
.MINUTES OF THE 49TH MlEETING j1 ~~-_._--~-----------~- MINUTES OF THE 49TH MEETING OF THE EXECUTIVE COMMITTEE OF THE FEDERAL GOVERNMENT EMPLOYEES HOUSING FOUNDATION, HELD ON 31.8.1998 ------=::;~ The 49111 meeting of the Executive Committee of the Federal Govemment cillployees Housing Foundation was held on 31.8.1998 at 2.00 p.m. in the Committee Room of ~ the Housing and Works Division under the Chairmanship of the Secretary, Housing and Works. Tile lis! of the participants is appended. ') The proceedings of the meeting were started with the recitation from the Holy Quran. Thereafter, the participants introduced themselves to the members of the Executive Committee. 3 The Director General, Federal GovemrTent Employees Housing Foundation Informed the Executive Committee that in pursuance of cecision taken in the last meeting, five I neillbers had been co-opted from amongst the prospect,/e allottees of Phase-III of the housing sclleme in sector G-13, Islamabad in order to make t-;e Committee broad-based for taking .'llportant policy decisions collectively. Representatioi of each category of allottees was ensured to accommodate various viewpoints in the proce=dings of the meetings. The Executive Committee approved the ex-option of the following members:- Mr. Mahmud Ahmad, (Represent/T';) alloffees of category-I plots) Senior Joint Secretary (Admn), Ministry of Food, Agriculture & Live Stocks, Pakistan Secretariat, Islamabad. Mr. Tariq Abbas, (Represent/r} allottees of category-II plots) Ctlief, Planning & Development Division, Islamabad. Mr. Ali Muhammad Sabir, (Represer:tl-; allottees of category-III plots) Principal Staff Welfare Organisation, Trade Training Centre, Establishment Division, Islamabad. The minutes .vere adopted Without any object 0- iTEM #2 :MPLEMENTATION STATUS OF DECISIONS TAKEN IN THE 48TH MEETING OF THE EXECUTIVE COMMITTEE. The Director Gener=1 Housing Foundation apprised the Executive Committee of the actions taken in pursuance of :he decisions made in the 48th meeting held on 7.1.1998, as '.lIId e r:- Construction of houses in Phase-I of the Housing Scheme at Islamabad - Cancellation of Allotments of tile Defaulters. 8 The Director General. Housing Foundation informed the members that in :)UI's~ance of the decisions taken ty :he Executive Committee in its 48lh meeting, the defaulting :Jllottees were issued notices to cear their outstanding dues within 14 days from the date of Issue of notices. and as a result a good number of such allottees responded and cleared their dues Accordingly, they were handed over the possession of their houses. He further informed lila! the remaining defaulters have again been directed through notices with the warning that strict action would be taken against them, which may lead to the cancellation of their allotments. 0. The Director General. Housing Foundation explained to the members that due to ;Itloatlon- with the contractors, pcssession of the ..houses were earlier handed over to the ,Jllottees even before the clearance of the dues. He further informed that about 1/3rd \lork of survey regarding asseSS:T:nt of the existing structures had been completed by a team aeputed from Pakistan PWO. Housing Foundation informed the Executive Committee th J i.ilat In compliance of the dec; si:Jn taken in the 48 meeting, the Deputy Commissioner, ,,:3mabad was requested to expeQite the land acquisition for the Ouaid-i-Azam University Staff :-I~LlSlllg Scheme (QAUSHS), and accordingly gazette notification under section 4 of the Land ,',c:qulsition act 1894 was issue-d on 25.4.1998. The Director General, further informed the C::)iT~illitlee that matter was being p'-Jrsued at all levels to get the award finalised . / Mr. Mahmud Ahmad. the co-opted member of the Executive Committee objected i:J tile undertaking of housing scheme for the Ouaid-i-Azam University on the plea that such schemes did not come in the purview of the Housing Foundation, and it involved amendment of fJ1elTlorandum & Articles of Association. He was informed that the said scheme was being :-ICinaied by the Housing Foundation on the directive of the Prime Minister. The member, I ;owever, pressed his point that Memorandum & A.rticles of Association should be got amended :1", order to fulfil the legal requirements. The Executive Committee appreciated the viewpoint of " I iVi; Mahmud Ahmad and asked the Director General, Housing Foundation to examine the issue . Expression of Interest for the Construction of Low Cost houses I flats for the low income j i:ec..ieral Government Employees on Ownership Basis - Joint Venture Agreement. I ~J The Executive Committee was informed that in compliance of its decision in its ,; meeting, bids were invited from the already pre-qualified contractors fo~ the construction of (;a:s in the first Instance on the developed piece of land in KDA Scheme NO.33 at Karachi, but i I'le I'esponse was not encouraging as the contractors expressed their reservation I inability to ;CJlitribute their part of equity in proportion to the market value of tle land assessed at Rs 50 f:lillion. I : ,1 The Executive Committee discussed the issue at length and decided to pend its ,It:cision till launching of Phase-II of the housing scheme on ownership basis at Karachi. iTEM #3 I~UDfTED ACCOUNTS OF THE HOUSING FOUNDATION FOR THE YEAR ENDING JUNE 1992. i', The Director General, Housing Foundation presented the audited accounts of the I, :deral Government Employees Housing Foundation for the year ended June 1992. The audit \'J~15. carried out by Mis Taseer Hadi Khalid & Co., Chartered Accountants. He briefly apprised I: i(; Illernbers of the Committee of the reasons for delayed audit of the accounts of the Housing ;"')Ulldatlon. He stated that main reasons for delay in the preparation of complete and proper ""-:CJuntswas non-maintenance of proper initial accounts record and its non-reconciliation with :II(! Bank accounts timely. He further informed the Executive Committee that unfortunately, the '\ 'COUlltS Side of the Federal Government Employees Housing Foundation, had somehow ;'.clllclined deficient in the absence of requisite expertise since its inception, with the result that a I uper accounting system could not be devised, which led to a number of bottlenecks faced in :1 ;" !p.conciliation of the accounts with the bank statements in the absence of initial record. The i;1 \:1;[01' General informed the Committee that the initial accounts record thus had to be re- lJllstructed. and reconciliation of balances with the Bank accounts carried out for the year " J:J 1-92, and the accounts for the said period had been prepared on the basis of the re- lJllstructed initial record of Accounts. ;', 1-3esides,he further informed the members that non-maintenance of initial and .i ilJ::;ldlary accounts record in the first instance resulted in the misappropriation of cash 1IIIouilting to Rs 3,750,000/- by one Mr. Muhammad Yaqoob, the then Accounts Officer of the , I:Jllsmg Foundation, The misappropriation came to light during the course of re-conciliation of i J:1lc!llceswith the Banks and National Savings Centre, Melody Branch, Islamabad. Thus after .i,~t,"ctlng the embezzlement, an FIR was instantaneously registered with the FIA on !'; 12 1995 The culprit was arrested but later on, was set free on bail.
