers the means whereby persons directly affected by what they consider to be a failure, on our part to comply with our equality scheme, can make complaints. On behalf of Ards and North Down Policing and Community Safety Partnership we are pleased to support and endorse this equality scheme which has been drawn up in accordance with Section 75 and Schedule 9 of the Northern Ireland Act 1998 and Equality Commission guidelines. ___________________ ____________________ Chair Ards and North Down Chief Executive PCSP ________________ ______________ Date Date 3 Contents Page Foreword 2 - 3 Chapter 1 Introduction 6 - 10 Section 75 of the Northern Ireland Act 1998 How Ards and North Down Policing and Community Safety Partnership proposes to fulfil the Section 75 duties The Partnership – its role and functions Chapter 2 Arrangements for assessing the Partnership’s 11 - 15 compliance with the Section 75 Duties Responsibilities and reporting Action plan/action measures Chapter 3 Consultation 16 - 20 Chapter 4 The Partnership’s arrangements for assessing, 21 - 30 monitoring and publishing the impact of policies Arrangements for assessing the likely impact on the promotion of equality of opportunity of new or amended policies Screening Equality impact assessment Arrangements for publishing the results of any screening exercise or EQIA What information the Partnership will publish How the Partnership will publish the information 4 Where the Partnership will publish the information Arrangements for monitoring any adverse impact on equality of opportunity arising from policies screened Arrangements for publishing the results of any monitoring exercises Chapter 5 Staff training 31 - 33 Commitment to staff training Training objectives Awareness raising and training arrangements Monitoring and evaluation Chapter 6 Arrangements for ensuring and assessing 34 - 35 public access to information and services provided by the Partnership Access to information Access to services Assessing public access to information and services Chapter 7 Timetable for measures we propose in this 36 equality scheme Chapter 8 Complaints procedure 37 - 38 Chapter 9 Publication of the Partnership’s equality 39 - 40 scheme Chapter 10 Review of the Partnership’s equality scheme 41 Appendix 1 Organisational chart 42 Appendix 2 Example groups relevant to the Section 75 categories for Northern Ireland purposes 43 - 44 5 Appendix 3 List of consultees 45 - 49 Appendix 4 Timetable for measures proposed 50 - 52 Appendix 5 Glossary of terms 53 - 59 Appendix 6 Action plan/action measures 70 – 79 Appendix 7 Audit of Inequality 80 - 98 6 Chapter 1 Introduction Section 75 of the Northern Ireland Act 1998 1.1 Section 75 of the Northern Ireland Act 1998 (the Act) requires Ards and North Down Policing and Community Safety Partnership to comply with two statutory duties: Section 75 (1) In carrying out its functions relating to Northern Ireland we are required to have due regard of the need to promote equality of opportunity between persons of different religious beliefs, political opinion, racial group, age, marital status or sexual orientation, men and women generally, persons with a disability and persons without, and persons with dependants and persons without.
