WEST OF ENGLAND AUTHORITIES - LOCAL CYCLING AND WALKING INFRASTRUCTURE PLAN (LCWIP) STAGE 2 - DATA GATHERING FOR CYCLING NETWORK Introduction This note covers Stage 2 - Data Gathering - as outlined in the LCWIP guidance and outlines the approach taken by the four West of England authorities. The purpose of this stage is to identify key existing and future trip generators. The outputs will then be taken forward to stages 3 and 4, to inform the network planning for cycling and walking respectively. LCWIP geographical scope The four authorities agreed that the geographical scope of this first stage LCWIP would cover the largest urban settlements in each authority, as follows: · For Bath & North-East Somerset, plans will cover Bath, Keynsham and Norton-Radstock; · For Bristol, plans will cover the Bristol urban area; · For North Somerset, plans will cover Clevedon & Yatton, Nailsea, Portishead and Weston-super-Mare; · For South Gloucestershire, plans will cover the North and East Fringe of Bristol, Chipping Sodbury & Yate and Thornbury. The geographical extent is illustrated on the attached plans. Data gathering and methodology for identifying cycling network origins and destinations The DfT guidance states that LCWIPs should be evidence-led. It adds that identifying demand for a planned network should start by mapping the main origin and destination points across the geographical area to be covered by the LCWIP. A wide range of datasets were provided by each local authority and a workshop was held with the four West of England authorities to agree a consistent approach to defining origins and destinations for the cycle network. It was considered that the different nature of the two modes requires separate approaches to be adopted for walking networks and cycling networks. This will be documented in a separate technical note. ORIGINS Census output areas have been chosen to represent journey origins from residential areas. Output areas are an existing category of statistical geography created by National Statistics, with each output area designed to have similar population sizes and to be as socially homogenous as possible based on tenure of household and dwelling type. Different scales of output areas will be used for different scales of geography to be covered by the Plans, as follows: - Middle Super Output Areas (MSOAs) will be used for the three largest three urban areas (Bristol, Bath and Weston-super-Mare); and - Lower Super Output Areas (LSOAs) for the other areas to be covered by the Plans. Within each MSOA and LSOA a population-weighted centroid provides a node point to represent cycling journey start locations. Where relevant these nodes can be relocated to better represent the population in each output area. www.wsp.com For locations where a significant growth in population is expected (for example, strategic development locations identified in the emerging Joint Spatial Plan) additional nodes have been created to represent future journey origins. DESTINATIONS The DfT guidance identified that, for larger geographical areas, it may be appropriate to include only the most significant trip generators. It was agreed by the local authorities that a common set of destination categories would be chosen to create the cycle networks for each Plan area in the West of England. The destination categories were chosen on the basis of their likely significant cycle trip generation potential. Due to the size of the largest urban areas in the West of England (Bath, Bristol (including North and East Fringe) and Weston-super-Mare) some types of destination were excluded (eg secondary schools, supermarkets) to create a more manageable number of destinations. The destination categories to be used to form the cycling network destinations are listed in Table 1. Next steps Stage 3 – Network Planning for Cycling – requires desire lines (straight-line routes) to be identified between origins and destinations. This is covered in a separate technical note.
