Purpose of this Report This report presents a transit-oriented development (TOD) planning and implementation study of Cleveland’s West Blvd.-Cudell Station Area. It was undertaken by the Northeast Ohio Areawide Coordinating Agency (NOACA), the state- and federally-designated Metropolitan Planning Organization (MPO) for Greater Cleveland. This West Blvd.-Cudell report is part of NOACA’s Regional TOD Scorecard and Implementation Plan, a two-phase regional initiative begun in 2015. NOACA’s consulting team was led by AECOM. In Phase I, NOACA worked with its study partners—the Greater Cleveland Regional Transit Authority (RTA) and Cleveland Neighborhood Progress, Inc.—as well as the City of Cleveland and other stakeholders to develop a regional TOD framework. This framework began with a broad, flexible definition of TOD based on four foundational ingredients: Development that is compact and dense—not in uniform, absolute terms but in relative terms, compared to the surrounding area. This allows more people to live, work, shop, or go to school within walking distance of the station or stop. A rich mix of land uses, if not at each station then in each segment of a corridor. Mixed-use development helps create safe “24/7” places. When housing, jobs, and other uses are in close proximity, many daily activities can be reached by walking or biking. Mixed-use development also allows more efficient use of the transit system, by generating commuter trips both to and from the station in question.
