Global Logistics Cluster: WEEK 30 GLOBAL LOGISTICS CLUSTER OPERATIONS WEEKLY UPDATE TH TH 20 – 26 JULY 2012 Each week the Global Logistics Cluster Support Cell (GLCSC) provides an operational update on the activities of Logistics Clusters/Sectors in the field, together with the details of the latest publications on the Logistics Cluster website. The GLCSC is housed in the Logistics Division of the UN World Food Programme, the Global Logistics Cluster Lead. It is comprised of a diverse, multi-skilled group of logisticians, currently drawn from ACF, Care Canada, MSB (formerly SRSA), Save the Children, and WFP. Previously, the GLCSC has included representation from Care International and WVI. Infrastructure and Assessments: July 20 2012 - Compte-rendu Meeting - Mali - 19 • The Mauritania Logistics Capacity Assessment (LCA) is currently being juillet 2012 updated. MALI: Situation: • The total number of internally displaced people (IDPs) within Mali is estimated at 155,042. The number of Malian refugees registered in Burkina Faso, Mauritania and Niger is now at 202,684 individuals. • No significant evolution of the cholera outbreak. • The security situation remains tense. • Access to the North is still limited, but NGOs are able to cover the needs and plan to have a greater presence as they plan to open new offices in Mopti. • The priority for the Logistics Cluster is now to clarify the customs procedures for NGOs and the resources within the system. NGOs in Niger anticipate a radicalisation of the customs procedures and stated that they prefer to keep Bamako as their main hub. • A full briefing on programme, means of operations and present constraints was given to OXFAM, Save The Children, UNICEF, MDM and Solidarités Internationales. Services: • UNHAS reservations will be charged 100 USD per person in Mali, and 200 www.logcluster.org Page 1 of 4 Global Logistics Cluster: WEEK 30 USD per person outside Mali. • Eight Mobile Storage Units (MSUs) have been custom cleared and now in stock. • A technician will be in Bamako on the 27 July to train the assembling of MSUs. • The Emergency Coordinator is to provide a list of needs for MSU deployments. http://www.logcluster.org/ops/som11a Somalia Situation: UNHCR has reported that approximately 8,100 persons have been displaced in Somalia during the month of July; primarily as a result of insecurity and lack of livelihood. • UNICEF has reported that approximately 8 million people across Somalia, Ethiopia and Kenya are still in need of humanitarian assistance; with children in particular threatened by poverty, insecurity, malnutrition, and disease. Ports Situation: • Dar Es Salaam – The port remains congested: 7 vessels at berth, 9 vessels at anchorage, 10 vessels are expected to arrive in the coming days. Rehabilitation works on one of the container berths are on-going. Humanitarian vessels and car-carriers continue to be given berthing priority. The weather has been unpredictable for most of the previous week. • Mombasa – The port is not congested: berthing at the general convention and container terminals are immediate. The weather is reported as unpredictable. • Mogadishu – Normal port operations have been suspended for the weekend prayer break until tomorrow. Some delays in port operations have been experienced throughout the week due to adverse weather conditions and strong winds. The WFP Chartered vessel carrying the last cargo for the free-to-user Logistics Cluster shipping service, for discharge in Berbera and Bossaso, is currently off-loading in Mogadishu port. Humanitarian vessels continue to receive priority berthing. The weather is reported as poor. • Bossaso – Heavy traffic is expected in the coming weeks at livestock export increases. Berthing priority is based on first come first serve basis, though livestock and cement cargo vessels are given priority. • Berbera – Adverse weather conditions and high seas have been reported throughout the week, delaying berthing of vessels at anchorage. Berthing priority continues to be given to containerised and humanitarian cargo. Strong winds have been reported. • Djibouti – The port is congested, and has been experiencing congestion for most of the week: 3 additional vessels are expected to arrive at the port in the coming days. Coordination: • The next Logistics Cluster Coordination meeting is scheduled for 03 August 2012. • A meeting of the Somalia Inter-Cluster working group was held on 25 July 2012 in Nairobi. Representatives from the Education, Food Security, Health, Logistics, Protection, Shelter, Nutrition, and WASH Clusters were in attendance. Services: • The trial period for the UNHAS service connecting Somaliland and Puntland with Mogadishu will come to an end on 31 July 2012. An www.logcluster.org Page 2 of 4 Global Logistics Cluster: WEEK 30 evaluation will take place after the end of this initial two month trial period to determine the continuity of this schedule. • The first voyage to carry inter-agency cargo under the Bilateral Cost- Recovery shipping service offered by WFP is underway, with the vessel currently discharging NFI cargo in Mogadishu. The vessel will continue on to Berbera and Bossaso. The organisations leasing the MSUs will be responsible for transporting the MSUs to their final destinations, and installing and managing the units themselves. July 20 2012 - South Sudan Access Constraints as Coordination: of 20 July 2012 • The Logistics Cluster continues to provide feedback to organisations http://www.logcluster.org/ops/ssd11a/south- operating in the two emergency sites in Upper Nile and Unity States sudan-access-constraints during the weekly refugee status meetings. • Two Logistics Cluster Officers were deployed in Unity and Upper Nile States to facilitate coordination, opening of supply routes, conduct assessments, and manage warehousing/repairs. • The cargo transit site in Melut became operational this week and the first boat shipment from Juba has departed. The Logistics Cluster common storage facility will be erected shortly and will be used for short-term storage only until onward movements to Maban County are consolidated. • The Logistics Cluster bi-weekly meeting was held in Juba. Organisations were informed of the critical access constraints and numerous reports of deteriorating airstrip conditions in Yida. • During last week’s UNHAS meeting, they announced that several airstrips are lacking dedicated and trained focal points. The Logistics Cluster has been informing organisations of the potential suspension of UNHAS flights if focal points are not identified and is working with partners in Yida to assist UNHAS with identifying a potential focal point. • A Logistics Cluster Officer in Yida has been tasked with compiling agency charter flight information and timings and is coordinating with organisations to ensure airstrip congestion and additional flight accidents are avoided. • The Logistics Cluster participated in the CHF Emergency Funding review supporting OCHA in determining projects and funding priorities for the refugee response in Unity and Upper Nile States.
