OCD Region X turned over a total of Php465,000.00 worth of financial assistance to the claimants/beneficiaries of dead and injured victims of Kolambugan and Kauswagan, Lanao del Norte The NDCC continue to enjoin all humanitarian actors providing support to the IDPs to coordinate with the local authorities, government cluster leads and work within the NDCC/RDCC and LDCC framework to ensure complimentarily and unity of efforts, minimize duplication and prioritize the provision of assistance to the most in need UN Agencies, and NGOs/INGOs, Humanitarian partners/agencies are advised to coordinate all actions with the following OCDRCs Directors who were designated as principal coordinator for a more effective delivery of assistance and information/data management : Regional Centers OCDRC Director Contact Nos. Armando Duque (064) 4250330, (0917) 504-6233 The International Committee of Red Cross (ICRC) and the Philippine Red Cross’ emergency operations complements the efforts of the Philippine government agencies and other international organizations. It continues to coordinate its activities with the authorities in Mindanao, in particular with the representatives of NDCC and DSWD at regional, provincial and municipal levels. ICRC has now 53 staff members in Mindanao A. IDPs (No changes from the last report) Total number of IDPs INSIDE evacuation centers: 19,481 families/97,037 persons Total number of IDPs OUTSIDE evacuation centers: 56,450 families/278,827 persons Total number of IDPs served inside and outside evacuation centers: 75,931 families/375,864 persons 2 B. The DSWD in coordination with other humanitarian organizations/agencies provided food rations and non-food items such as mosquito nets, mats, clothing, soap, blankets, plywood used as beds, and cooking utensils in Regions X, XII and ARMM, and conducted supplemental feeding to 3,506 0 - 6 yrs old children and 126 pregnant and lactating mothers • OCD X facilitated the release of 250 sacks of rice from NFA Iligan City Warehouse as augmentation: 100 sacks for Munai, 50 sacks each for Poona Piagapo, Tangkal and Pantao Ragat, all in Lanao del Norte • PDCC Lanao del Norte distributed 55 sacks of rice and 880 packs viand to Munai, Lanao del Norte; 130 sacks of rice and 1,300 packs viand to Tangkal, Lanao del Norte • ICRC distributed 1,601 food items and 1,747 non-food items to IDPs of Lanao del Norte • ICRC served 108,429 individuals in North Cotabato, Maguindanao, Lanao del Norte and Sarangani, and more than 10,000 persons have already received a second distribution • Delivered essential household items to 52,733 individuals in the same regions • Set up a warehouse in Davao with a capacity of 3,000 food rations or kits of household essentials every day • ICRC’s emergency food ration for a family of five persons consists of 25 kg rice, 3 liters oil, 24 tins sardines, 12 packs noodles, 1kg sugar, 0.5 kg salt and 2 bars laundry soap • ICRC’s essential household item kit for a family of five includes the following: 1 hygienic kit (5 toothbrushes, 3 toothpastes (100ml), 5 bath soap, 5 laundry soap, 1 shampoo (200ml), 12 small towels, 2 sanitary cloths or pasador); 1 family size mat; 1 family size mosquito net, 2 blankets, 1 basin, 1 bucket with lid, 2 jerrycans (10 liters); 1 kitchen set (5 spoons, plates, cups, 1 wooden laddle and 1 cooking pot); and 1 local tarpaulin 24 m2 Health, Nutrition, Psychosocial and WASH • Based on the CHD’s disease surveillance report, the five leading causes of consultations in evacuation centers were the following: CHDs Top leading Causes Total Cases Fever, cough, loose bowel movement, skin As of Oct. 31, 2008 X rashes , hypertension and body pains 752 Upper respiratory infections, influenza, As of Oct. 28, 2008 XII pneumonia, urinary tract infection and acute gastro enteritis (Kalamansig, Sultan Kudarat ) 123 Measles Cases As of Oct. 23, 2008 ARMM Shariff Kabunsuan, Maguindanao & LDS 172 Total 1,047 4 • DOH-CHDNM will conduct validation of pneumonia and dehydration cases in Munai, LDN on