The BAC shall draw up the short list of eligible bidders from those who have submitted Expressions of Interest and Eligibility Documents and have been determined as eligible in accordance with the provisions of Republic Act (RA) No. 9184, otherwise known as the “Government Procurement Reform Act,” and its 2016 Revised Implementing Rules and Regulations (IRR). The criteria and rating system for short listing are: Applicable Experience - 35 pts. Qualification of Personnel - 40 pts. Job Capacity - 25 pts. Total - 100 pts. 5. A short listed association cannot disassociate from each other; otherwise, its members should be rejected.
