This Personnel Services Delivery (PSD) guide is a single document containing procedural instructions/information on the Enlisted Promotion/Demotion process. This PSD guide is provided as a written service to Regular Air Force (RegAF) Airmen and service center agents. b. RegAF Enlisted Promotions details the concepts, flow, control and processing procedures to support the Airman promotions program: Airman (Amn), Airman First Class(A1C) Senior Airman(SrA) SrA Below-the-Zone (BTZ) promotion program Senior Non-Commissioned Officer (SNCO) promotion program for Master Sergeant (MSgt), Senior Master Sergeants (SMSgt) and Chief Master Sergeants (CMSgt) Weighted Airman Promotion System (WAPS) for Staff Sergeant (SSgt), and Technical Sergeants(TSgt) 2. AFPC/DP3SP Enl Promotion [email protected] Page 3 of 78 RESPONSIBILITIES UNIT 1. Facilitate the notification of the promotion program to individuals assigned to the unit. 2. Assist with scheduling and rescheduling promotion eligible personnel. 3. Use the rosters to track non-select and withhold promotion actions. 4. Provide the commander the tools necessary to quality review individual promotion eligibility. 5. Ensure the commander reviews the “Unit Selectee” and “Unit Non-selectee or Withhold” lists to fully evaluate each Airman’s promotion status and to approve, disapprove, or withhold the promotion. 6. Ensure the commander lines through the Airman’s information from the “Unit Selectee List”, and notifies the Airman in writing if non-recommending or withholding an Airman’s promotion in accordance with AFI 36-2502, paragraph 4.2 or Tables 1.1 or 1.2, using template memo’s on myPers asapplicable 7. Ensure the commander certifies the “Unit Selectee List”. 8. Forward the letters of non-recommendation, or withholding of promotions to the MPF Career Development office for update of the Promotion Eligibility Status (PES) code and/or GSR and to file in the Airman’s automated records management system (ARMS)record. 9. Ensure the commander reviews the “Unit Non-selectee/Withhold List” to verify reasons that render Airmen ineligible for promotion and annotate any changes. NOTE: A letter of withhold/ non-recommendation is required on those Airmen whose promotion was automatically placed in withhold. PAFSC skill-level waiver letters indicting commander’s approval or disapproval arealso returned at this time. 10. Ensure the unit commander provides a promotion recommendation letter on an Airman who was previously non-recommend for promotion, and is now approved for promotion and informs the Airman of their approved status. NOTE: Personnel previously disapproved are shown on the “Unit Non-selectee or Withhold List” as “PES code other than“X”. MPF (Career Development Element) 1. Responsible for processing Senior NCO, NCO WAPS and Airman Promotions. 2. Complete preselect, select and post-select phases, according to the table at Attachment 1, 3. Publish, process and distribute STEP promotion and administrative demotion order when authorized. 4. Research and verify all non-selectee and withhold conditions on the “MPF Non-selectee and Withhold List. Airmen in this category are not automatically projected for promotion due to AFSC verification (SrA only), PES code is other than “X”, promotion is overdue or the DOR/TAFMSD is invalid. 5. Update the valid data and if eligibility requirements are met, manually project the promotion and add the Airman’s name/info to the “MPF and Unit Selectee List.” NOTE: Airmen competing for promotion to SrA eligible for PAFSC skill level waivers are identified. Airmen ineligible for a PAFSC skill level waiver or their unit commander disapproved the PAFSC skill level waiver remain ineligible for promotion until awarded a 3 skill level PAFSC or become eligible for a PAFSC skill level waiver in accordance with AFI 36-2502. 6. Forward letters disapproving PAFSC waivers in the Airman’s ARMS record until eligible for promotion. 7. Manually project the promotion, if the commander approves a PAFSC waiver and ensure to update waiver reason code “A.” NOTE: If otherwise eligible, an Airman with PAFSC 9A500 may be promoted to SrA, if eligible for a PAFSC waiver and the waiver is approved. An A1C with an AFSC of 9A100 (Airman awaiting retraining-disqualified for reason within control) or AFSC 9A200 (unclassified Airman pending discharge) are not eligible for promotion. Use GSR “1D” to promote to the rank of Amn. Use GSR “1F” to promote to A1C. Use GSR “1K” to promote to SrA (fully Enlisted Promotions PSD Guide Please give us Feedback! AFPC/DP3SP Enl Promotion [email protected] Page 4 of 78 qualified). Use GSR “1L” to promote to SrA BTZ. 8. Update PES codes, PES effective dates and PES expiration dates. The data requiring update include the appropriate GSR, the PES code, the effective date and the expiration date, if applicable. 9. Update and terminate promotion withholds. 10. Update the PES code to “X” and manually project a promotion when the unit commander approves an Airman for promotion who was previously disapproved for promotion. 11. Update all enlisted promotion non-recommendations. 12. Upon receipt of authorization, project the promotion of an Airman to grade E-5, prior to the Airman reporting to a commissioning program. 13. Update the PAFSC Skill Level Waiver(s) in accordance with AFI 36-2502 and AFPC/DP2SPP annual Cycle PAFSC Skill Level Waivermessages. 14. Update SrA BTZ promotions. 15. Update Administrative Demotions, Article 15 Reductions, Article 15 Suspended Reductions, Vacation of Article 15 Suspended Reductions and Remissions of Article 15 Suspended Reductions. 16. Update and terminate promotion deferrals. AIRMAN Eligible Airman are required to obtain/review their DVR(s) on the virtual MPF (vMPF) using the following instructions: 1. Print and review DVR or Score Notice for accuracy. 3. Compare data listed on DVR with the source documents in PRDA prior to testing. AFPC Enlisted Promotions 1. Works with each AFPC tier to ensure AF enlisted programs are effectively executed. (DP3SP) 2. Processes Senior NCO (DP2SPP), NCO (DP2SPP), and Airman Promotions (DP1SSP). 3. Announces processing instructions, (fact sheet), prior to the PECD for each cycle. (DP2SPP) 4. Begin the promotion selection phase by checking promotion eligibles against test data received and by applying the weighted factors (and promotion board score for MSgt SMSgt and CMSgt promotions) with the promotion objective to identify the select and non-select population. (DP2SPP) 5. Announce the monthly promotion increments prior to the effective month to ensure timely promotion actions by the MPF.(DP2SPP) 6. Sole responsibility for updating Article 15 Set Asides, Mitigations, Suspensions and Court- Martial Reductions.(DP1SSP) 7. Approves exceptionto policyPAFSC skill level waivers. Unique programs are used to create, maintain and process data pertinent to the promotion and testing requirements to conduct promotion cycles for SSgt through CMSgt. 2. The promotion cycle begins with the eligibility file being created in the AFPC WAPS database. An initial eligibility determination is made; applicable transactions are created and generated to the servicing MPF. 3. The data on individuals identified as eligible or ineligible for promotion consideration is reconciled between the WAPS file and MilPDS to ensure AFPC accurately makes the eligibility determination. 4. Individual promotion data verification record(s) (DVR) are provided to all individuals initially determined to be eligible. Each eligible Airman is responsible for verification of
