The available data from various national sources shows mixed trends but mostly positive in terms of achievement of end of project targets. Targets for lending of private funds to the agriculture sector, the ratio of processed exported agricultural products to total agricultural exports, irrigated area Public Disclosure Copy developed and smallholders using tractors have been achieved. Rice productivity in 20 irrigation schemes under PHRD has increased form 4.1 t/ha to 5.8t/ha against end of project target of 6.0 t/ha. Indicators for outreach to project beneficiaries (by gender), utilization improved livestock breeds and use of oxen traction are on track but unlikely to meet their targets. Indicators on use of improved seed and fertilizer are lagging behind the envisaged targets. The impact assessment studies for irrigation development, extension services and local infrastructure were conducted in 2013 to compliment the available data. The extension study shows that the use of Farmer Field Schools (FFS) has increase the extension coverage to 59 percent and enhanced technology adoption. The impact assessment study on irrigation confirms increase in irrigated area supported by the project with associated higher technology adoption rates and productivity. Overall Implementation Progress (IP) is rated Satisfactory. The ASDP activities focused on strengthening project achievements and enhancing their sustainability. For component 1 (Local Level Support) good progress was made in strengthening local level capacity in value-chain based planning and monitoring and evaluation, enhancing access to technologies and service delivery and completion of irrigation infrastructures.
