Proposal to Sham Shui Po District Board P.10 2 Rationale of the project: Pak Tin Estate consists of 17 residential blocks in total, which were built between 1969 and 1979. Blocks 1 to 3 and Block 7s to 17 were assigned to Upper Pak Tin Estate, while Blocks 4 to 6 were assigned to Lower Pak Tin Estate . In 1984, two estates were merged to form Pak Tin Estate. In 1985, the Hong Kong Housing Authority announced that the strength of the concrete of Blocks 14 to 16 had structural problems and they were firstly demolished in 1989. Blocks 4 to 8 and Block 17 were then demolished in the 1990s. Now remaining are Blocks 1 to 3 and Blocks 9 to 13. Because of the population aging very rapidly, we need to build more estates for the elderly to live. This plan can make them live in a more convenient, comfortable environment and have them settled down in a redeveloped area. The plan can benefit the community such as improving the environment and people’s lifestyle and provide them with a more beautiful, comfortable and convenient place to live in. It will have a large medical centre for the elderly which not only benefits the elderly in the neighbourhood but also the old people from the nearby districts. 3 Current situation of Pak Tin Estate: The buildings to be preserved 4 The buildings to be redeveloped 5 Layout of the new Pak Tin Estate 6 The new facilities: Hospital Because most of the residents that reside in Pak Tin Estate are elderly, we will build a hospital in the Estate for emergencies specifically for the elderly. 7 Shopping centre: The new shopping centre will include the old Pak Tin commercial centre so the residents in Pak Tin can conveniently go shopping to buy food. 8 Playground/Park : The elderly can do any execrise or Taichi in the playground. So, the elderly will not be bored by only staying at home . Residential blocks: The new residental blocks will provide more units for the population that is increasing in Shek Kip Mei. 9 Proposal to Sham Shui Po district board: To: The Sham Shui Po District Council From: Students of CMA Secondary School Proposal: To suggest a plan for redeveloping Pak Tin Estate Introduction: Nowadays, many buildings are being developed very rapidly, giving a Hong Kong a new look. But Pak Tin Estate is a very old estate in Hong Kong. Some buildings are almost 50 years old, so we want to rebuild a new Pak Tin Estate for all residents. The purpose of this proposal is to help younger residents get better living condition and also help the elderly live in a more comfortable environment than before. Area of redevelopment : We are deciding to redevelop the areas of the vacant school and residential units blocks 1, 2, 3, 10, 11, 12 and 13. We will preserve the Pak Tin community centre, Housing Affairs Department and Pak Tin community Hall and some other blocks. We will use the land to rebuild a hospital, a park and a shopping centre which will be bigger than before with all these facilities required to make the elderly live conveniently and comfortably. We will face problems such as residents’ relationships will be affected, and construction noise. To assist with residents’ relationships, we can put them in the same community. For the second problem, we can place more acoustic panels around the construction site. Conclusion: All in all, the plan can benefit the community as it will improve the community, their lifestyle and provide them with a more beautiful, comfortable and convenient place to live. It will also provide a large medical centre for the elderly. 10 .
