Call To Order / Introductions –Chair Ellen Lindblad called the meeting to order at 12:15 p.m. and asked everyone to introduce themselves. Approve Last Minutes – Chair Lindblad asked for a motion to approve the minutes as presented. Mr. James Parish made a motion to approve the minutes that was passed by a unanimous vote of the members present. 3. Airport Updates / Roundtable • Naples Municipal Airport - Mr. Ron Jefferson stated that they are completing a number of stormwater improvements on the airfield. He also mentioned that fuel sales are up approximately 28% this year and that they are completing an overlay project on Runway 14/32. Continuing Florida Aviation System Planning Process page 1 Southwest Florida Region September 16, 2014 • Sarasota/Bradenton International Airport - Mr. Lionel Guilbert stated that they are still waiting to receive a responsive bid to complete a taxiway project that will include the closure of the Taxiway A5 “hotspot”. Mr. Guilbert mentioned that construction on the new air traffic control tower is expected to begin in early 2015 and they are still completing renovations on the concourse level. He added that they are also expanding the Federal Inspection Station (FIS) at the Sarasota/Bradenton International Airport. • Page Field – Chair Lindblad reported that aircraft movements are up 34.3% this year. • Southwest Florida International Airport – Chair Lindblad stated that they have located a “cell lot” adjacent to the new gas station on the airport access road. She reported that the new air traffic control tower is in design and that they are installing a new CCTV system. Chair Lindblad noted that passenger enplanements are up 6.1% this year despite a reduction in operations. This is likely due to the use of larger planes by the airlines serving the airport. She mentioned that a Falconer had been brought in to assist with wildlife dispersion efforts. • Venice Municipal Airport – Mr. Chris Rozansky reported that fuel sales are down about 9% this year. He mentioned that this may be due in part to recent improvements to the nearby Coral Creek Airport. Mr. Rozansky noted that hangar leasing is strong at the moment as there are no available units on the airport. • Immokalee Regional Airport – Mr. Bob Tweedie reported that the Runway 09/27 rehabilitation project is essentially complete. The new airport manager is Mr. Justin Loeb who joined the Collier County Airport Authority from Orlando Sanford International Airport. • Everglades Airpark – Mr. Tweedie stated that the full length taxiway at Everglades Airpark had been completed. • Marco Island Airport – Mr. Tweedie reported that they are handling some punch list items from the runway project. He noted that fuel sales are running at about the same pace as last year when the airport closure is taken into account. • Punta Gorda Airport – Mr. Parish reported they are still working on a terminal expansion to accommodate increasing passenger demand. Allegiant Air continues to do very well and industrial development is also strong. The Cheney Brothers distribution center recently opened on airport property resulting in a number of new jobs in the area. 4. Regional Issues / Concerns – None. 5. FDOT Aviation o Aviation and Spaceports Office • General Aviation Airport Business Plan Guidebook (Presentation) – Mr. Kelley Klepper provided the group with some background on this project and noted that the primary purpose of the project was “to assist in the development and implementation of general aviation airport business Continuing Florida Aviation System Planning Process page 2 Southwest Florida Region September 16, 2014 plans and to educate and inform all parties of the business planning process”. He then touched on a few of the methodologies used in the development of the project. Mr. Klepper noted that the success of the project was closely tied to the input received from the airport sponsors and he thanked them for their valuable contributions. Mr. Klepper noted that the final draft is under review at this time and the final version of the Guidebook and Primer would be released during the FAC Specialty Conference in late November. He invited those with questions on this project to contact him or Dr. Abdul Hatim at the FDOT Aviation and Spaceports Office. • Economic Impact Study (Update) – Mr. Andy Keith updated the group on this project noting that the overall statewide aviation economic impact went up from $114.7 billion to $144 billion since the last study in 2010. The Executive Summary and individual airport reports will be posted on the Aviation and Spaceports Office webpage in the near future. Mr. Keith noted that most airports saw more economic impact compared to 2010 but 33 airports experienced less economic impact compared to the previous update. He added that they have asked the project consultant for an explanation of the factors (calculations) involved for the airports that saw less economic impact since compared to the last study. Airport sponsors that are interested in this information or have other questions about this project are invited to contact Dr. Abdul Hatim at the FDOT Aviation and Spaceports Office. • Statewide Aviation Pavement Management Program – Training / Inspections - Mr. Keith reported that field inspections are set to begin again shortly noting that approximately 60% of the participating airports would be inspected by April 2015. Mr. Keith mentioned that the next Pavement Training Course would be held in Orlando during the first week in October. The inspection course (Days 1 and 2) is currently full but those interested in attending are welcome to contact Dr. Hatim to be placed on the waitlist. The 3rd and 4th days of this session will focus on pavement distress repair. Mr. Keith stated that while there are still spots available in the distress repair class, prospective attendees should have already completed the first inspection course prior to attending this one. • Statewide Pavement Classification Number (PCN) Dev. Project – Mr. Keith updated the group on this project noting that it is not directly related to the Statewide Aviation Pavement Management Program. He provided some background on the PCN noting that the FAA now requires that a PCN be provided for all AIP funded projects. Mr. Keith noted that this project would be completed in two (2) phases. The first is the development phase and the second is the implementation phase, which includes the fieldwork and development of a final report. Mr. Keith invited those participants with questions on this project to contact Mr. Jason Myers at the FDOT Aviation and Spaceports Office. • Airport Leadership Development Courses – Mr. Keith reported that the final course for 2014 would be held on October 5th to 8th at USF in Tampa. The program has been very well received and it is expected to continue in 2015 with the possible addition of an advanced level course (ALDC 201). Continuing Florida Aviation System Planning Process page 3 Southwest Florida Region September 16, 2014 • Florida Aviation System Plan (FASP) Update – Mr. Keith advised the group that a major update to the Florida Aviation System Plan (FASP) would begin in 2015. This update will run concurrently with updates to the Florida Transportation Plan (FTP) and the Strategic Intermodal System Plan (SIS). The project is expected to take approximately 18 months to complete and will ultimately comprise the aviation section of the FTP. Mr. Keith noted that input on this project would be collected through multiple workshops and at CFASPP meetings, which may include significant time for discussion/input on FASP goals and objectives. o FDOT District Announcements – No comments. 6. FAA Announcements – None. 7. MPO Comments - None. 8. Old Business • FAA “One Engine Inoperative” Approach Requirements – Chair Lindblad reported that this proposal has been placed on hold while the FAA studies the potential impacts. 9. New Business • FAA Proposal on Non-aeronautical Use of Airport Hangars - Chair Lindblad led a discussion on this proposal noting that the comment period is open until October 6, 2014. The group seemed to determine that at this point, the proposal raises more questions than it answers. Since the non- aeronautical use of airport hangars has always been discouraged, it’s unclear what the exact objectives of this proposal might be. The airport members expressed concern that the proposal does not clearly delineate between approved/non-approved uses and it does not appear to address a number of common situations. Chair Lindblad encouraged the members to send their comments in prior to the deadline and to continue to monitor the proposal for additional information or clarifications that may ultimately come out. • Regional By-laws Review/Ratification - After a very brief discussion on the matter, the members agreed that the current format of the by-laws was acceptable. Chair Lindblad then asked for a motion to approve the by- laws in the current format for another two (2) year period.
