The University of Trento is at the forefront of research and teaching on the EU. The Departments of Sociology and Social Research, Economics, Law, and Humanities and the School of International Studies host entire degree programs devoted to European and international topics. The faculty members from these and other departments coordinate numerous research projects on Europe while the Jean Monnet Centre of Excellence is a hub of production, discussion and dissemination of knowledge on the European Union. I wish you a most profitable conference in Trento and a pleasant stay in our city. The Rector of the University of Trento, Prof. Dr. Paolo Collini I am delighted to extend my warm welcome to Trento to the participants in the 8th Pan-European Conference of the ECPR Standing Group on the European Union. This line of research has long been at the core of the activities of the ECPR, and it is even more crucial now that the European project is being challenged from so many different fronts. I am particularly happy that this meeting takes place in an institution that hosts under the same roof sociologists, political scientists, and political historians. The integration of different academic disciplines in the conducting of political research has always been at the core of the ECPR’s mission, and this is very much in line with the approach we are trying to implement in our Department. I wish you a productive and pleasant stay in Trento. The Dean of the Department of Sociology and Social Research of the University of Trento, Prof. Dr. Mario Diani Dear SGEU members, It is our pleasure to welcome you to the 8th Pan-European Conference on the EU at the University of Trento, entitled “The Union’s Institution and Constitutional Transformations: Stress or Adaptation?”. First and foremost, we would like to thank Simona Piattoni, Marco Brunazzo and their team for organizing this event in an excellent manner. They have worked hard to put together a very impressive program, comprising ten panel sessions with issues ranging from the representative dimension of the European Union to Euroscepticism. We are also happy that in collaboration with the Journal of Common Market Studies, the organizers have invited Sandra Levenex as our keynote speaker to speak about one of the hottest policy issues in the European Union today, migration and asylum policy. Last but not least, when the steering committee of our standing group on European Union selected Trento as our conference location, we did not know that the region would become one of the most visited tourist areas in Europe. We therefore wish all the participants not only a pleasant and stimulating conference, but also the chance to get to know Trento and its university better. The Program Chairs, Prof. Dr. Thomas König and Prof. Dr. Antoaneta L. Dimitrova 2 Dear Participants, welcome to the University of Trento and the Department of Sociology and Social Research! We are happy to host the 8th Pan-European Conference on the EU of the SGEU-ECPR in Trento, a small city in the Alps with a strong personality and an interesting history. Trento and Trentino (the region surrounding it) are not only spectacularly beautiful but also endowed with a distinctive history and tradition. Once a province of the Habsburg empire, Trento became part of Italy after World War I together with Alto Adige-Südtirol. Together with the Austrian Land of Tirol, these three regions cultivate many joint cultural and political activities, having created a Euro-region which runs a common liaison office in Brussels. In these troubled periods for the European Union, we find it particularly apposite that we should host this conference here whose aim is to reflect on the current state and future shape of the European Union. We hope, in this way, to give our scientific contribution to the understanding of the pressing issues of our times. We also hope that you will find the time to enjoy the mountains and lakes surrounding Trento. The Local Organisers, Prof. Dr. Simona Piattoni and Prof. Dr. Marco Brunazzo 3 Organizing committees The conference is organized by the ECPR Standing Group on the European Union (SGEU) and the Department of Sociology and Social Research at the University of Trento, Italy, in collaboration with the Jean Monnet Centre of Excellence of the University of Trento. Created in 1995 to promote co-ordination and collaboration among political scientists interested in the blooming area of research on the European Union, the SGEU main activities cover: • the organization of biennial pan-European conferences on the politics of the European Union, • the sponsoring of summer schools on any aspects related to the politics of the European Union, • the organization and sponsoring of Workshops, Panels and Sessions at the ECPR Joint Sessions of Workshops, the ECPR General Conference, and any major political science conference, • the maintenance of a mailing list, a news service and a website. Although primarily a group of political scientists, SGEU also fosters multidisciplinary collaboration across any social science discipline, including anthropology, economics, law, sociology, and social psychology, with a substantive focus on the European Union. The Standing Group is open to individuals in ECPR member institutions as well as those from non-ECPR institutions. The Standing Group is led by a Steering Committee. It meets at the biennial pan-European conference on the politics of the European Union and at the ECPR General Conference. The University of Trento The University of Trento is a medium-sized university, founded in 1962. It is a young, dynamic, research oriented institution, marked by high-level teaching opportunities and facilities. The figures describing the University – 16,000 students and about 600 faculty members and 600 staff personnel – reflect this institution, which is organized into 10 Departments and 3 Centres. Moreover, the University continues to expand its fields of research and to offer new courses. The distinct international approach of the University of Trento is one of its strong points. It is involved in many research networks and has prestigious cooperation agreements with important research centres and universities throughout the world, which encourage scientific exchanges and mobility of teaching staff and students. The University also takes pride in offering Double Degree Programs, which involve high-profile international scientific contacts. Many Master’s courses and Doctoral courses are taught in English. The high-quality research activities are described in the Italian National Agency for the Evaluation of the University and Research Systems (ANVUR) 2013 Report, which evaluated the quality of research in the period 2004-2010: Trento ranks first place for the scientific production in the medium-sized Italian universities. The knowledge and skills of researchers and teaching staff at the University of Trento have significantly increased its ability to access European funding for research projects and to obtain ERC grants. The University of Trento devotes a lot of energy to the strengthening of international relationships but, at the same time, believes in the continuous consolidation of relations and connections with
