TECHNICAL SPECIFICATIONS A. "CIVIL WORKS" IMPROVEMENT OF SANITATION FACILITIES AND RENOVATION OF SCHOOLS FOR IDP RETURNEES. JULY 2020 1 1. GENERAL 1.1 Project Information Title of the Project: Humanitarian Basic Social Services and Sanitation for IDP Returnees; Project Assignment: Improvement of Sanitation Facilities and Renovation of Schools for IDP Returnees; Beneficiaries: IDP returnees found in the Sasiga wereda of East Welega in Oromia regional state. 400 students, 500 community members and around 20 teachers; Education and Health Ministries and their lower level offices which includes regional bureau, zone departments and wereda offices; Location: Lalisa Wata School -Sasiga Wereda, East Welega zone of Oromia Regional State, Ethiopia Donor: Government of Japan Budget: USD 909,090 Timeframe: 01 March 2020 – 31 March 2021 Implementer: UNOPS-ETOH 1.2 Background The Joint Oromia and Benshangul Gumuz regional states proposal submitted to UN Durable Solutions Initiative reported that about 13 schools have been destroyed by conflict in Welega zones. Sasiga wereda belongs to one of the weredas in East Welega Zone of Oromia region, which was highly affected by the security problem and has hosted the largest Internally Displaced People (IDP) returnees. Reports from the Oromia region Education Bureau indicated that four primary schools are completely damaged in Sasiga Woreda alone and around 1,000 primary school children are reported to be out of school due to the conflict and lack of school facilities to pursue their education. One of the major challenges faced by the humanitarian support community while trying to resettle the IDPs into their place of origin has been the inadequacy and unavailability of social infrastructure like schools, clinics and sanitation facilities, which were destroyed by the conflict. Reconstruction of social infrastructure, especially schools and public latrines damaged during the conflict, are found in urgent need, to promote the peaceful return of IDPs. UNOPS has made discussions with Oromia region Disaster Risk Commission (DRC) and Education Bureau heads and also visited East Welega Zone DRC and Education department heads. These government officials have identified Sasiga Woreda as a priority for rehabilitation. UNOPS team, constituted by Technicians and Engineers has carried out a site visit to Sasiga Woreda, and physically observed the IDP returnees and the status of damaged schools. The team has studied efforts made by the humanitarian community in resettling the IDP returnees and discussed with community members about their priority needs. UNOPS concluded that the school rehabilitation and sanitation facilities are pressing needs in Sasiga Woreda. 2 UNOPS agreed to proceed focusing on the primary schools that are destroyed and communities surrounding the schools. The Lalisa Watta School located in Sasiga Woreda has been selected for consideration under this project due to the large number of IDP returnees and the extent of damage to the school. Among others, the Program shall include construction of the following facilities: New Classrooms (2 Blocks each with four classrooms for a total of 8 classrooms); New Admin building hosting offices for the school director, deputy director, teachers room, pedagogic room and archive; Toilets and shower for students and teachers; Power using solar PV system for the admin building and classrooms; Construction of borehole for Water supply; Waste water drainage system – Septic Tank System; Storm water drainage system; Rainwater harvest system and; Pit latrines to the Local Communities. The Government of Japan with the Federal Ministry of Education considered to engage the services of UNOPS in the design and construction management of the facilities in the premises of the selected school. UNOPS committed to develop the design with the associated utility facilities using in-house expertise and render all the necessary project management services for the construction of the infrastructure facilities through UNOPS competitive bidding procedures. 1.2 Project Objectives The overall outcome is to improve the quality of life of IDPs returned to their place. This includes the improvement of sanitation facilities and renovation of schools for IDP returnees in targeted localities in East Welega Zone of Ethiopia Specific objectives would include: Help IDP returnee schoolchildren not to stay behind in school performance; Improve the sanitation facilities of IDP returnees; Improve the awareness of the affected community on WaSH (Water, Sanitation and Hygiene) practice 1.3 Scope of Works The scope of work will include the design and construction of the following infrastructure facilities associated with renovation of Lalisa Watta School and the improvement of sanitation to the Local Communities in Sasiga Woreda, East Welega Zone. Construction of New Classrooms; Construction of Administration Building encompassing director’s and deputy director’s office, staff pool office and archive; Construction of latrine buildings for teachers and students as separated for boys and girls including provisions and access for PWD; 3 Elevated water tanker for supply of water to the flush toilets and hand wash basin via gravity; Piping works for ensuring proper water supply from elevated tankers and waste water drainage systems to the proposed latrines including manholes; A water point to the school for washing and drinking purposes; A photovoltaic (PV) system for power sockets and lighting systems to the admin building and classrooms; Access and external walkways as necessary. Typical Community latrines to the local community in Sasiga Woreda. 