TAGUIG SAFE CITY TASK FORCE 16 July 2021 TAGUIG SAFE CITY TASK FORCE ADVISORY NO. 47-A TO : ALL RESIDENTS, EMPLOYEES, EMPLOYERS AND OWNERS OF BUSINESS ESTABLISHMENTS, AND OTHER STAKEHOLDERS OF THE CITY OF TAGUIG RE: Adoption of the City of Taguig of Metro Manila Development Authority (MMDA) Resolution No. 21-11 on Allowing Children Five (5) Years Old and Above to go to Outdoor Areas in Areas under Modified General Community Quarantine and General Community Quarantine, Except those Under Heightened Restrictions, Subject to the Observance of Minimum Public Health Standards Pursuant to its mandate in City Ordinance No. 24, Series of 2020, otherwise known as the “New Normal Ordinance of Taguig City”, the City Government of Taguig, thru the SaFe City Task ForCe, hereby adopts Metro Manila Development Authority (MMDA) Resolution No. 21-11, in relation to Inter-Agency Task Force For the Management of Emerging InFeCtious Diseases (IATF-EID) Resolution No. 125, allowing Children Five (5) years old and above to go to outdoor areas in areas under ModiFied General Community Quarantine and General Community Quarantine, except those under heightened restrictions, subject to the observance of minimum public health standards. MMDA Resolution No. 21-11 and IATF Resolution No. 125 are herein attaChed as Annexes “A” and “B”, respeCtively. In order to properly implement the above cited issuances in relation to Safe City Task ForCe Advisory No. 47, regarding the allowable movement and activities of minors, and the provisions of Safe City Task Force Advisory Nos. 4 and 6, on the establishment oF Safe Zones in the City of Taguig, the following updated guidelines shall be Followed: I. ALLOWED OUTDOOR AREAS 1. Paragraph A of IATF Resolution No. 125 provides: “In areas under Modified General Community Quarantine and General Community Quarantine except those under heightened restrictions, children five (5) years old and above may be able to go to outdoor areas as defined below, provided that the child is supervised by adult/s and is in observance of minimum public health standards such as the wearing of face masks and social distancing. Provided further, that the local government units concerned may increase the above age restriction of children depending on the COVID-19 situation in their respective jurisdictions. Outdoor areas are defined as those that allow free air movement from all directions and may be covered by a roof, supported by posts, and not surrounded by walls and shall be limited to the following: (i) Parks; (ii) Playgrounds; (iii) Beaches; (iv) Biking and hiking trails; (v) Outdoor tourist sites and attractions, as may be defined by the Department of Tourism (DOT); (vi) Outdoor non-contact sports courts and venues; and, (vii) Al fresco dining establishments in the above-listed areas. These outdoor areas shall not include mixed-use indoor/outdoor buildings, facilities, such as malls and similar establishments.” 2. In addition, MMDA Resolution No. 21-11 also expands the definition for Parks “so as to pertain to al fresco or to those areas which are without roofs even though they are beside an establishment or outside of malls as long as the air is free-flowing.” 3. The initial list oF all allowed outdoor areas in Taguig City can be found at our website - https://saFecity.taguiginfo.Com/, and attached in this Advisory as Annex “C”. The list of allowed outdoor areas shall be updated From time to time in order to refleCt other public and privately owned and/or managed outdoor areas and spaCes. 4. All barangays who have identified other outdoor areas not yet inCluded in the initial list within their jurisdiCtion and would like to designate them as SaFe Zones must Coordinate with the Safe City Task Force and submit the exaCt location and address of these open spaCes, as well as manpower assigned for security and strict enforcement of minimum publiC health standards suCh as wearing oF FaCe masks and social distancing. 5. All private establishments who have identiFied allowed outdoor areas within their premises must submit an application to designate them as Safe Zones. The Following documents must be submitted For all applications for Safe Zone Clearance: a. Letter of Intent; b. Floor plan, showing: (i) controlled entry and exit points, (ii) area for QR code scanning or manual logbook For ContaCt traCing, (iii) plaCement oF sanitation stations, (iv) loCation oF the playground or play area, iF appliCable; c. Health and SaFety ProtoCol Plan, inCluding a list of all health protocols to be implemented, maXimum venue CapaCity vis- à-vis the allowed FiFty percent (50%) venue capacity, the number of guards or marshalls stationed per day per shift, and disinfection schedule and procedure; d. Name, e-mail address and ContaCt number/s oF the SaFe Zone Administrator or Designated SaFety OfFiCer. All SaFe Zone Clearance appliCations must be sent via e-mail to [email protected], with the subjeCt line “Safe Zone Application of (insert establishment name)”. 