Metropolitan Corporation Islamabad TERMS OF REFERENCE (TOR) For HIRING OF CONSULTANT/FIRM FOR THE PREPARATION I FINALIZATION OF TH E RFP DOCUMENT INCLUDING BID EVALUATION ON EPC MODE AND TO OVERSEE THE SUPERVISION OF CONSTRUCTION OF THREE SEWERAGE TREATMENT PLANTS AND RELATED SEWERAGE SYSTEM TO TREAT THE WASTE WATER FALLING INTO KORANG RIVER (RAWAL LAKE) AND THEIR AREA OF ICT. 1. PROJECT BACKGROUND: The capital city of Pakistan, Islamabad is located in the northwest of the country on the Potohar Plateau. This area has been significant in history for being a part of the crossroads of the Rawalpindi and the Khyber Pakhtunkhwa Province. The city was built in 1960 to replace Karachi as the Pakistan’s capital, which it has been since 1963. Due to Islamabad’s proximity to Rawalpindi, they are considered sister cities. To the north of the city you will find the Margalla Hills. Hot summers, monsoon rains and cold winters almost summarize the climate of this area. Islamabad also has a rich wildlife ranging from wild boars to leopards. After the formation of Pakistan in 1947, it was felt that a new and permanent Capital City had to be built to reflect the diversity of the Pakistani nation. It was considered pertinent to locate the new capital where it could be isolated from the business and commercial activity of the Karachi, and yet is easily accessible from the remotest corner of the country. Islamabad nestles against the backdrop of the Margalla Hills at t h e northern end of Potohar Plateau. Its climate is healthy, pollution free, plentiful in water resources and lush green. It is a modern and carefully planned city with wide roads and avenues, elegant public buildings and well-organized markets, and shopping centers. The city is divided into eight basic zones, Administrative, diplomatic enclave, residential areas, educational sectors, industrial sectors, commercial areas and rural and green areas. The Topography of Islamabad relatively slopes down from the Margalla Hills in the North all towards the I-Series at the south. An STP is already operational in Sector I-9 which is treating wastewater of Sectors on the east side of the Railway Track however sectors on the West have no such provision, whatsoever. Moreover, owing to the unique topographic features of the ICT, it is not viable to transport sewerage from these areas to the existing STP. Furthermore, Development of Private Housing Schemes i/c unplanned and illegal settlements in Noopur Shahan, Bara Khau, Malpur, Banigalla etc. is polluting natural streams and surface reservoirs especially the Rawal Lake due to inflow of raw sewage from proximal habitats. The Rawal Lake is presently the main source of water supply for the city of Rawalpindi, hence there is a need to control inflow of pollutants/raw sewage into these natural water courses on the upstream of the Lake. The untreated sewage I pollutants from most of the localities including Bara Khau, Muslim Colony, Bari Imam; Shahdra etc. ends at Rawal Lake and Soan River has resulted in poor sanitation condition and supply of highly contaminated water to the residents of the Twin Cities. The Capital Development Authority (CDA) in 2011 awarded the “Consultancy Services to Carryout Feasibility Studies, Detailed Engineering Design and Onsite Construction Supervision for the Control of Water Pollution in Streams Surface Reservoirs and Sewerage Treatment Plants in the City of Islamabad” to M/s Osmani & Company (Pvt.) Ltd. Consulting Engineers (OCL) to prepare the Feasibility Report, Detailed Engineering Design, Estimates etc. of the Project. The Scope of Work was divided into 4-Phases as under; 1 Phase-1. Rawal Lake and its surroundings Catchment Area. 2 Phase-2 Zone-1 & 2 (i.e. Sectors D-12, E-12, F-12, F-13,F-14, G-12, G- H- 13, G-14, 11 to H-16 & I-11 to I-16 etc.) 3 Phase-3: Industrial Triangle (Zone-S). 4 Phase-4 All Model Villages The separation of multiple Directorates from CDA to form part of Municipal Corporation Islamabad, subsequent to elections for Local Government in 2015 and formation of the Metropolitan Corporation Islamabad has resulted in the Project to fall in the domain of the municipal body MCI. The Hon’ble Supreme Court of Pakistan while taking notice of the unplanned development within and next to the Capital City Islamabad had taken exception to the availability of contaminated / polluted water from Rawal Lake to resident population and has ordered for an urgent redressal of the water contamination issue through construction of Sewerage Treatment Plants. In order to address this alarming situation, the MCI in 2019 submitted the PC-1 of Phase-1 of the Project (i.e. Rawal Lake & its surrounding catchment areas of ICT) to the Planning Commission. On the Directions of the Planning Commission it has been considered to execute the Project on an EPC Mode. The Project has been approved at a cost of Rs.3.971 Billion with 36% share to be borne by the Punjab Government. The Project comprises of 3-STP's with a total treatment capacity of 9.62-MGD (Bari Imam STP 3.65 MGD, Simly Road STP 1.97 MGD & Madina Town Dhok Jillani STP 4.00 MGD i/c Trunk Sewers. The Cost of land and One Year of O&M has also been included in the approved Scope of the PC-1). The Planning Commission also instructed to hire Consultants of International repute to oversee the implementation of the scheme. 