CLOVERDALE BOULEVARD, CLOVERDALE, CA 95425 The Cloverdale City Council welcomes you to its meetings that are typically scheduled for the 2nd and 4th Wednesday of the month. Your interest and participation are encouraged and appreciated. Please silence all pagers, cellular telephones and other communications devices upon entering the meeting. ADDRESSING THE CITY COUNCIL: When asked to do so by the Mayor, those wishing to address the City Council are asked to step up to the podium. Speak directly into the microphone so everyone in the audience can hear your comments and so they’ll be recorded into the official record. State your name and City of Residence for the record. Per City Council Policy, three (3) minutes are typically allotted to each speaker. However, Council may at its discretion revise the amount of time allotted. Public comments will normally be received after staff presentations on an agenda item and before the City Council starts deliberations. A Talking Tips sheet is available for your use. We may disagree, but we will be respectful of one another. All comments will be directed to the issue at hand and addressed to the City Council. Personal attacks are unacceptable. Members of the public have the right to speak on any items on the Council Agenda during that item. Pursuant to the Brown Act, the City Council is not allowed to consider issues or take action on any item not listed on the agenda. Each person wishing to speak must go to the podium when advised by the Mayor and speak directly into the microphone. Approval of Previous Meetings Minutes – Pages 10-20 Recommendation: By motion, approve the October 15, 2019 Special Meeting, the October 23, 2019 Regular Meeting and the October 31, 2019 Special Meeting Minutes 6. Resolution authorizing the submittal of a SB 2 Planning Grant application and execution of necessary agreements with the State Department of Housing and Community Development (HCD) for the disbursement of funds – Pages 21-24 Recommendation: Adopt a Resolution titled “Resolution of the City Council of the City of Cloverdale authorizing application for and receipt of SB 2 Planning Grants Program Funds” AB343 Requirements: Any writings or documents provided to a majority of the City Council regarding any item on this agenda will be made available for public inspection in the City Hall offices located at 124 N. Cloverdale Blvd., Cloverdale CA 95425 during normal business hours. 2 City Council Meeting Agenda – November 13, 2019 Page 3 of 6 7. Amendment No. 1 to Professional Services Agreement with First Carbon Solutions for CEQA work on the Baumgardner Ranch Planning Application – Pages 25-32 Recommendation: Adopt a Resolution titled, “A Resolution of the City Council of the City of Cloverdale approving Amendment No.1 to the Professional Services Agreement with First Carbon Solutions (FCS) to provide additional CEQA/Traffic Study Services for the Baumgardner Ranch Development Project (Aka Integrated Community Development Subdivision Project - Sandholm Lane Residential Subdivision); and authorizing the City Manager to execute said Amendment” 8. Resolution accepting Public improvements constructed at 699 South Cloverdale Boulevard and authorize the City Manager to release undisputed performance bonding and cash performance deposit – Pages 33-34 Recommendation: Adopt Resolution titled “A Resolution of the City Council of the City of Cloverdale accepting public improvements constructed at 699 South Cloverdale Boulevard and authorizing the City Manager to release undisputed Performance Bonding and cash performance deposit” 9. Agreement with Winner Chevrolet/Elk Grove Auto Group for the purchase of one 2020 Dodge Charger SXT Base Model police vehicle and necessary equipment – Pages 35-55 Recommendation: Adopt Resolution titled, “A Resolution of the City Council of the City of Cloverdale approving a contract with Winner Chevrolet/Elk Grove Auto Group for the purchase one 2020 Dodge Charger SXT base model police vehicle for the Police Lieutenant, and associated necessary equipment from Precision Wireless in an amount not to exceed thirty four thousand, one hundred fifty eight dollars 65/100 ($34,158.65) plus a 10% contingency for potential cost overruns and authorizing the City Manager, or his designee, to execute the agreement” 10. Agreement with Nixle, a product of Everbridge Company, to upgrade the current Emergency Alert System to Nixle 360 – Pages 56-65 Recommendation: Adopt Resolution titled, “A Resolution of the City Council of the City of Cloverdale: (1) approving an Agreement with Nixle, a product of Everbridge Company, in an amount not to exceed Five Thousand Five Hundred Dollars ($5,500.00) plus a 10% contingency for potential cost overruns for the emergency alert notification upgrade and AT&T data purchase; (2) authorizing the City Manager to execute said agreement; and (3) amending the FY 2019-20 budget to reflect agreement” 11. Change order and budget amendment associated with the re-roof of a home at the Cherry Creek Transitional Housing project at 520 S. Cloverdale Boulevard – Pages 66-99 Recommendation: adopt a Resolution titled, “A Resolution of the City Council of the City of Cloverdale: (1) approving a Change Order to the Petersen Dean Roofing contract in the amount of $1,650 to cover the cost of additional chimney work at 520 S. Cloverdale Boulevard; and (2) amending the FY 2019-20 budget to reflect the expenditures associated with the re-roofing project ” AB343 Requirements: Any writings or documents provided to a majority of the City Council regarding any item on this agenda will be made available for public inspection in the City Hall offices located at 124 N. Adoption of the 2019 California Building Standards Codes and the 2019 Fire Code by Reference and amending Title 15, “Buildings and Construction” of the Cloverdale Municipal Code – Pages 72-143 Recommendation: (1) introduce for first reading and waive reading of the text of an Ordinance titled ““An Ordinance of the City of Cloverdale Repealing and Replacing Cloverdale Municipal Code Chapters 15.00 through 15.18 and Adopting By Reference the 2019 California Building Standards Code, Title 24, which includes the 2019 California Administrative Code (Part 1) including Tables; the 2019 California Building Code (Part 2) including Tables and Appendices C, I, J, L and O, based on the 2018 International Building Code; the 2019 California Residential Building Code (Part 2.5) including Tables and Appendices H, Q, S, V, and X, based on the 2018 International Residential Code; the 2019 California Electrical Code (Part 3) including Tables and Appendices A, B, C, F, and G, based on the 2017 National Electric Code; the 2019 California Mechanical Code (Part 4) including Tables and Appendices B and C, based on the 2018 Uniform Mechanical Code; the 2019 California Plumbing Code (Part 5) including Tables and Appendices A, B, D, and I, based on the 2018 Uniform Plumbing Code; the 2019 California Energy Code (Part 6) including Tables and Appendix 1-A; the 2019 California Historical Building Code (Part 8) including Tables and Appendix A; the 2019 California Fire Code (Part 9) with Appendices, Standards and NFPA Standards by Reference, based on the 2018 International Fire Code; the 2019 California Existing Building Code (Part 10) including Tables and Appendix A, Chapters A1, A3, and A5, based on the 2018 International Existing Building Code; the 2019 California Green Building Standards Code (Part 11) including Tables and Appendices A4 and A5; the 2019 California Referenced Standards Code (Part 12 of Title 24) including Tables; and the 2018 International Property Maintenance Code.” (2) set public hearing for December 11, 2019 at or after 6:00 p.m.
