REQUEST FOR PROPOSALS HANGAR 12A AT Hanscom Field, Bedford, MA Addendum No. 1 The following information included in Addendum 1 contains Question/Answers and revisions to the Request for Proposals including Attachments A. The following information is being disseminated via the Massport website, www.massport.com. The provisions set forth herein, whether of omission, addition, substitution or clarification, are to be included in and form a part of the Proposal submitted to the Authority. Addendum No. 1 includes the following: A. Questions and Answers (Include revised a Hangar 12A Premises drawing) B. Revised Hangar 12A Drawing (109,258 s.f. total) Please note: The Authority has provide a CAD format of the site plan on its website under this RFP opportunity. (www.massport.com ) • Page 1of4 Hangar 12A RFP Questions and Answers 1. Question: On the Hangar 12A site diagram, will construction be allowed on plot WR31A as well as WR22? Answer: Yes. Within the proposal, each proposer should include and provide a full description of its construction plans, with draft exhibits if possible, on how the proposer intends to remodel and/or re-develop the Hangar 12A site. In addition, the Authority requires that any construction on WR31A complement and be in line with Hangar 13 site lines. Proposers should make best efforts to protect Hangar 12A's valuable apron areas. 2. Question: Is the "Site Plan" generated by MPA showing the lease limit available in CAD format? Answer: Yes. The Authority will provide a CAD format of the site plan on its website under this RFP opportunity. IMPORTANT NOTE AND INFORMATION: In confirming the CAD document, the Authority discovered a small mistake in the footprint of the Hangar 12A site. In the original site drawing the Authority had documented 109,301 s.f. of premise space on the Hangar 12A site. However, the Authority is now issuing a revised Hangar 12A site which documents 109,258 s.f. of premise space on the site. This is a reduction of 43 s.f. of premise space on the Hangar 12A site. Therefore, in all documents associated with this RFP, including the draft lease and within all other documents and correspondence including the proposal forms, the following should be amended: Please replace 109,301 s.f. with 109,258 s.f within all documents of RFP, and Please replace 65,826 s.f with 65,800 s.f.(WR22) within all documents of RFP, and Please replace 8,318 s.f with 8,315 s.f. (WR31A) within all documents of RFP, and Please replace 35,157 s.f with 35,143 {WR31B) s.f. within all documents of RFP. 3. Question: The site evaluation notes that CATV service is unknown. Is CATV/fiber optic available within Hanscom Drive? Answer: Comcast provides CATV, internet and phone services to Hanscom Drive. It is the Authority's understanding that fiber optic is not currently available. Proposers should do their own due diligence to fully investigate these types of services prior to proposing on this RFP. 4. Question: What are the short and long term plans for the existing parking at the Hanscom Civil Air terminal? Answer: The Authority has not determined its short and long term plans for the existing parking area at the Hanscom Civil Air terminal at this time. 5. Question: What number of spaces are available (or will be available) for general parking at the Hanscom Public Parking Lot? Page 2 of4 Answer: The Authority shall determine the number of spaces that are available for general parking in the Hanscom Public Parking Lot, as it relates to the proposer's specific RFP proposal and its operational requirements, in its sole discretion. Proposers requesting the use of parking spaces outside of the Hangar 12A parcel should request the use of these parking spaces as an addendum to their proposal. 6. Question: Will the winning bidder for the Hangar 12A property have priority usage of public parking or will there be a separate charge for the spaces? Who maintains the spaces? Answer: Parking outside of the Hangar 12A parcel is subject to a separate parking charge payable to the Authority. The Authority will work with the successful proposer on its parking requirements should parking spaces outside of the Hangar 12A parcel be required. The Authority's parking areas, both public and private parking areas, are maintained by the Authority. Proposers requesting the use of parking spaces outside of the Hangar 12A parcel should request the additional parking spaces as an addendum to their proposal. 7. Question: Is there a minimum number of parking spaces that will be required on the Hangar 12A property? Answer: No. The Authority has not set a minimum number of parking spaces that need to be maintained or required on the Hangar 12A parcel. 8. Question: Are there any building restrictions for the property (size, height) beyond maximums/minimums allowed by code? Answer: The Authority has not set any building restrictions for the property beyond maximums/minimums allowed by federal rules and regulations. However, no structures shall be constructed on WR31B and all structures must comply with all federal, state and Massport laws, rules, regulations and directives including the Authority's TAA process and Design Guidelines. In addition, the Authority would require that any construction on WR31A complement Hangar 13 site lines. 