Some call it “total quality management,” others call it “lean management” but, I call it digging. We are con- stantly looking to improve our services. We look at everything we do and ask: • Does it add value to the customer? (Why are we doing this?) • Is it required by law? (Is it a law that should be changed?) • Can we perform this service in less time, or with less hassle or cost? Most steps in the elections process are regulated and we don’t have any discretion in how we do it. When we do have discretion, we really scrub. Here are a few recent effi ciencies that you are unlikely to notice, but will save public funds. • “I Voted” stickers are no longer inserted into the Local Voters’ Pamphlet. The stickers didn’t improve voter participation, but elimination saves $40,000 to $80,000 per year. This year we are offering a digital version of the “I Voted” sticker so you can show your voting pride online. • The “sample ballot” has been cut from the Local Voters’ Pamphlet. This may have been helpful in the past for voters who went to polling places. With vote-by-mail, you have your actual bal- lot in your hands 18-days before the election. No need for an advance preview. This change cuts eight pages and saves $10,000 to $20,000 per year in printing and postage. • We’re going to join the 38 other Washington counties and open our ballot drop boxes 18-days prior to the election. Our 27 boxes are popular and Pierce County leads the state in ballot deposit options. Until now, we opened each box 45-days in advance of the election, instead of the 18-day opening required by law. The extra effort of opening our boxes early didn’t add value. We aver- aged less than ten ballots per box! That saves $3,000 to $6,000 per year. • Lastly, after we’ve used our existing supply of ballot envelopes, we intend to start printing in one-color ink. You don’t mind, do you? Going to one-color envelopes will save $3,700 to $7,400 per year. We strive to make the voting process as effi cient and easy as possible. We’ll keep digging. You keep voting. This voters' pamphlet covers many different districts and as a result, some items in this pamphlet may not appear on your ballot. How are committees "for" or "against" a measure formed? Districts are responsible for appointing committee members who agree to write statements. If a "for" or "against" committee is not appointed by the deadline, the Pierce County Auditor's Offi ce publishes a notice seeking members for the committee. What is the order of candidates in the local voters’ pamphlet? Candidates in this pamphlet appear in the order they will appear on the ballot.
