POOLROOM-BILLIARD HALLS Definition Every table or device designed, intended or used for the playing of pool, bank pool, snooker, billiards or any similar game shall be deemed to be a pool or billiard table regardless of its size and irrespective of whether or not the same be coin operated. Comply with all A.B.C rules and regulations. 6. No music shall be permitted that is of such volume as to constitute any violation of the City’s noise ordinance. 7. Any parking lot connected with the licensed premises shall be regulated by the licensee so that the noise level generated by the permittee’s customers or visitors does not constitute a nuisance or any annoyance to any persons residing on any surrounding premises or property. 8. Doors are to be equipped with a self-closing device and are to remain closed during business hours. PLANNING DEPARTMENT 215. All signs must conform to sign ordinance. Any new signs have planning division approval prior to installation. 222. Graffiti must be removed from any exterior surfaces of the structures and improvements on the property within (72) hours following the application of the graffiti. LICENSE DEPARTMENT 51. Pursuant to EMMC Section 5.12.260, all other City fees and taxes must be paid as a prerequisite to the issuance of this permit. Should the permit holder default on the payment of any fee or tax due the City by any provision of law or of this Code, this permit shall become invalid. CODE ENFORCEMENT 20. Smoking is not permitted inside the facility, pursuant to Labor Code Section 6404.5. FIRE DEPARTMENT 967. All portable fire extinguishers must be serviced to date. BUILDING DEPARTMENT 560. All building electrical plumbing & mechanical elements must be maintained to an acceptable level of code compliance. 561. All exits and exit pathways must be maintained as required by the building codes. City of El Monte Permit Committee POOLROOM / BILLIARD HALL (Non-Alcohol) Standard Conditions POLICE DEPARTMENT 320. Must keep all windows free from advertisements, decorations or any other form of obstruction which would tend to obscure view of the interior from outside the premises. 321. Must employ measures which will deter the potential of violent crimes. Such measures include but are not limited to: A. Hiring qualified security personnel as may be required and approved by the El Monte Police Department. B. Immediately notifying the Police Department at the time when business management or security suspect gang activity or potential of violence by customers. C. Placement of video surveillance equipment on the premises. Video equipment shall be sufficient to monitor and record interior game area, rental desk and must include cameras which monitor front and rear (if any) parking facility. The video tape recordings for each day of operation must be maintained and stored on the premises for a minimum of seven (7) days after the recordings are made. D. Comply with El Monte Municipal Code Section 5.76.020 which prohibits minors (persons under 18 years of age) from entering the premises. E. Comply with El Monte Municipal Code Section 5.76.030 by posting appropriate age restriction sign(s) as described in the code. F. Comply with all Federal, State, and City laws and Ordinances. 6. No devices of any kind, either electronic or non-electronic, shall be allowed within the facility if used for non-permitted gambling purposes 852. “No electronic or non-electronic device of any kind, or any other thing or object shall be permitted within any area of the facility that is open to or visible by the public or patrons of the business that shows or depicts “specified anatomical areas” and/or “specified sexual activities” as defined in EMMC 5.16.020 of human beings or simulated human beings unless a permit for an adult oriented business has been obtained per Chapter 5.16 o the El Monte Municipal Code.” PLANNING DEPARTMENT 215.