9. Question: Are there any front, side, or air-side setback minimum requirements for development of permanent structures beyond minimums allowed by code? Answer: The Authority has not set any front, side, or air-side setback minimum requirements for development of permanent structures beyond minimums allowed by code. However, no structures shall be constructed on WR31B. In addition, the Authority would require that any construction on WR31A complement Hangar 13 site lines. Proposers should make best efforts to protect Hangar 12A valuable apron areas. Any permanent structured constructed or placed on the Hangar 12A parcel shall comply with the Authority's TAA process and Design Guidelines. 10. Question: Is there an opportunity to develop street-side ramp access through the fence? If so, what is that process? Answer: Yes, however street-side ramp access on Hangar 12A must comply with all federal, state and Massport laws, rules, regulations, including Massport's regulations codified at 740 CMR 1.00 et. Seq. 11. Question: Are there any known environmental, hazmat, contaminated soils or building elements that will require clean up? Answer: The Authority has no actual knowledge of any environmental, hazmat, contaminated soils or building elements that will require clean up on the Hangar 12A site. Page 3 of 4 12. Question: Please provide any historical information on industrial use of this property prior to the current occupancy. Answer: The previous occupant used the hangar as an aircraft mechanic training school. No information is available for industrial uses prior to that. 13. Question: Are there any historic preservation concerns for the property? Answer: The Authority is not aware of any historic preservation concerns for Hangar 12A. 14. Question: If the hangar is razed and a new one constructed, can ground lease payments be deferred until occupation of a new hangar? Answer: Proposers should be aware that the Authority will be reviewing the proposals and selecting the proposal that best meets the goals of the Authority as set forth in the RFP. Proposers are asked in Proposal Form P-1 to propose its rent structure beginning in Year 1. Proposers requesting deferred lease payments associated with their proposals should do so in an addendum to their proposal. 15. Question: Can you provide a list of who else is interested in the 12A property? Answer: The Authority distributed approximately 25 Hangar 12A RFP packages to interested parties and potential proposers for this RFP opportunity. Additionally, a number of parties downloaded the RFP from the Authority's website. The list of interested parties is attached (Attachment Z-1). 16. Question: Are instructions/definitions for preparing the P2 available? Answer: No. The Authority is looking for each proposer to submit an Exhibit P2 based on the individual proposed intended use and operational activities at Hangar 12A. Exhibit P2 may be amended by the proposer to incorporate activities and items necessary to fully disclose to the Authority the proposer's projected financial health, status and growth at Hangar 12A. 17. Question: What utility charges, taxes, sewer use, or other additional rent charges (per the ground lease) can we expect from Massport? Answer: Utility charges payable to the Authority for the Hangar 12A site, based on the current tenant, have been provided to you in Attachment Z-2. Electricity is directly metered and billed by Eversource via direct street interconnections with the utility company. Oil is procured directly by the current tenant. Since utility charges are subject to specific tenant use, equipment and activities, the Authority chooses not to speculate on future utility charges. Please see Article 4, Rent, Fees and Charges section of the Draft Lease Agreement for further information. 18. Question: Are there any high speed internet options already in place or accessible to the property? Answer: Comcast provides CATV, internet and phone services to Hanscom Drive. Proposers should do their own due diligence to fully investigate these types of services prior to proposing on this RFP. 19. Question: Are there any roof restrictions regarding installation of satellite connections and antennas? Answer: No, however, installation of any equipment on the roof is subject to the TAA process, the Design Guidelines and must comply with all federal, state and Massport laws, rules and regulations. The installation of satellite connections and antennas for third party commercial use is prohibited. 20. Question: Is there a minimum width of pavement for the fuel truck access? Answer: The Authority has not determined a minimum width of pavements for fuel truck access with regards to this RFP.
