NDRRMC Update Sitrep No. 4 for Typhoon KABAYAN 31 Jult 2011

• On or about 3:40 PM, 29 July 2011, a tornado occurred in Brgy. San Jose Paombong, Bulacan with four (4) families affected and four (4) houses damaged Sea Mishap Region III • On 28 July 2011, a motorized banca with eight (8) fishpond workers on board capsized between the waters of Hagonoy, Bulacan and Pampanga Delta due to big waves and strong winds. Six (6) of the workers survived Region VI • On or about 6:00 AM, 31 July 2011, MV Trans Asia Malaysia from Cebu, with 110 passengers and 45 crew on board, was stranded between Negros and Iloilo waters, leaning on its side and was ordered to abandon ship. PCG Region VI mobilized the following assets to conduct SAR operations: six (6) motorized bancas, one (1) Bantay Dagat, MV Pilipinas Princess and MT Pilipinas of PCG craft. All 110 passengers together with the crew were accounted D. EMERGENCY MANAGEMENT NDRRMC • NDRRMC OpCen prepared and disseminated NDRRMC Advisories on Severe Weather Bulletins , Flood Bulletins for River Basin and Allied Rivers, General Flood Advisories on Typhoon “KABAYAN”; and Gale Warnings, to all Chairpersons RDRRMC, PDRRMC, and OCD Regional Centers through SMS and facsimile and uploaded the same at the NDRRMC website, Facebook, and Twitter accounts for further dissemination to their respective local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels • Directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR) and subsequently advised local DRRMCs to initiate pre-emptive evacuation of families in low-lying and mountainous areas if situation warrants REGIONAL INITIATIVES RDRRMC/OCDRC III • Disseminated domestic weather bulletins/ alerts / warnings /advisories to concerned RDRRMC III Member-Agencies, local DRRMCs, and broadcast media for widest dissemination ; 3 • Coordinated with PDRRMCs of Nueva Ecija, Tarlac, Bataan, Zambales, Pampanga, and Bulacan to activate their respective operations center ; • Coordinated with Flood Forecasting and Warning System for Dam Operations (PAGASA Pampanga) for any dam discharge ; • Alerted PRO III Regional Public Safety for rescue assets ready for deployment; AFP Provincial Disaster Response Unit, Subic Bay Metropolitan Authority and Olongapo City Rescue Team to pre-position personnel and rescue equipment in the flood-prone areas • Dessiminated Gale Warning No. 12,; SWB No 7on typhoon Kabangan, General flood Advisory n 7 for Central luxon a nd weather advicory amf weather advisory no 1 for low Pressure Area • PDRRMC Bulacan requested the assistance of Bulacan PPO to inform the PNP station in Central Luzon and Metro Manila, as well as the 18 th Special Forces of the Philippine Army of the sea mishap incident 4.