2. OBJECTIVE: The Objective to engage Consultant/Firm of International Repute is to oversee, assist and facilitate in the implementation of the Sewerage Treatment Plants along the Korang River I Rawal Lake. The Consultants on the project i.e. Osmani & Co. (Pvt.) Ltd. has prepared the Bidding Documents / RFP’s on EPC mode as per the instructions of the Planning Commission, and shall carryout the Supervision of the Works and the Firm of International repute to be hired under this procurement shall oversee the Works of EPC-Contractor, OCL in consultation with the MCI as per the Terms of Reference / Scope of Works outlined in this document. The Firm of International repute well experienced and with Proven Track record of successful Designing & supervision of STP’s will ensure all steps have been undertaken properly by MCI, OCL and the appointed Contractor(s) for the implementation of the project including all necessary administrative support for efficient and professional management of the bidding process. The Firm would be responsible to ensure that the selected plant will deliver performance, reliability and operational parameters as specified in the RFP Document. The Firm will 'Assist’ in technical and financial evaluation as well as approving the technical documents submitted by the EPC-Contractor and would oversee the construction activities from the owner's perspective including testing and commissioning of the Plant etc. 3. SCOPE: The scope of services for the Consultant/Firm shall be as follow but not limited to following: i) Review and reconfirm the quantity and quality (characteristics) of the Waste-waste available and reasonableness of the capacity/Size of the STP and other units. (Design Review in conjunction with Project Consultants M/s OCL). ii) Selection of most appropriate & environment friendly technologies in wastewater plants of similar capacities in developing countries based on the Technical Proposals of the EPC Contractor’s/Bidder’s. iii) Assessing suitability / appropriateness of the proposed Plant for Waste Water Treatment and its compliance with Environmental Laws, recommended effluent quality, operating temperatures and other conditions required for the purpose i/c recycling/reuse of by- products, land and manpower requirements, energy and mass balance, source of technology, commitment of the technology etc. iv) Review and finalize the RFP/Bidding Documents' including finalization of the Technical & Financial Criteria for selection of the EPC/Turnkey Contractor. v) Assist MCI & OCL in t h e evaluation of the Bids received from the Pre- Qualified Firms and engagement of EPC/Turnkey Contractor, preparation of bid evaluation reports, Contract negotiations' and draft contract agreement/s for the 3-STP Plants.. vi) Design Approval of EPC Contractor – Checking and Approval of Design calculations, Drawings and Specifications submitted by the EPC Contractor in respect of all Mechanical, Electrical, Civil, Instrumentation & Control works and ancillaries under the scope of EPC Contract in conjunction with the Client and OCL. vii) Assessing the reasonableness of the output parameters committed in the offer of the EPC Contractor. viii) Construction Supervision Phase:- Oversee the Supervision of the erection of all Mechanical, Electrical, Civil & I&C Works and advise the Project Director accordingly. ix) Evaluation, review and approval of the field test methods submitted by the EPC Contractor and scrutinized by OCL for Mechanical, Electrical, Civil & I&C Woks, as well as witnessing of the test at various phases of work. x) Witnessing of Factory Tests including Pre-Shipment Inspection of Plant along with the Client and the OCL’s representatives and submit Reports to the Technical as well as Steering Committee. xi) Examine and approve the method for testing pre-commissioning, commissioning procedures (submitted by the EPC Contractor) with the Project Team. xii) Checking various (technical, progress and test reports etc.) and similar documents to be prepared and submitted by the EPC Contractor and scrutinized by OCL during execution of the erection work and keeping MCI informed of the actual progress of the work.
