PROOF OF QUORUM Dr. Amaryllis Torres, PSSC Executive Director, confirmed the presence of a quorum, with representatives of 12 out of 14 regular members and 22 out of 35 associate members in attendance. APPROVAL OF THE PROPOSED AGENDA The General Assembly approved the proposed agenda. APPROVAL OF THE MINUTES OF THE 2012 ANNUAL GENERAL MEMBERS MEETING The General Assembly approved the minutes of the 2012 Annual General Assembly. BUSINESS ARISING FROM THE MINUTES OF THE PREVIOUS MEETING Dr. Martin informed the body that matters arising from the minutes of the meeting will be taken up in the reports of the Chairperson, Treasurer, and the Membership Committee Chair. NEW BUSINESS Chairperson’s Report Dr. Martin began her report by acknowledging the efforts of the PSSC Board of Trustees (BOT), the working Committees, and the Secretariat headed by Acting Executive Director, Prof. Ronald Holmes, to ensure that Council programs and activities are running smoothly and to secure our finances. She formally introduced and welcomed Dr. Amaryllis Torres as the new PSSC Executive Director. Dr. Torres represented psychology and was President of the PSSC Executive Board in 1992-1993. Dr. Martin recognized the endeavors of the Membership Committee to encourage regular and associate members to exercise good corporate citizenship through compliance with the regulations of the Securities and Exchange Commission and the Bureau of Internal Revenue. She also mentioned the expansion of PSSC’s network with the acceptance of the Palawan Studies Center of the Palawan State University as an associate member-organization. Dr. Martin reported that 13 applications for the Research Award Program were approved while 7 individuals were given grants under the Travel Assistance Program. In terms of publications, Dr. Martin reported that 8 member-organizations 8 released theirs journals on time. She added that PSSC’s newest publication, the Philippine Social Science Report entitled Philippine Social Sciences: Capacities, Directions, and Challenges, has been released. Moreover, she said that the volume Chasing the Wind: Assessing Philippine Democracy was successfully launched on 24 February 2012. Dr. Martin mentioned that an electronic cataloguing system and an online bookshop for PSSC resources have been established as part of PSSC’s digitization initiatives. Dr. Martin reported that PSSC currently holds the AASSREC Presidency and will host the 2013 AASSREC Biennial General Conference. In preparation for this, PSSC hosted the meeting of the AASSREC Executive Council in January 2012. Dr. Martin reported that the first phase of the PSSC-CHED Digitization of Social Science Publications Project, which involves the digitization of journals and PSSC publications, is completed. The second phase is still underway. PSSC also partnered with the Social and Human Science Committee of the UNESCO National Commission for another digitization project. The project sought to digitize the works of identified social science pioneers and make these available in an open access archive. PSSC also continued to monitor the progress of the final batch of Philippine Center for Population and Development (PCPD) program grantees. Dr. Martin noted that two research grantees have recently completed their theses, while six graduate fellows are still in the process of completing their academic programs. She mentioned that PSSC organized a panel at the last Philippine Population Association Annual (PPA) Scientific Conference which featured the graduate researches of the PCPD fellows who have successfully earned their degrees. Dr. Martin noted that the Philippine Migration Research Network (PMRN) successfully organized a forum in January 2012, and co-organized/co-sponsored a panel at the 2012 PPA Annual Scientific Conference. She anounced PSSC’s newest program—the Virginia A. Miralao Excellence in Research Award—which aims to give incentives to young social scientists who have produced outstanding researches. She encouraged the member-organizations to nominate deserving scholars. Dr. Martin informed the body that the Ford Foundation International Fellowships Program (IFP) which the PSSC began administering in 2001 officially closed in 2012. A total of 222 individuals benefited from the graduate fellowship. Finally, she announced the two major events lined-up for 2013. These include the 20th AASSREC Biennial General Conference in April and the 7th National Social Science Congress in May. Treasurer’s Report Dr. Tarroja presented PSSC’s financial performance in 2012 as well as the approved budget for 2013. PSSC earned PhP3.80 million from income generating activities and services of the Council and spent PhP 4.52 million for Council Programs, Activities and Services. Revenue from PSSCenter operations reached PhP10.2 million, exceeding PSSC’s target income for the fourth consecutive year. Meanwhile, the approved budget for 2013 is PhP 2.79 million, lower than the 2012 budget of PhP3.76 million. The budget cut is largely due to the closing of the IFP Program, from which PSSC derives a good portion of its management income. However, projected income for the PSSCenter still remains at PhP10.10 million. 9 Membership Committee Report Dr. Manuel Diaz, Chair of the Membership Committee, thanked the other members of the Committee for monitoring the compliance of member-organizations. He reported that all 14 regular members paid their membership dues, 13 submitted their annual reports and 13 attended the 2012 General Assembly. With regard to their journal releases, he mentioned that two associations have multi-year gap on their journal issues, while 4 associations have yet to release their 2012 issues. On the other hand, 34 out of the 35 associate members paid their membership dues, 27 submitted their annual reports, and 23 attended the 2012 annual meeting. ANNOUNCEMENT AND OTHER MATTERS 1. Prof. Ronald Holmes presented the new logo of PSSC. The new logo was chosen through an online survey. He reported that out of the 12 responses that the survey garnered, 8 respondents voted in favor of the new logo.
