Although President Trump is justifiably incensed by the damning reports of partisan misconduct throughout the Federal Bureau of Investi- gation (FBI) and the Department of Justice (DOJ), condemning “all of the political corruption and poor leadership found within the top ranks of the FBI,” he has been extremely vocal in praising the individual agents who have continued to demonstrate professionalism and patriot- ism in executing their roles. There are many who have brought shame to their agencies, but there are more who have dedicated their lives to exposing crime and corruption and protecting the United States, and some of whom have made the ultimate sacrifice for their country. Who maintains law and order at the federal level? For many, their first answer is “the FBI.” The oldest federal law enforcement agency in the United States is, however, the United States Secret Service (USSS). On April 14, 1865, President Abraham Lincoln signed into law legislation creating the Secret Service as a branch of the U.S. Treasury Department. Its mission was to combat the serious problem of counterfeit U.S currency. Today all US paper currency is printed at the Bureau of Engraving and Printing but at the conclusion of the Civil War, individual banks produced the country’s paper currency and it was estimated that one-third to one-half of the currency in circulation was counterfeit. Today, the mission of counterfeit suppression remains one of Secret Service’s main investigative priorities. The Secret Service additionally safeguards the payment and financial systems of the United States from a wide range of financial and electronic-based crimes. Financial investigations include bank and financial institution fraud, mail fraud, wire fraud, illicit financing operations, and major conspiracies. Elec- tronic investigations include cybercrime, network intrusions, identity theft, access device fraud, credit card fraud, and intellectual property crimes. While Lincoln’s assassination (hours after the creation of the Secret Service) sparked a discussion about the need for a permanent security detail for the President, it was only after two further presidential assassinations, James A. Garfield (1881) and William McKinley (1901), that the Secret Service assumed its protective mission. The Secret Service is authorized by law to protect: the President, Vice President, President-elect and Vice President-elect (these may not decline protection) and their immediate families; former Presidents and their spouses for their lifetimes and their children until age 16 or 10 years after the presidency; the widow or widower of a former President who dies in office or dies within a year of leaving office for a period of one year after the President's; former Vice Presidents, their spouses, and their children under 16 years of age, for up to 6 months from the date the former Vice President leaves office; visiting heads of states or governments and their spouses traveling with them; other distinguished foreign visitors to the United States and official representatives of the United States performing special missions abroad, as directed by the President; major presidential and vice presidential candidates and their spouses; any other individuals as designated per executive order of the President. The USSS also provides physical security for the White House Complex, the neighboring Treasury Department building, the Vice Presi- dent's residence, and all foreign diplomatic missions in Washington, D.C. and National Security Special Events. The protective environ- ment is enhanced by specialized resources within the Secret Service, including: the Airspace Security Branch; the Counter Sniper Team; the Emergency Response Team; the Counter Surveillance Unit; the Counter Assault Team; the Hazardous Agent Mitigation and Medical Emergency Response Team; and the Magnetometer Operations Unit. Other specialized resources also serve to provide protection from threats, including chemical, biological, radiological and nuclear materials and explosive devices. On March 1, 2003, the Secret Service was transferred from the Department of the Treasury to the Department of Homeland Security. The motto of the Secret Service is “Worthy of Trust and Confidence.” The FBI came into being in 1908 and is now the largest federal law enforcement agency in the United States. Its parent agencies are the Department of Justice (DOJ) and the Office of the Director of National Intelligence (ODNI). Until 1908, the Secret Service was the agency responsible for conducting federal criminal investigations. President Theodore Roosevelt and Attorney General Charles J. Bonaparte sought to combat the anarchist threat by creating an agency that reported solely to the Attorney General. Bonaparte conducted his investi- gative efforts by borrowing manpower from the Secret Service. Congress, however, banned the loan of Secret Service operatives to any federal department in May 1908. Bonaparte notified the Congress of these actions in December 1908. The main priority of the FBI is to protect the United States from international and domestic terrorist attacks. The FBI’s Counterintelligence Division is the lead agency for exposing, preventing, and investigating intelligence activities on U.S. soil as well as keeping weapons of mass destruction from falling into enemy hands. The FBI also investigates cybercrime, public corruption, civil rights, organized crime, white- collar crime, violent crime and weapons of mass destruction. The FBI motto is “Bravery, Fidelity, and Integrity.” Dan Emmett, a retired Secret Service Counter Assault agent, and retired CIA officer says, “Never confuse the Secret Service with any other government agency, and please, never introduce a Secret Service agent to anyone as an employee of the FBI or CIA.” The Central Intelligence Agency (CIA) is the premier intelligence service of the United States but has no authority to make arrests and no law enforcement function. Its primary duty is to gather intelligence in foreign countries and present this to the President. The CIA was created under the National Security Act of 1947, signed by President Truman on July 26, 1947. The first intelligence gathering service was Office of the Coordinator of Information (COI). In World War II, President Franklin D. Roosevelt created the Office of the Coordinator of Information (COI) to streamline the collection, organization, and dissemi- nation of the intelligence that the government agencies collected.
