DELEGATION 1. COMMUNITY SERVICES/DUFFERIN OAKS/MUSEUM – November 28, 2019 ITEM #1 – Headwaters Health Care Centre Ms. Mary Wheelwright and Mr. Geoff Harris, Headwaters Health Care Centre, to delegate to Committee regarding diagnostic imaging services in Shelburne. COMMUNITY SERVICES 2. COMMUNITY SERVICES/DUFFERIN OAKS/MUSEUM – November 28, 2019 ITEM #2 – Future Sustainability for Child Care Services A report from the Director of Community Services, dated November 28, 2019, to share with committee details of rising costs and funding reductions, within the Children’s Services Division, impacting the future sustainability of Child Care Services in Dufferin. Recommendation: THAT the report of the Director of Community Services, titled Future Sustainability for Child Care Services, dated November 28, 2019, be received; AND THAT The County transition out of the operation of its Directly Operated Day Care Centre by June 26, 2020; Community Services/Dufferin Oaks/Museum Committee Agenda – November 28, 2019 Page 1 AND THAT Administrative Support be provided to families to help with the transition to alternative child care providers; AND THAT Human Resources Support be provided to staff impacted by the closure; AND THAT Staff redirect the available budget allocations created by the closure of the directly operated day care centre to child care fee subsidy, special needs resourcing (i-CAN) and general operating grants/expansion plans; AND THAT any shortfall as a result of the closure, specifically to cover costs for severances packages and/or expansion funding to create new licenced spaces, come from the Children’s Services Reserve Fund (CSRF) to remain within the Council approved 2020 Budget. 3. COMMUNITY SERVICES/DUFFERIN OAKS/MUSEUM – November 28, 2019 ITEM #3 – Request for Children’s Service Reserve Fund A report from the Director of Community Services, dated November 28, 2019, to request funds from the Children’s Services Reserve Fund (CSRF) to supplement the Child Care Fee Subsidy for the remainder of 2019. Recommendation: THAT the report of the Director of Community Services, titled Request for Children’s Services Reserve Fund, dated November 28, 2019, be received; AND THAT $300,000 be drawn from the available Children’s Services Reserve Fund to meet the 2019 Child Care Fee Subsidy expenditure and remain within the Council approved 2019 Budget. 4. COMMUNITY SERVICES/DUFFERIN OAKS/MUSEUM – November 28, 2019 ITEM #4 – Dufferin County Transportation Report A report from the Director of Community Services, dated November 28, 2019, to provide information and examples of possible rural transit solutions and details of lease discussions with the Town of Orangeville, as requested by Council on October 10, 2019. COMMUNITY SERVICES/DUFFERIN OAKS/MUSEUM – November 28, 2019 ITEM #5 – Single Source Consultant – Community Safety and Well-Being Plan A report from the Director of Community Services, dated November 28, 2019, to recommend that Wellington Dufferin Guelph Public Health Unit be approved as the Single Source Consultant to complete the Dufferin Community Safety and Well- Being Plan. Recommendation: THAT the report of the Director of Community Services, titled Single Source Consultant - Community Safety and Well-Being Plan, dated November 28, 2019, be received; AND THAT Wellington Dufferin Guelph Public Health Unit be approved as the Single Source Consultant to complete the Dufferin Community Safety and Well-Being Plan. 6. COMMUNITY SERVICES/DUFFERIN OAKS/MUSEUM – November 28, 2019 ITEM #6 – 2018/2019 Dufferin County Equity Collaborative Report to the Community A report from the Director of Community Services, dated November 28, 2019, to share the final version of the Dufferin County Equity Collaborative (DCEC) 2018/2019 Report to the Community. Recommendation: THAT the report of the Director of Community Services, titled 2018/2019 DCEC Report to the Community, dated November 28, 2019, be received. Community Services/Dufferin Oaks/Museum Committee Agenda – November 28, 2019 Page 3 MUSEUM 7. COMMUNITY SERVICES/DUFFERIN OAKS/MUSEUM – November 28, 2019 ITEM #7 – Community Grant Funding Report A report from the Director of Planning, Economic Development and Cultures, dated November 28, 2019, to propose a transfer of responsibility for the annual review of Community Grant Applications from Theatre Orangeville and the Orangeville Blues and Jazz Festival to the County’s Economic Development function. Recommendation: THAT the report of the Director of Planning, Economic Development and Culture, dated November 28, 2019, regarding Community Grant Applications be received; AND THAT that the responsibility to review and make recommendations to County Council on economic development-related Community Grant Applications, including applications from Theatre Orangeville and the Orangeville Blues and Jazz Festival, be assigned to the County’s Economic Development function beginning in 2020; AND THAT $10,000 be transferred from the Community grant program to the economic development fund for this purpose in the 2020 budget. 8. COMMUNITY SERVICES/DUFFERIN OAKS/MUSEUM – November 28, 2019 ITEM #8 – Final Report on Corn Flower Gallery Project and Adjoining Facility Improvements A report from the Director of Planning, Economic Development and Cultures, dated November 28, 2019, to provide a final report on the now completed Corn Flower Gallery project and adjoining facility improvements at the Museum of Dufferin (MoD). Recommendation: THAT the report of the Director of Planning, Economic Development and Culture, dated November 28, 2019, regarding the Corn Flower Gallery Project and Adjoining Facility Improvements, be received; AND THAT $216,325, which includes a $100,000 project-specific donation from the owners of the Corn Flower Company, be transferred from the Community Services/Dufferin Oaks/Museum Committee Agenda – November 28, 2019 Page 4 Museum of Dufferin Trust Fund to maintain a zero impact on the County levy for the Corn Flower Gallery project; AND THAT the $80,000 MacFeeter’s donation be transferred from the Museum of Dufferin Trust Fund for the Main Gallery Lighting upgrade.
