The Minutes were confirmed at the meeting. 1.4 Business Arising Page 1 of 11 BA directed TC delegates to the update on actions for the Business Arising from the 15 August TC meeting, provided in the ‘Summary of Resolutions, Actions, and Outcomes Table’ in the Technical Committee Meeting Agenda (pg. 2). BA noted that the Pollution Hotspots map had been updated with Randwick data, and that issues raised at the last TC meeting were discussed with Sydney Water at the September quarterly meeting. The Grants Committee will commence early in 2020. If other Councils are interested in nominating to sit on the committee, please email Kate Vitnell at [email protected] NC (North Sydney), provided an update on the Coal Loader Wharf project, with Transport for NSW (RMS) proposing to undertake emergency safety works to erect an exclusion zone around the wharf to contain debris. This may impact on the marine environment including biodiversity, preventing access to the wharf for feeding, breeding etc. Following discussions with DPI, they have put further conditions on the permit including an increase in aperture size of the nets and timeframe the net is in place. At this stage the net will still be pinned to the floor as the potential for debris to leave the site is considered a safety issue in the navigational area. 1.5 Meetings The Technical Committee Meetings for 2020 are as below: • Thursday 20 February 2020 • Thursday 21 May 2020 • Thursday 27 August 2020 • Thursday 19 November 2020 Waverley Council has nominated to host the Technical Committee Meeting on 20 February 2020. Update on SCCG Activities and Projects 3.1 Collaboration 3.1.1 Sydney Harbour Coastal Management Program SJ provided an update on the Sydney Harbour Coastal Management Program, noting that SCCG has been engaged by DPIE to project manage the Phase 1 process including establishing and facilitating the Steering Committee and Partners Group, and drafting the governance plan. Two Steering Committee Meetings and One Partners Group Meeting have been held so far, with both group feeding into the development of the draft governance plan which will go to Minister Hancock via the Chair Prof. Bruce Thom in December. Currently in the process of workshopping scope and have had discussions with our individual member councils, which has indicated they would not support a limited scope where there may be a need for further individual CMP’s in the future. Noted that inundation is a high risk for some council areas and should be included. In the next phase of the CMP process MOU’s will be developed between all partners (councils, state agencies). 3.1.2 MEMA Workshop BA noted that the Member Council MEMA workshop was held on 22nd August at Waverley Council. The actions identified in the workshop were included in an outcomes report which has been provided to DPI Fisheries/MEMA to consider during the funding bid to treasury for round 2 funding for actions within Sydney Harbour to be included within the Marine Estate Management Strategy. SCCG met with MEMA as a follow up to discuss potential projects including vegetation/biodiversity mapping and advocating for funding for the risk-based framework to be undertaken in the bioregion. Page 4 of 11 A brief update on the Shark Management Strategy/Smart Drumline Trial was provided. NC noted that the Sydney Institute of Marine Science has also undertaken a bull shark tagging project. 3.2 Capacity Building 3.2.1 Get the Site Right SCCG partnered with the Parramatta River Catchment Group (PRCG), Cooks River Alliance (CRA), Georges Riverkeeper (GR), NSW EPA and Department of Planning, Industry and Environment to undertake the Get the Site Right program as a one blitz day on 15th October. All but one of the SCCG Member councils participated in the October Blitz. Results: 19 Councils participated, conducting 406 inspections, with 62% of sites
