All county canvass of vote reports are checked for accuracy of total votes for each office and c011pared to the nmber of voters receiving a ballot (poll book count). Errors and discrepancies are returned to County Canvass Boards for correction. Chce all totals are correct, the CCI!puter processes the registration totals for the election, determines the nmber of persons not voting on that office, and COI!putes the percentage registered but not voting. Added in this 1982 publication is the analysis of registered voters casting a ballot (voter turnout). 'Ihis feature is added to the "no" vote included in abstracts since 1976. With this addition, the published Abstract of Vote becO!II!s a CC~Iplete research clc:>cuiEnt for the 1982 primary and general elections. Since 1982 was also the first state-wide election conducted after reapportiOilllEilt of congressional and legislative districts, other changes have been made in format. State Senate :incunDents not on the ballot in 1982 are shown by the district nunber from whlch they were elected in 1980 with the new district in which they reside listed in parenthesis ( ) . The final change in the 1982 publication is in the Directory of Of­ ficials section. Since publication is severalliDilths after the canvass of votes which determines winners and losers, the Directory has been updated. It includes replacenent appointnEnts for persons elected to office who have failed to take the oath of office or who have resigned or died during their tenn of office. The Sixth Congressional District Vacancy Election canvass of votes (March 27, 1983) is added as a supplenent. My goal is to provide accurate and CC~Iplete canvass of vote totals , the resultant analysis of voter turnout and failure to vote for a special office or offices, and an updated Directory. Assemblies are held every two years. Convention Meeting of delegates of a political party held to select delegates to other political conventions and to nominate Presidential Electors. Such Conventions are held every four years OR Meeting of delegates of a political party held for the purpose of nominating a candidate for a congressional vacancy election. Initiative The Colorado Constitution provides that registered voters may propose Constitutional Amendments or changes to the Colorado Revised Statutes by petition. Title 1, Article 40, C.R.S. 1973, provides specific procedures for submitting initiative petitions. Petitions require signatures of registered electors in an amount equal to 5% of the votes cast for all candidates for the office of Secretary of State at the previous General Election. Referendum The General Assembly may propose Constitutional amendments or refer changes in the statutes to the people. In addition, the Colorado Constitution provides that a referendum may be ordered against any act of the General Assembly except laws necessary for immediate preservation of the public peace, health or safety and appropriations for the support and maintenance of the Department of State and state institutions. Referenda initiated by the people require signatures of registered electors in an amount equal to 5% of the votes cast for all candidates for the office of Secretary of State at the previous General Election. Referendum petitions must be filed with the Secretary of State not more than 90 days after the final adjournment of the session of the General Assembly that passed the bill on which the referendum is demanded.
