i ..... \ ,I i ¸ ~ ¯ .... ~ RECORD OF MONUMENTSAND PLACES as Established under Section 12 of the National Monuments (Amendment)Act 1994 COUNTY OF FINGAL DUBLIN COUNTY BOROUGH COUNTY OF SOUTH DUBLIN COUNTY OF DON LAOGHAIRE-RATHDOWN Issued By DdchasThe Heritage Service National Monumentsand Historic Prope~ies 1998 Establishmentand Exhibition of Recordof Monumentsand Places under Section 12 of the National Monuments (Amendment)Act 1994 Section 12 (1) of the National Monuments(Amendment) Act 1994 states that Commissionersof Public Works in Ireland [their powers under the National MonumentsActs are nowtransferred to the Minister for Arts, Heritage, Gaeltacht and the Islands] "shall establish and maintain a record of monumentsand places where they believe there are monumentsand the record shaft be comprisedof a list of monumentsand such places and a mapor mapsshowing each monumentand such place in respect of each county in the State." Section 12 (2) of the Act provides for the exhibition in each county of the list and mapsfor that county in a mannerprescribed by regulations madeby the Minister for Arts, Heritage, Gaeltacht and the Islands. The relevant regulations were made under Statutory Instrument No. 341 of 1994, entitled National Monuments(Exhibition of Record of Monuments)Regulations, 1994. This manual contains the list of monumentsand places recorded under Section 12 (1) of the Act for the Countyof Fingal, Dublin CountyBorough, the Countyof South Dublin and the County of DOnLaoghaire-Rathdown, which is exhibited along with the set of mapsfor the Countyof Fingal, Dublin CountyBorough, the County of South Dublin and the County of Den Laoghaire-Rathdown, showing the recorded monumentsand places. Protection of Monumentsand Places included in the Record Section 12 (3) of the Act provides for the protection of monumentsand places included in the record stating that "Whenthe owner or occupier [not being the Minister] of a monumentor place which has been recorded under subsection (1) of this section any person proposesto carry out, or to causeor permit the carrying out of, any work at or in relation to such monumentor place, he shall give notice in writing of his proposalto carry out the workto the Minister and shall not, except in the case of urgent necessity and with the consentof the Minister, commencethe work for a period of two months after having given the notice." A person contravening this requirement for two monthsnotification to the Minister of proposedworks at or in relation to a recorded monumentor place shall (under Section 13 of the Act) be guilty of an offence and be liable summaryconviction to a maximumpenalty of a £1000 fine and 12 months imprisonment and on conviction on indictment to a maximumpenalty of a £50,000 fine and 5 years imprisonment. It shouldalso be noted that Section 16 of the National Monuments(Amendment) Act 1994 amendedthe National Monuments(Amendment) Act 1987 (the Act of 1987) that underSection 2 (1) (a) (iv) of that Act the use or possessionof a detection device "in, or at the site of, a monumentrecorded under section 12 of the National Monuments(Amendment) Act, 1994," is prohibited otherwise than in accordancewith a consent of the Minister granted under the provisions of Section 2 of the Act of 1987. A person contravening the above provisions relating to use or possession of detection devices shall (under Section 2 (5) of the Act of 1987) be guilty of offence and be liable (under Section 23 (1) of the Act of 1987) on summary conviction to a maximumpenalty of a £1000 fine and 6 monthsimprisonment or on conviction on indictment to a maximumpenalty of a £50,000 fine and 12 months imprisonment. It should be further noted that under Section 7 (1) (a) of the National Monuments (Amendment)Act 1994 a memberof the Garda Siochana may without warrant seize and detain: "a detectiondevice found in, at the site of, or in the vicinity of" a monumentrecorded under Section 12 of the Act unless the person in possession of the device has a consent of the Minister in accordance with the provisions of Section 2 of the Act of 1987. Information forming the Basis for the Record (Note: In the rest of this document, the term "County Dublin" refers to the four administrative units of Fingal, Dublin County Borough, South Dublin and Den Laoghaire-Rathdown.) The information on which the list of monumentsand places for each county and the mapsshowing those monumentsand places is based is derived from that used for the non-statutory Sites and MonumentsRecord for County Dublin previously issued by the National Monumentsand Historic Properties Service, but certain monuments havebeen added and certain entriesin the Sites andMonuments Record for County Dublin have not been transferred into the statutory record as they refer to features which have been found on inspection not to merit inclusion in that record or they cannot be located with sufficient accuracyto be so included. Formatof List The recorded monumentsand places in the counties are given a unique number within the Record of Monuments.This numbering is based on the existing Sites and MonumentsRecord for County Dublin and the entry for each monumentand place is arranged in five columnsunder the following headings (the abbreviation used in the actual list is given in bracketsafter each): 1 Monument Number (MON. NO.) 2 Map Number (MAP NO.) 3 National Grid Co-ordinates (NAT. GRID) 4 Townland Name(s) (TOWNLAND)or Street Name(Street 5 Classification 1 Monument Number This refers to the unique identifying numbergiven to both monumentsand places entered in the record and is given in a form similar to the following example: DU001-001--- County Dublin has been given a two letter identifying code (DU), and this forms the first element in the identifying number. The first two of the three dashesat the end allow monumentsor places situated in close proximity to each other or closely associated with each other to be given one overall monumentnumber but at the sametime be individually identified through the use of sub-numberingin the form (for example)00101-, 00102-, 00103-,. etc., as appropriate. Non-Sequential Numbering Gaps in the sequence of monumentnumbers for any page of the manual are the result of the non-statutory Sites and MonumentsRecord having been subsumedin one monumentnumber in the statutory record or, for the reasons given in the section headed "Information forming the Basis for the Record", the non-transferral of certain entries in the non-statutory Sites and MonumentsRecord to the statutory record. 2 Map Number This refers to the numberin the OrdnanceSurvey 1:5000 sheet series or, for Central Dublin, the numberof the 1:2500 scale sheet on which the monumentor place is located. 3 National Grid Co-ordinates The ten-figure co-ordinates given in this column indicate the position of each monumentor place with reference to the National Grid. 4 Town~andName(s) or Street Name(s) The townland or townlands(in rural areas) or the street or streets, etc. (in urban areas) in which a monumentor place is situated are given in this column. 5 Classification The classification gives a brief indication of the nature of each recorded monument or place. Format of Maps The maps on which the recorded monumentsand places are shown are composite maps produced by the Ordnance Survey at an overall scale of 1:5,000, being a series of composite mapsbased on 1:5,000, 1:2,500 (25 inch) and 1:10,560 (6 inch) mapping. The maps for Central Dublin are also at a larger scale of 1:2500. As explained in the section "Format of List" the recorded monumentsand places are listed and~ numbered according to the Sites and MonumentsRecord for County Dublin. Way in which Monumentsand Places are Shown The recorded monumentsand places are shown on the maps by being circled or boxed in as appropriate by a black line. In some cases several monumentsor places are circled or boxed in together because of their close proximity to, or association with, each other. The circles and boxes around the recorded monuments and places are intended to showthem but not to define their exact extent. Referring from the Mapsto the List The circle or box showing a monumentor place on a map has its number printed beside it. Whenreferring to a monumentor place, the full code, as per the list, should be used. Examples are: DU003-001---, DU018-020234,DU026-08001-.
