GOVERNMENT OF INDIA HEALTH AND FAMILY WELFARE LOK SABHA STARRED QUESTION NO:154 ANSWERED ON:24.07.2002 UNRECOGNISED MEDICAL DENTAL COLLEGES NAWAL KISHORE RAI;SUSHIL KUMAR INDORA Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state: (a) whether several Dental and Medical Colleges are being run in the country without requisite Government recognition; (b) i f so, the names of such colleges which obtained Government recognition during the mid and at the end of the session after admission of the students during the years 1999-2000, 2000-2001 and 2001-2002; and (c) the names of such colleges which were not accorded recognition till March, 2002? STATEMENT REFERRED TO IN REPLY LOK SABHA STARRED QUESTION NO. 154 FOR ANSWER ON 24.7.2002 In terms of the Dentists (Amendment) Act, 1993 and Indian Medical Council (Amendment) Act, 1993 and the Regulations framed thereunder for establishment of Dental/Medical Colleges, applicants fulfilling the eligibility criteria will have to submit an application in the format prescribed i n the above Regulations. The applications found complete in all respects are referred to Dental Council of India/Medical Council of India for their evaluation a nd recommendations. T he applicants are accorded Central Government Permission for starting o f a new dental/Medical college on the recommendations o f the Dental/Medical Council of India. This permission is valid for only one year and for admitting only one batch of students during the academic session for which the permission is granted. The permission is renewed on yearly basis after verification by Dental/Medical Council of India oft he achievement of annual targets and revalidation of the Performance B ank Guarantee furnished b y the dental/medical college authorities. This process of renewal o f permission continues till such time the establishment of the dental/medical college and expansion of the hospital facilities is completed. 2. No dental/medical college can admit students to the BDS/MBBSC ourse without the formal permission of the Central Government or renewal of the same. Any admission made without the permission/renewal of permission are deemed irregular and attracts the provisions of Section 10B of the Dentists (Amendment) Act, 1993/Indian Medical Council (Amendment) Act, 1993 under which no dental/medical qualification granted to such irregularly admitted student will be a recognised dental/medical qualification under the Act. 3 . Unless the colleges fulfil the requirements for various stages of development as indicated above t o the satisfaction o f the Dental/Medical Council of India, further admissions in the colleges are liable to be stopped. 4. The BDS/MBBS Course in respect of the concerned dental/medical college is recognised on the basis of the recommendations of Dental/Medical Council of India, who do so after evaluation of the First Final Year BDS/MBBS Examination of the students of the concerned dental/medical college. 5. A list of dental/medical colleges, which were recognised during 1999-2000, 2000-2001 and 2001-2002 is at Annex-I and those granted Central Government Permission during the same period is Annex-II. 6.
