Jha, Director, Ministry of Home Affairs Mrs. Firoza Mehrotra, Special Consultant (SP-NE), Planning Commission, Shri Naveen Verma, Joint Secretary (NE), MHA and Dr. R.K. Vats, JS&FA, DoNER granted leave of absence. Following Officers were also present as special invitees: Shri Rajesh Kumar (Director), Shri P.R. Meshram (Director), Shri B.B. Samaddar (Deputy Secretary), Shri K. Guite, Joint Director (IFD), Shri Ajay Kumar (Section Officer) and Shri A.K. Saha (Section Officer), Ministry of DoNER. The Committee met and deliberated on the Agenda items. Following observations and recommendations were made: Item No.1: Confirmation of Minutes of 70th Meeting of the NLCPR Committee held on 07.08.2009. The minutes of the Meeting are under submission for the approval of Hon’ble Minister, DoNER. **** Item No.2: Action taken report of decisions / recommendations made by NLCPR Committee in the 70th Meeting held on 07.08.2009 The Committee noted that the minutes of the 70th Meeting are under submission for the approval of Hon’ble Minister, DoNER and the Ministry will take action on the recommendations after its approval by the Hon’ble Minister, DoNER. **** 1 Item No.3: Consideration of 2009-10 Priority Lists of the NE States The Committee noted that there is balance of Rs.5552.90 crore in the NLCPR Pool as on 01.04.2009. Three Ministries are yet to report the accruals during 2007-08 in the Pool. There is committed liability of Rs.5066.56 crore under NLCPR against the sanctioned and retained projects in the North Eastern States. Therefore, there is balance of about Rs.486.34 crores for retention of the new projects. After deliberations, Committee confirmed the proposed notional allocation of funds amongst the NE States. The Committee noted that they have received priority list 2009-10 from all the NE States. However, priority lists of Mizoram received just a day before and the priority list of Nagaland was received on the same day hence could not be included in the Agenda. The Committee deliberated on the priority lists submitted by Governments of Arunachal Pradesh, Assam, Manipur, Meghalaya, Sikkim and Tripura and recommended the projects for retention as given in the following items. **** Item No.3(a): Consideration of 2009-10 Priority List of Arunachal Pradesh for retention of projects for detailed examination The Committee deliberated on the Priority List submitted by the Government of Arunachal Pradesh. After detailed discussions, the Committee recommended the following 8 (Eight) projects for retention at a total estimated cost of Rs.66.50 crore: Sl. College, Pasighat to Balek, East 5.00 Siang District. Total 66.50 **** 2 Item No.3(b): Consideration of 2009–10 Priority List of the State Government of Assam The Committee deliberated on the Priority List submitted by the Government of Assam. After detailed discussions, the Committee recommended the following 20 (Twenty) projects for retention at a total estimated cost of Rs.150.11 crore: (Rs.in lakh) Sl. The Committee noted that the State Government submitted their Priority List of 41 proposals, in order of priority, with a total estimated cost of Rs.609.52 crore for 2009-10 for funding under NLCPR, along with concept notes. 2. After deliberations, the committee recommended the following 6 projects at a total estimated cost of Rs.47.51 crore as under, for detailed examination: (Rs. in crore) Sl. After detailed discussions, the Committee recommended the following 11 (Eleven) projects for retention at a total estimated cost of Rs.53.15 crore: 4 Sl.
