Evansville Promise Zone Third Round Lead Organization: The Evansville Promise Zone encompasses ECHO Housing Corporation a population of 22,245 residents in the city of Evansville, IN. The area’s boundary Population: spans across Veteran’s Memorial Parkway 22,257 and Waterworks Road (south and west) to Diamond Avenue (north) and Green River Poverty Rate: Road (east). The poverty rate is more than 39.03% 39 percent, and up to 30 percent of the population has less than a high school Unemployment Rate: diploma. Criminal activity in the area is a 12.86% mounting concern, with the majority of the city’s crimes taking place in Promise Key Partners: Zone neighborhoods.
