INTRODUCTION This Traffic Study has been prepared to assess existing conditions as well as future traffic operations in association with the proposed Kimball Residences development located between Yonkers Avenue, Bronx River Road and Crescent Place in the City of Yonkers, NY. The location of the site is illustrated on the figures included in Appendix B. The existing property previously contained four brick commercial buildings fronting Yonkers Avenue, ranging from one to two stories in height. The previous uses on the property were the Kimball Theater and an adjacent store, a nails shop, a dry cleaning establishment, a cellular phone and beeper repair shop, and a jewelry sales and repair store. These buildings have been demolished. There is a City of Yonkers municipal surface parking lot containing 13 parking spaces which is adjacent to Crescent Place. The property is located approximately 500 feet from the nearby Mount Vernon West train station. The property was previously approved for a development containing 220 apartments and 5,000 s.f. of retail space. The current application proposes a similar development. The development proposes a mixed-use building containing 266 residential apartments and 1,600 square feet of retail space. A total of 278 off-street parking spaces are proposed on parking levels located under the proposed building. The parking levels are ramped to provide vehicular access to the other parking levels. The building proposes to provide amenities for the residents such as a community room, fitness center, and a roof terrace. The development proposes two driveways to access the site. One driveway is located on Bronx River Road which is proposed to be a right-in/right-out only driveway. The other driveway is proposed along Crescent Place which provides left-in/left-out turning movements only due to the one-way traffic flow of Crescent Place. The Applicant proposes improvements at the intersection of Oak Street and the Bronx River Parkway on-ramp. The improvements consist of installing a traffic signal at the on-ramp intersection and coordinating the traffic signal with the existing traffic signal at the intersection of 1 Bronx River Road and Oak Street with Sherwood Avenue. The proposed improvements are depicted on Figure CI-1 “Conceptual Improvement Figure” which is contained within Appendix B of this study. II. EXISTING CONDITIONS A. Existing Roadway Network JMC performed field reconnaissance at the site and adjoining roadway network in order to gather existing conditions data. The field work included a determination of lane widths, striping, horizontal and vertical alignments, signs, traffic signal phasing and timings, speed limits, pedestrian activities, traffic flows, sidewalks, curbing, etc. Yonkers Avenue is an east/west State roadway which provides one in each direction in the study area. Yonkers Avenue changes names to Mount Vernon Avenue within the City of Mount Vernon. The Yonkers Avenue bridge over the Bronx River Parkway is under the jurisdiction of the Westchester County Department of Public Works and Transportation (WCDPWT). Yonkers Avenue has a posted speed limit of 30 mph. On-street parking is generally permitted on both sides of the street. Bronx River Road is a north/south City roadway which parallels the Bronx River Parkway. Bronx River Road provides two lanes in each direction and reduces to one lane in each direction in certain locations. On-street parking is permitted on both sides of the street and restricted in certain locations along the roadway. The roadway has a posted speed limit of 30 mph. Crescent Place and Vernon Place provide one-way traffic flow within the study area. They generally provide one lane along the roadway. On-street parking is permitted on one side of the roadways. The roadways have a posted speed limit of 30 mph. 2 In order to evaluate the changes in traffic associated with the proposed development, the following intersections have been analyzed: 1. Yonkers Avenue & Crescent Place with Vernon Place 2. Yonkers Avenue & Bronx River Road 3. Bronx River Road & Site Driveway A 4. Bronx River Road & Sherwood Avenue with Oak Street 5. Crescent Place & Site Driveway B 6. Yonkers Avenue & Bronx River Parkway Off-Ramp 7. Oak Street & Bronx River Parkway On-Ramp Yonkers Avenue intersects Crescent Place at a four-legged signalized intersection. Yonkers Avenue provides one thru lane in each direction. Crescent Place serves as the southbound approach to the intersection providing a separate left turn lane and a separate right turn lane for turns onto Yonkers Avenue. Vernon Place serves as the fourth approach to the intersection with a single lane approach for turns onto Yonkers Avenue. No turns on red are permitted from the Crescent Place approach. The intersection of Yonkers Avenue and Bronx River Road is controlled by a traffic signal. The Yonkers Avenue eastbound approach provides an 88 foot long left turn lane and a thru/right turn lane. The westbound approach provides a single thru lane and approximately 90 foot long separate left and right turn lanes. The Bronx River Road northbound approach provides a separate left turn lane and dual thru lanes with shared right turns. The shared thru/right lane is approximately 50 feet long. The southbound approach provides dual thru lanes with shared left and right turning movements. The thru/right lane is approximately 75 feet long. The westbound approach prohibits rights on red at all times. Both Bronx River Road approaches prohibit right turns on red from 7:00 AM to 7:00 PM daily. The proposed Site Driveway A intersects Bronx River Road at an unsignalized ‘T’ intersection. Bronx River Road northbound provides two thru lanes while the southbound 3 approach provides a single travel lane with shared right turns. The site driveway proposes a single lane approach which is to be controlled by a stop sign. The site driveway is proposed to be restricted to right turn exiting movements only. The intersection of Bronx River Road and Sherwood Avenue is controlled by a traffic signal. The Bronx River Road northbound approach provides a separate left turn lane and a thru/right turn lane. The southbound approach provides an 85 foot long left turn lane and a single thru/right turn lane. The westbound approach provides a single approach lane with shared turning movements. The proposed Site Driveway B intersects Crescent Place at an unsignalized ‘T’ intersection. Crescent Place provides a separate left turn lane and a thru lane. The site driveway is proposed as a left-in/left-out only driveway. The driveway is a single lane approach which is controlled by a stop sign. The Bronx River Parkway Off-Ramp intersects Yonkers Avenue at a signalized ‘T’ intersection. The off-ramp provides a left turn lane and a separate 185 foot long right turn lane. Yonkers Avenue provides one thru lane in each direction; however, the westbound approach provides an additional thru lane which has a 20 foot storage length. The intersection of Oak Street and the Bronx River Parkway On-Ramp is an unsignalized ‘T’ intersection. Oak Street eastbound provides one thru lane
