Annotated Translation The following document, issued by China's Ministry of Education in 2018, announces the formation of the Ministry's Artificial Intelligence Technology Innovation Expert Group and lists all members of the group. I. The Nature of the Expert Group Organized under the Ministry of Education, the Expert Group shall carry out research and provide advice and guidance on promoting the artificial intelligence innovation action plans of institutions of higher learning. It is composed of an Advisory Group and a Working Group. II. Main Tasks The main task of the Advisory Group is to offer higher learning institutions advice on policies and plans for AI talent cultivation, S&T innovation, and cooperation between industrial, academic, and research institutions; the main task of the Working Group is to undertake the routine work of the Advisory Group, and carry out special tasks and special-topic research in AI-related fields entrusted to it by the Ministry of Education. III. Composition of the Expert Group The Advisory Group is made up of specialists and scholars from higher education institutions and corporations who have strategic thinking, practical experience, and influence in the field of artificial intelligence; the Working Group is composed of university experts who carry out innovation in AI fields and have a good foundation in practice. The Advisory Group and Working Group shall each have 1 group chief (组长)and 2 deputy group chiefs (副组长). The term of the current Expert Group is from August 1, 2018 to December 31, 2020. Appendix: 1. Former (1996-2000) chief of the National High-Tech R&D Program Gao Wen (高 (863 Program) Intelligent Computing Expert Group (国家 文) 863智能计算机主题专家组). In 1996, Gao was designated a "youth talent" in the Chinese Academy of Sciences (CAS) "Hundred Talents Program" (百人计划). Gao, born 1956, holds a B.S. in computer science (1982) from Harbin University of Science and Technology, an M.S. in computer science (1985) and PhD in computer applications (1988) from Harbin Institute of Technology, and an additional PhD in electronics (1991) from the University of Tokyo. Gao was a visiting researcher at the University of Tokyo in 1991 and a visiting scientist at Carnegie Mellon University in 1993.