1.4 Description of Works 8 new classrooms with occupancy of 50 students with common space and veranda to students; Construction of Administration Building encompassing director’s and deputy director’s office, staff pool office, pedagogy room and archive all meeting the minimum standard set by the Ministry of Education in Ethiopia; Construction of latrine buildings for teachers and students as separated for boys and girls including provisions and access for PWD. Each to have 2-4 squatting and 1 PWD (People with disability), urinals, hand wash trough and janitor’s closet. Sustainable infrastructure with design and construction considering the following: i) Locally available materials; ii) Local skill and manpower; iii) Involvement of SMEs in the production of locally produced earth blocks and installation for external and partition walls; iv) Capacity Building – On job training to be provided for selected trainees for transfer of knowledge and skills in the construction of simple structures made of local earth blocks, concrete and roofing system including fabrication of door and window systems; Metal door and windows. Provision of high windows to trigger natural ventilation; Accessibility to the students, especially to PWD and proximity to existing utilities such as water supply and sewage systems are of prime concern in the selection of sites and location to the latrines; Each latrine will be provided with elevated water tanker of 2000-liter capacity (plastic tank) mounted on 2.0m tower made of brick masonry unit. The toilet fixtures will be fed direct from the elevated water tanker; Typical Community dry pit latrines to the local community in Sasiga Woreda. 1.5 Site Description Land ownership: The school has a total area of 13.7 ha of land under the possession of the school which included the existing and proposed site for expansion. The land is exceedingly high from the minimum land requirement for a primary school set by the 4 Ethiopian Education Bureau Standard. The land is composed of two sites as subdivided by 25.0m public road. Site-1 comprising of the existing facilities of the school is situated to the South-East direction having an area of 4.9 Ha. Site-2 with an area of 9.4 Ha is currently vacant and the community are using for farming. Site Location: Walisa Watta School is located about 42 Km North direction from Nekemte town along the Nekemte-Benishangul avenue. The site is located at GPS coordinates of 9o21’07.70” N and 36o25’31.11” E and average altitude of 1370m above sea level. It is situated in the middle of a farm land with no infrastructure in the vicinity. It is neighbored by a local community village named 8th Camp about 800m to the North, bordered by a river about 700m to the East and Mountain Watta across the river. A topographic Map has been developed based on site data information that include UTM coordinates and levels gathered from the Sasiga Woreda technical team. Topographic Map – Lalisa Watta School It was found that the predominant section of the site remains gentle with a uniform slope of about 2.85% towards the river valley to the East. The site covered by the existing infrastructure is relatively a highland sloping towards the river. The North-East corner of site-1 is the lowest point with a level difference of 6.0m from the upper most corner located at the South-west of the site over a length of 400 m. 5 1.6 Geo-technical Information The region is predominantly covered with red clay soil to considerable depth exceeding of 20m depth. This clay is known for its good bearing capacity and no swelling- shrink character. During the site visit, exploration has been made using test pit dug to a depth of 2.5m to verify and confirm the soil layer. The geo-technical investigation conducted to a depth of 2.0m from natural ground level (NGL) for the sites has revealed uniform layer of foundation soil at shallow depth. A red clay soil with a bearing capacity of 150 KPa has been considered safe for the design of foundation of buildings. 6 1.7 PRE-CONSTRUCTION WORK The Engineer and Contractor will carry out a joint condition-in survey using video or digital photographs to record the condition of the site upon handover to the Contractor. This will determine the state of the site that the Contractor must hand back upon completion of the works. The Contractor will carry out a detailed site set out survey for the works.
