The area to the north of Round Wood and adjacent to the Powerhouse Hub will accommodate the Wellbeing Hub building. The existing Powerhouse Hub car park that currently provides 35 parking spaces will be reconfigured as part of the development. 2.2 The site of the existing Llanedyrn Health Centre, which is to be demolished, to the south of Round Wood will accommodate car parking. An area to the east of the existing Health Centre is included as part of the proposed development and will provide an additional parking area. Figure 1 Location Plan 2.3 The site is located in the Maelfa district centre that provides an important community and shopping facility for the surrounding residential areas in Llanedeyrn There is a significant regeneration of Maelfa underway that, when complete will deliver new shops, improved parking provision, pedestrian crossings and public spaces, 54 affordable homes to be managed by a housing association and 57 new, open-market, homes. 2 CC1826 Maelfa Wellbeing Centre Transport Statement 2.4 The site is in a sustainable location with a broad range of services and facilities within close proximity. This encourages linked trips and reduces the need to travel. Some of the facilities within no more than 200m of the site include: Powerhouse Hub that includes: Library service including quiet area and space for children’s events Housing, benefit and advice services Free internet and Wi-Fi access Free phones to contact Council and other services Into Work Advice and training courses IT Training Suite/ Private interview rooms Rooms for community meetings & events Modern Community Café Partner organisations providing specialist help and advice Community Hall Wellbeing Tuesday services for over 50’s Dementia Friendly Hub Youth Activities Fitness Classes Maelfa Shopping Centre that includes: Pharmacy Convenience Store / Post Office with cashpoint machine Hot food take-away Public House Active Travel 2.5 The Chartered Institution of Highways and Transportation’s (CIHT) ‘Planning for Walking’ (2015) states that “Across Britain about 80 per cent of journeys shorter than 1 mile (1.6km) are made wholly on foot – something that has changed little in thirty years. In 2012 walkers accounted for 79 per cent of all journeys shorter than 1 mile, but beyond that distance cars are the dominant mode (DfT, annual)”. It is considered that 2km, a distance that can be walked in around 25 to 30 minutes, represents a reasonable distance to expect that walking can be a viable option. 2.6 Figure 2 shows the areas within 30 minutes’ walk of the application site. 3 CC1826 Maelfa Wellbeing Centre Transport Statement Figure 2 30-Minute Walk Catchment 2.7 The site is accessible to pedestrians from a footways that run alongside Round Wood. These link with the wider pedestrian network in the area that provide safe pedestrian routes between the site and the local services and facilities. Pedestrian routes that provide access to the site are generally level, of good quality and benefit from street lighting with no significant shortfalls. This ensures that the site is accessible to all, including those with movement difficulties. 2.8 There is an uncontrolled pedestrian crossing facility (dropped kerbs and tactile paving) on Round Wood adjacent to the Powerhouse Hub. This is conveniently located to cater for pedestrian movements between the new Wellbeing Centre and the Maelfa shopping centre and car parks. 4 CC1826 Maelfa Wellbeing Centre Transport Statement 2.9 There is a pedestrian footbridge that crosses over Llanedeyrn Drive immediately to the south of the Round Wood junction, linking the Maelfa district centre to the residential areas to the west. 2.10 The Chartered Institution of Highways and Transportation’s ‘Planning for Cycling’ (2014) states that ‘cycle use is more seasonal than for other modes, with up to twice as many cyclists in summer compared with winter. The majority of cycling trips are for short distances, with 80% being less than five miles (8km) and with 40% being less than two miles (3km). However, the majority of trips by all modes are also short distances (67% are less than five miles, and 38% are less than two miles); therefore, the bicycle is a potential mode for many of these trips (National Travel Survey, 2013, Department for Transport).’ 2.11 There is an extensive and growing cycle network in Cardiff with proposals to develop a strategic cycle route (Enfys Route 20) along Llanedeyrn Drive. Figure 3 Cycle Network 5 CC1826 Maelfa Wellbeing Centre Transport Statement Public Transport 2.12 The application site benefits from good public transport links that provide regular and frequent bus and rail services. 2.13 The nearest bus stops to the site are located on Llanedeyrn Drive, approximately 200m walk from the site’s entrance. The bus stops provide access to the bus services listed in Table 1 below. In this case the site’s accessibility index is calculated to be 4.66. Figure 5 BREEAM Accessibility Index Calculation Highway Network 2.15 The site is accessed from Round Wood, a cul-de-sac that is in turn accessed from Llanedeyrn Drive. A 30mph speed limit applies. 2.16 Round Wood provides access to the Maelfa district centre and a number of residential properties. It has a 5.5m wide carriageway. There are double-yellow lines along both sides of the road in the vicinity of the site. 2.17 Llanedeyrn Drive is a distributor road that serves the Llanedeyrn residential area. Immediately to the north of the Round Wood junction there is a carriageway narrowing traffic calming feature. Southbound traffic has priority with a give-way line for northbound traffic positioned opposite the Round Wood junction. 2.18 To the south of the Round Wood junction and adjacent to the Maelfa shopping centre there are bus stops on both sides Llanedeyrn Drive. Parking around the bus stops is restricted by double-yellow lines. 2.19 A review of the safety record of the highway network in the vicinity of the proposed site has been undertaken. During the latest five-year period (2014 to 2018 inclusive) there are no recorded injury accidents on Round Wood or at its junction with Llanedeyrn Drive. This demonstrates that the existing highway arrangement operates safely. 7 CC1826 Maelfa Wellbeing Centre Transport Statement Figure 6 Injury Accident Locations & Severity (2014 - 2018) 2.20 There are three slight severity accidents recorded on Llanedeyrn Drive to the south, between the Round Wood and Maelfa junctions. Their details are provided as Appendix A and summarised below.