November 4, 2008. • On-going mop up immunization (5,000 below 15 yrs old) • DOH-CHDNM provided low salt, high protein, high carbohydrates diet among IDPs. Also provided special diet for pregnant and post partum women. • Continued Vitamin A supplementation and education on child and maternal care. • DOH-CHDM has started its construction of latrines in Riverside National High School, Kolambugan, LDN (60% completed); constructed 30 latrines in Munai and 20 in Tangkal (100 % completed); continuously provide and augment basic medicines, vaccines and other supplies • DSWD conducted stress debriefing to 470 IDPs and aid workers, disease surveillance and control including measles immunization for 11,857 children and provided medical services and supplies • ICRC provided clean water and sanitation for more than 75,000 people in North Cotabato, Maguindanao and Lanao del Norte. This involved protecting 21 shallow wells equipped with hand pumps, installing 8 water reservoirs and tap stands, repairing water distribution network in a school, building a water tank platform and installing a supply line in a school, improving a water network in a village, covering the cost of water and electricity for wells supplying 3 evacuation centers, upgrading water delivery systems for 2 evacuation centers, emptying at least 5 septic tanks and building 118 latrines • Facilitated the construction and installation of water bladder in Madraza Cabaro School and 4 latrines in Madraza Ceanuri School in Iligan City • Provided eight health care centres and three hospitals in Mindanao with medicines and supplies and provided around 100 people with individual medical assistance including war-wounded and displaced people • Donated essential medicines and medical supplies to the temporary health posts in Linamon and OLPHA evacuation centers and to RHU in Barangay Matungao, Linamon, Lanao del Norte; assisted 32 wounded and 7 sick patients in Iligan City and Ozamiz City; and provided one (1) IV fluid kit and one (1) dressing kit in Munai Health Center; and continuously assess the health in evacuation centers Emergency Shelter • Status of bunkhouses construction in Lanao del Norte by DPWH 1st and 2 nd Engineering Districts • Bgy Kulasihan, Kolambugan - One unit – 100% completed as of 27 October 2008 • The four (4) additional bunkhouses in Brgy Kulasihan, Kolambugan, LDN have been completed as of 30 October 2008. Kauswagan One unit of bunkhouse in Kauswagan is 100% completed as of 28 Oct 2008 5 Munai Two units with 32 rooms and 12 seaters toilet - 100% completed as of 20 Oct 2008 Tangkal Three units of bunkhouses 32 rooms and 12 seaters toilet – 70% completed as of 30 Oct 2008. Construction is ongoing Poona Piagapo 2 units with 32 rooms and 12-seaters toilet – 60 % completed as of 30 Oct 2008. Construction is on going Education • DepEd Lanao del Norte Schools Division is continuously monitoring the security situation of interior municipalities for the feasibility of resumption of classes and the on-site assessment of extent of damage and rehabilitation needs of schools in Munai, Poona Piagapo and Nunungan, Lanao Del Norte. • DepEd 10 conducted a regionwide activity - Advocacy for the Culture of Peace: Conduct of Regional Peace Village on October 27-29, 2008 at the Mindanao Civic Center in Tubod, Lanao del Norte and was participated in by all 12 schools divisions in the region • DSWD supervised neighborhood play sessions to 326 (6-12 yrs. old) children staying in evacuation centers; day care activities for elementary and high school students and livelihood training Camp Management and Protection • The DSWD supported by other agencies like CHR, LGUs, DepEd, DOH and ICRC is assessing the condition of children and other vulnerable groups in evacuation centers and continue the profiling and validation of evacuees Livelihood and Rehabilitation • TESDA – Graduates of Small Engine NCII from Rufino Santos Elementary School, Bacolod, Lanao del Norte have their own motorcycle and operating as “habal-habal” operators.