6. For Condominiums, villages, subdivisions and other residential establishments, all previously approved SaFe Zones may Continue to operate and allow Children, senior citizens, and other vulnerable individuals to use its faCilities. 7. Other condominiums or private residential establishments who have not yet designated Safe Zones may be allowed to identiFy Common spaces and outdoor areas for such purpose, and shall be considered pre-approved upon submission of the following: a. Letter of Intent; b. Floor plan, showing: (i) Controlled entry and exit points, (ii) area for QR code scanning or manual logbook for contact traCing, (iii) plaCement oF sanitation stations, (iv) loCation oF the playground or play area, if applicable, (v) loCation oF child-friendly common dining area/s, if applicable; c. Health and SaFety ProtoCol Plan, inCluding a list oF all health protocols to be implemented, maximum venue capacity vis- à-vis the allowed FiFty perCent (50%) venue CapaCity, the number of guards or marshalls stationed per day per shiFt, and disinfection schedule and procedure; d. Name, e-mail address and ContaCt number/s oF the SaFe Zone Administrator or Designated SaFety OfFiCer. All Safe Zone clearance applications must be sent via e-mail to [email protected], with the subjeCt line “Safe Zone Application of (insert establishment name)”. 8. Other outdoor areas loCated in private establishments, whether designated as a SaFe Zone or not, may be used without need For application, provided that the area is closely monitored to ensure that minimum publiC health standards suCh as wearing oF FaCe masks and social distancing, among others, are striCtly implemented at all times. II. COMMON GUIDELINES FOR ALLOWED OUTDOOR AREAS In order to regulate the use oF these outdoor areas and ensure that minimum publiC health standards are Complied with and striCtly enForCed, the following guidelines shall be followed: 1. All minors between the age of Five (5) years old up to seventeen (17) years old must be accompanied by a parent or adult guardian at all times; 2. All outdoor areas must have a Designated Safety Officer (DSO). The DSO shall assign a guard or marshall to be present at the area at all times, and who are tasked to: (i) ask all visitors to sCan the QR Code or fill up a manual logbook for purposes of contact tracing, and (ii) strictly enforce health and safety protocols; 3. All outdoor areas must have sanitation stations. Temperature- checking stations are also highly recommended; 4. All individuals must wear face masks at all times and strictly maintain social distancing; 5. In order to ensure the saFety oF all minors dining in outdoor or al fresco areas, the following health and safety protocols must be observed: a. All al fresco or outdoor dining areas are allowed to operate at fifty percent (50%) venue or seating capacity; b. For outdoor dining areas located in open spaCes and parks, a guard or marshall must be stationed in the area at all times. They are tasked to: (i) ask all visitors to sCan the QR code or fill up a manual logbook for purposes of contact traCing, and (ii) strictly enForCe health and saFety protoCols; c. FaCe masks may only be removed when seated and eating; d. Social distancing protocols must be strictly observed. All visitors must be seated at least one (1) seat apart, and should refrain From eating Face-to-face unless there is a divider installed. If there is no divider, a diagonal seating scheme must be implemented. A maXimum of ten (10) individuals per group shall be allowed to sit together; e. Serving and consumption of liquor in outdoor or al fresco dining areas must Comply with the provisions of our Guidelines on the Sale and Consumption of Liquor and Other AlCoholiC Beverages in SaFe City Task Force Advisory No. 36; f. All tables, Chairs and other high touch surfaCes in outdoor dining areas must be disinfected regularly. This should be inCluded in the disinfeCtion schedule and procedure submitted For Safe Zone clearance applications. III. SPECIFIC GUIDELINES FOR ALLOWED OUTDOOR AREAS A. Parks 1. Only individual and non-contact sports/activities and other forms of eXerCise suCh as walking, jogging, running, biking and skateboarding shall be allowed in these areas. 2. Mass gatherings are still prohibited. All organizers of group aCtivities or events to be held in parks, especially those aCtivities or events whose target audienCe are minors, must apply For an event clearance to the SaFe City Task ForCe via e-mail at [email protected] B. Playgrounds 1. Playground rides and Facilities such as seesaws, swings and slides, among others, must be disinfected regularly. C. Biking and hiking trails 1. Aside From biking and hiking activities, only individual and non- contact sports/activities shall be allowed in these areas.
